Project: BLUE AP (LIFE11 ENV/IT/119) Coordinator: Comune di Bologna Partners: Kyoto Club, Ambiente Italia, ARPA Emilia Romagna Project duration: 36 months (01/10/ /09/2015) Main objectives: In the context of European initiatives to improve awareness and actions regarding climate change, the BLUEAP project aims to support activities which will lead to the production and adoption of the climate change adaptation plan for Bologna. 16
Main goals 1) Learn from and disseminate the best EU experiences in Adaptation Planning at city level; 2) Realise a comprehensive information system, scaling down and producing new informations about climate change impact risks and vulnerability in the city; 3) Increase awareness of Bologna local target stakeholders and decision-makers; 4) Provide to the Bologna community a Strategy document/tool and a couching support in order to drive the participatory planning and to make aware about the measures defined by the Local Adaptation Plan; 5) Monitor and evaluate the effectiveness and sustainability of the proposed actions; 6) Communicate project guidelines and results. 17

Climate analysis Production of a compehensive information system (Local Climate Profile), well oriented to support the participatory planning process, to select better and effective strategies, useful as baseline framework to monitor and to periodically improve the actions defined by the process. Temporal varibility of consecutive number of dry days Bologna, summer no.of days years Local climate dynamics Land use and infrastructures Heat waves impact risks Flooding rise Water quality Water scarcity risks Potential local resources
Stakeholders Engagement LOCAL CLIMATE PROFILE RESTRICTED SESSIONS STRATEGICAL DOCUMENT S T A K E H O L D E R FOCUS GROUPS The project implements a replicable participatory/bottom-up decision-making process involving all the relevant stakeholders in the adaptation measures selection and implementation. The process is divided into two phases: the thematic sessions and focus groups. This schedule aims to raise awareness and to collect contributions, observations and proposals to be included in the Adaptation Plan, as well as to establish a core group of local coordination on climate adaptation issues. Plan Adoption (2014)
Vulnerabilities and hazards HEAT WAVES Exposure: HIGH Sensitivity: HIGH (population, tourism, air quality) WATER SCARCITY Exposure: MEDIUM/HIGH Sensitivity: HIGH (population, mobility, economy) EXTREME RAINFALL EVENTS Exposure: MEDIUM/HIGH Sensitivity: HIGH (population, hydrology) 21
Risk Maps The flood return periods are dramatically decreasing in the same time, the amount of water flowing per unit of time during extrem rainfall events are increasing. Some case studies have already been carried out (Ravone creek), and the analysis model can be applied to other creeks crossing the city as well.
Actions and measures The Adaptation Plan Measures start up- Pilot Actions Experimental Applications - Monitoring actions of the drainage system of the historical part of the city (WATER); - Integrating the existing rehebilitation projects of the city water channels as green corridors (WATER/HEAT WAVES); - Prosecution of the actions for water use and saving (WATER); - Measures for urban greening (HEAT WAVES): an analysis cost/benefit is still needed, in order to understand how greening measures could negatively interact with the water scarcity problems. 23
stakeholder engagement 10 RESTRICTED SESSIONS 2 PLENARIES (beginning and end of process) 3 THEMATIC SESSIONS PUBLIC AND CIVIL SECTOR INDUSTRY AND SERVICES AGRICOLTURE Themes of restricted sessions URBAN GREENING IEXTRAORDIN ARY METHEOROLO GICA EVENTS PERMEABILITY OF COMMERCIAL AND INDUSTRIAL AREAS ECONOMY AND TERRITORIAL DEVELOPMENT URBAN AGRICOLTURE
Stakeholder engagement 18 MEETINGS IN CITY DISTRICTS The 18 meetings will be organized in the form of seminars from June to October. The meetings will cover themes emerged in the focus groups discussion and will cover: Urban gardens - how to make a vegetable garden. The goal is to convey practical knowledge on key management techniques of eco-friendly and organic garden. an Urban greening - how to make a vertical wall. The goal is to show how you can use greening by transferring botanical and technical knowledge for the designing of gardens, terraces, roof gardens and vertical gardens. Emergency management unconventional weather events. The goal is to raise awareness on how to behave in unconventional weather events also enabling active citizenship projects..
