This letter also serves apply for modification of the land description attached the referenced lease in order include new lands needed accommodate the subject new construction, described further on Attachment A. Enclosed are drawings and a narrative describing the work and a check for $1. cover the application fee. This package follows the several discussions on the subject during recent Monthly Lands and Permits Meetings. Some of the lands the work will occupy are claimed by the State of Alaska under the Submerged Lands Act. The fish habitat protection permit and right-of-way lease amendment application will be submitted the State Pipeline Coordinar s Office under separate cover. The Final Design (Issued for Construction) binder, project schedule, and Grant Stipulation compliance matrix will be sent you later this month. The lands required for construction are. The lands needed accommodate the new facilities after construction will be precisely described upon completion of the as-built survey. And, this letter serves request, pursuant Stipulation of the TAPS right-of-way lease, that Alyeska may conduct certain short-term, non-intrusive activities related the work, such as dewatering and water quality moniring, outside of the permanent and amended right-of-way limits. Such access would occur only if needed and be via foot, passenger vehicles and small, rubber-tired or tracked equipment and include the placement of hoses, and other small, portable equipment. 5 Alyeska Pipeline Service Company, TAPS Milepost 186 Dietrich River Revetment Extension Permit Narrative (March, 214) Purpose The purpose of this project is install a low profile revetment at Pipeline Milepost 186 on the Dietrich River protect the integrity of the Trans-Alaska Pipeline. Changes in flow patterns of the river have resulted in continuing loss of streambank and if not mitigated will continue erode threatening the pipeline downstream of Remote Gate Valve (RGV) #34. Site Description The site is located on the East Side of the Dietrich River valley approximately 4 miles north of Coldfoot, Alaska and 5 miles south of Pump Station 4. Soils consist of gravel and sands overlain by a layer of silt. Vegetation consists of grasses, willows, and black spruce. The Dietrich River at this location is a wide braided gravel bed stream with multiple sub-channels across the width of the floodplain. Problem Description The buffer in this area between the Dietrich River and the pipeline is as little as 3 feet in some locations. In past years seasonal high flow events during spring breakup and summer floods have caused bank erosion and exposed the fiber optic cable. Project Description The project will construct a low profile revetment with Class III rip rap. The structure will provide streambank slope protection prevent further bank erosion wards the pipeline. Clearing of vegetation such as willows and alders will be required install the structure. owever no net loss of habitat is anticipated because the structure will incorporate insitu excess gravel removed during site grading fill riprap voids. The gravel fill will provide a substrate for natural repopulation of native plant species such as willows and alders. In addition organic material removed during construction will be set aside when practical then re-applied the surface of the structure increase organic matter content. Work in and Around Water During construction heavy equipment may be required work in the active floodplain of the river minimize disturbance of riparian vegetation. But implementation will be timed avoid high flow periods. There will be some excavation partially embed the rock apron on the streambed and cutting of the bank shape the sideslopes. The excavated gravel will be used fill riprap voids. Depending on flow patterns during implementation a subchannel stream diversion consisting of a gravel/rock berm may be necessary keep flowing water away from the worksite. The berm will be removed when work is completed. No pilot channel is anticipated except for possible minor site grading at the berm location facilitate the diversion if needed. Equipment planned be used are, backhoes, bulldozers, trucks, and front end loaders. No fueling of equipment will occur on the active floodplain. The project will be completed sometime between June and Ocber 31, 214. It will take approximately 14 days complete the work. Construction Sequence 1. Mobilize personnel and equipment 2. Clearing and grubbing as needed and sckpile organic material 3. Construct access work site 4. Site grading and shape sideslopes 5. Install rip-rap and fill voids with gravel 6. Resre disturbed areas 7. Dispose of surplus material, cleanup work area, demobilize The work sequence may be altered slightly depending on field conditions encountered at time of construction.
