Helsinki Metropolitan Area Adaptation Strategy Susanna Kankaanpää Helsinki Region Environmental Services Authority Susanna Kankaanpää HSY

Helsinki Metropolitan Area Helsinki, Espoo, Vantaa, Kauniainen 1 million inhabitants jobs 745 km 2 Oslo Copenhagen Stockholm Helsinki Tallinn Moscow London Paris Berlin Warszawa Wien Espoo Vantaa Helsinki Madrid Roma Kauniainen Athens Susanna Kankaanpää HSY

The Helsinki region needs to prepare for the consequences of weather and climate: Current climate variability: River and storm water floods Sudden sea level rise because of storms Summer and winter storms Future climate: Warmer summers and more hot days Warmer and wetter winters, less ground frost Less snow and ice BUT occasionally also cold winters and lots of snow More rain and heavy rains Gradual sea level rise Increases in short term extreme sea levels Photo: Kari Rantakokko, Esko Kuusisto

Urban environment is vulnerable to extreme weather events and climate impacts

The larger picture: Helsinki Region - adaptation across municipal borders Helsinki Metropolitan Area - 4 cities 14 municipalities + cross municipal organisations 1.3 milj inhabitants 2 Regional authorities (Environmental and Transport) Flood risk management working group Uusimaa Region, 28 municipalities Helsinki Region 10 surrounding municipalities Metropolitan area 4 cities 50 km 50 km Susanna Kankaanpää HSY

Adaptation to climate change Strategic framework EU EU legislation, Adaptation strategy Flood directive Finland Helsinki Metropolitan Area National Adaptation strategy, Legislation, Updating of national strategy City and regional preparedness plans Helsinki Metropolitan Area Adaptation strategy Cities programmes and strategies Susanna Kankaanpää HSY

Climate Change Adaptation Strategy for the Helsinki Metropolitan Area (2012) A joint regional strategy of the cities of the Helsinki Metropolitan Area, Helsinki Region Environmental Services Authority (HSY) and other regional authorities and actors The targets are: to identify impacts and risks of climate change in the region to prepare for them and to extrenal weather events to reduce the vulnerabilities and enhance resilience of the area Focus on: Regional issues Urban and built environment The central issues are: Co-operation between cities and sectors Cross-border impacts and measures Adaptation strategy available at: Pages/default.aspx Susanna Kankaanpää HSY

Strategic starting points and policy guidelines

Policies for 7 sectors or cross sectoral issues 1. Land use 2. Transport and technical networks 3. Building 4. Water and waste management 5. Rescue services and safety 6. Social and health services 7. Cooperation in producing and communicating information Susanna Kankaanpää HSY

Implementation and monitoring HSY promotes implementation of the policies in close cooperation with the other actors Implementation has started in many sectors Preparing for climate and weather events and impacts is becoming part of everyday operation in many sectors HSY will monitor implementation of the strategy and changes in the working environment Regional and national action New climate research information International experiences Adaptation projects Photo: HSY

Some conclusions Plans are nothing, planning is everything (Dwight D.Eisenhower) Adaptation is a process, and it should be proactive Awareness is necessary but not enough changes in behaviour are needed Risk management: What kinds of consequences and level of risks do we accept? Decreasing vulnerability in current climate enhances adaptation Responsibilities: How are responsibilities for adaptation allocated? What is the responsibility of the citizens and of the authorities? Adaptation is mostly local and regional solutions, but cooperation across sectors and borders is necessary Engaging new actors: new approaches and thinking, new ways of action For implementation: commitment of management and support by decision makers is key Role of state level government in supporting local adaptation: providing regulatory framework, guidance, coordination, resources? Susanna Kankaanpää HSY

Thank you! Thank you! Photo: HSY Photo: HSY
