1 International Civil Aviation Organization Job Description POSITION INFORMATION Generic Title: Specific Title: Personnel Licensing (PEL) Expert Chief Personnel Licensing (OPAS) Position Number (ID): Job Card: FAF/18/006 Project Number: NAM14801 Post Number/Job Code: B503A Duty Station: Windhoek, Namibia CCOG code: 1N01C Duration: 12 months initially, subject to confirmation of the project duration. Starting Date: ASAP THE ORGANIZATIONAL SETTING Under the direction of the Director/Technical Cooperation Bureau, the Field Operations Section is responsible for the strategic planning, development, execution, evaluation of Projects in TCB. The Section assists with the identification of priority development requirements across civil aviation and with technical cooperation to recipient States. It carries out resources mobilization with multilateral and bilateral development partners and industry and develops regional and country specific technical cooperation programme and projects. The Section executes these programmes and projects in accordance with the policies and contractual modalities of TCB. This project aims at assisting Namibia in pursuing the implementation of effective safety and security oversight systems and addressing some regional and global aviation objectives and priorities: establishment of an autonomous civil aviation authority, implementation of the State Safety Programme, certification of international aerodromes, implementation of Performance Based Navigation and implementation of a runway safety programme. MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. Expected results) Plan, implement, supervise and evaluate Personnel Licensing activities. Such duties to include, amongst others: Ensuring that all activities within Personnel Licensing are carried out in accordance with regulations, standards, approved policies and procedures. Managing the issuance, validation and conversion of all types of licences and ratings issued under the Namibian Civil Aviation Regulations. Managing the granting of special approvals, certificates, delegations, authorisations and exemptions. Ensuring the correct administration of programs for evaluating the standard of instruction provided and competency of instructors and applicants. Overseeing the implementation of the medical certification and oversight systems by the Medical Assessor. Monitoring implementation of a system for the designation of examiners and their oversight. Ensuring the approval or acceptance of flight simulations training devices included in the scope of Personnel Licensing. Monitoring implementation of a programme of aviation training organization (ATO) certification for flight, ATC and AME training organizations. Developing and monitoring implementation of an annual ATO surveillance programme. Manage processes for any enforcement action required to ensure compliance by licence, certificate and authorization holders. Completing quarterly written reports to the Deputy Director Safety for the implementation of surveillance and certification activities conducting routine inspector tasks for licensing, certification and surveillance, as required, in accordance with published DCA instructions and guidance material Monitoring and where applicable further developing the regulations, standards relating to Personnel Licensing. Monitoring and where applicable further developing Technical Guidance Material and procedures relating to Personnel Licensing and Safety Oversight.
2 Supporting the ICAO Expert in maintaining and amending procedure handbooks by providing feedback on the usefulness and ease of implementation of procedures. Ensuring all safety, regulatory and oversight tasks are carried out by competent staff and within the limits of their expertise. Function 2 (incl. Expected results) To manage the USOAP CMA activities in the area of Personnel Licensing. Such duties to include: Assist in developing the State Corrective Action Plan further to the ICVM final report. Filling the State Corrective Action Plan on the online framework Conducting the State Self-assessment on the online framework. Function 3 (incl. Expected results) Manage the Personnel Licensing staff. Such duties to include: Supporting the ICAO Personnel Licensing Expert with staff recruitment Completion of individual annual work plans for staff. Delegation of job tasks to suitably qualified staff. Supervision of attendance and of task completion in accordance with annual work plans Processing applications for leave, travel and other administrative matters in accordance with DCA procedures. Managing the performance of staff in accordance with DCA procedures. Managing the budgeting and procurement processes for the subdivision. Completing annual written reports to the Deputy Director Safety on the performance of staff. Function 4 (incl. Expected results) In coordination with the Personnel Licensing expert, plan and implement training and development of Personnel Licensing inspecting staff. Such duties to include: Assist the DCA in implementing ITS. Conducting training workshops and on-the-job training in accordance with the training plans, in particular OJT on: o coordinating with other areas involved in personnel licensing; o implementing established procedures to ensure that the original licence to be validated or converted is in full compliance with Annex 1 requirements o implementing procedures for the designation and oversight of examiners for all types of licences. o implementing supervision and control procedures for flight crew examiners; o implementing supervision and control procedures for cabin crew and air traffic controller examiners; o ensuring the maintenance of qualification and proficiency of flight and practical examiners. o ensuring that designated medical examiners demonstrate their competency in aviation medicine before designation and that they attend refresher training; o implementing the procedures to supervise the designated medical examiners; o implementing the process for the conduct of medical assessment audits; o implementing the system established for the possible issuance or renewal of the appropriate medical assessment if medical standards as prescribed by Annex 1 are not met; o implementing the established system to approve and oversee domestic and foreign training organizations as well as testing centres, including the air traffic controllers training unit. Supporting the ICAO Personnel Licensing expert in the completion of training records Function 5 (incl. Expected results) Performs other related duties, as assigned. IMPACT OF THE OUTCOME OF THE POSITION Personnel licensing activities will have been carried out and inspecting staff trained.
3 WORK RELATIONS AND CONTACTS The incumbent reports to the Executive Director of the Namibia Civil Aviation Authority and cooperates closely with the Project Coordinator. QUALIFICATIONS AND EXPERIENCE Education Hold or have held a recognized professional pilot qualification with an instructor rating. Hold or have held an examiner authorization. University degree or diploma in management is desirable. Professional experience Essential Minimum ten years experience as a personnel licensing inspector in a civil aviation administration OR alternatively five years as a personnel licensing inspector in a civil aviation administration with experience in dealing with certification and surveillance of aviation training organizations and designation of examiners AND five years experience in industry as an instructor and examiner. Minimum 5 years management or supervisory experience associated with the preparation and responsibility for implementation of rules, regulations, operating manuals and regulatory compliance. Minimum 5000 hours flying experience and 1000 hours instructional experience. Demonstrable knowledge of relevant ICAO SARPs and related documentation. Completed USOAP CMA Computer Based Training in the field of PEL. Demonstrable working knowledge of management, communication, and use of information technology. Desirable Experience of working in the environment of a developing country. Experience in business and general aviation and in helicopter operations. Languages Essential Fluency in oral and written English is required.
5 Summary of Salary and Allowances Sheet (Intermediate-Term Appointment) (Except for the Subsistence Element of Assignment Grants, all figures are annual, expressed in US dollars). The figures herein are indicative and subject to verification of status on appointment, including possibility of adjustments being made by International Civil Service Commission (ICSC) from time to time. LEVEL P5 Step I Title of Post: Chief Personnel Licensing (OPAS) Duty Station: Windhoek, Namibia REMUNERATION Annual Basic Salary: - Gross 108,633 - Net tax-free 85,543 Dependency Allowance Spouse allowance equivalent to 6 per cent of net remuneration 6% (base plus post adjustment ) is paid, irrespective of staff members grade and level. For a single parent, an allowance equivalent to 6 per cent of net remuneration is paid in respect of the first dependent child, irrespective of staff members grade and level. Child allowance (for each dependent children) per child Hardship Allowance: (Category A) - Post Adjustment: (Multiplier 31.5% of net base salary, subject to increase or decrease 26,946 with fluctuations in cost of living from time to time as recommended by ICSC) (Net per year in 12 installments ) Settling in Grant (one-time payment upon arrival on initial appointment): i) Lump sum element: 9,374 (amount equivalent to one month of the net base salary plus the applicable post adjustment at the new duty station) ii) Subsistence element (one-time payment upon arrival on initial appointment): for staff member: 30 days local daily subsistence allowance at full rate. - for each eligible dependent accompanying or joining staff member at the duty station: 15 days of local DSA for each accompanying eligible family member.
