2 Construction is one of the most important economic sectors worldwide. The total world s annual output of construction is close to $3 trillion and constitutes almost one-tenth of the global economy. About 30% of the business is in Europe, 22% in the United States, 21% in Japan, 23% in developing countries and 4% in the rest of the developed countries. Buildings use almost 40% of the world s energy, 16% of the fresh water and 25% of the forest timber, while is responsible for almost 70% of emitted sulphur oxides and 50% of the CO2
3 Based on homogenised climatic data buildings in Greece presents the highest energy consumption in whole Europe. Thus, there is a very high potential for energy conservation.

7 The very rapid penetration of A/C in the country is responsible for the very high increase of the peak electricity demand. This increases the cost of electricity for the citizens.

14 To mitigate climatic problems of open urban spaces and stop the degradation of our cities, a new national program for bioclimatic urban rehablitation has been designed and implemented. The main objectives of the program are the improvement of the quality of life, the mitigation of heat island and the improvement of the economic and social parameters in the urban environment.
15 Green Neighborhoods Τhis projects aims to rehabilitate four blocks of social houses in Athens to zero energy buildings. The aim is to prove that energy efficient systems plus the use of renewable energies could be used to improve the quality of life of low income citizens while the program is a pilot for future zero energy projects as foreseen by the Directive The program is designed and built together with the Greek energy industry using voluntary agreements and is an open show room of the Greek energy technology for buildings
16 Use of ESCOS for Commercial Buildings It is strong decision of the government to speed up the penetration of ESCOS in the Greek market A pilot project is designed and implemented where 5 public buildings will be rehabilitated by ESCOS. For the time being almost 50 ESCOS and 60 buildings participate in the project
17 Zero Emissions Mountainous Villages Τhis project aims to design and built a zero emissions mountainous village in Greece plus a zero energy one. The main objective is to implement green development policies to improve the quality of life in the villages. It is based on the full use of local renewable energy resources plus energy conservation technologies, smart grids and green financial tools.
18 Zero Emissions Islands Τhis project aims to design and built a zero emissions small island in Greece plus a zero energy one. The main objective is to implement green development policies to improve the quality of life in the villages. It is based on the full use of local renewable energy resources plus energy conservation technologies, smart grids and green financial tools.
19 GREEN MUSEUMS This project aims to rehabilitate all museums of natural history of the country to zero energy buildings. Museums of natural history are visited by thousand of pupils and may used to demonstrate modern energy technologies. Advanced energy conservation technologies plus renewable energies and smart networks are used.
20 GREEN ROOFS This project aims to promote the use of green roofs in public buildings. Green roofs contribute to decrease the energy consumption of buildings while help to mitigate heat island in cities. It is estimated that almost m2 of green roofs will be installed in the next year
21 Greece for about 30 years was characterised by a very conservative legislation on energy issues for the buildings environment. This has a tremendous impact on the energy consumption of buildings. Lack of proper policies increased the percentage of population belonging to the energy poverty which has not the means to improve its quality of life. It was the time to design and implement a modern and global policy for the urban environment using clear and progressive qualitative and quantitative targets.

23 To face the problem both mitigation and adaptation plans have to be undertaken. Proper mitigation techniques should include any anthropogenic intervention to reduce the sources and enhance the sinks of temperature anomaly. Mitigation technology is not well advanced and needs to be promoted by proper research actions. In particular research on environmental materials is of high importance.
24 These new policies and activities together with the new markets developed is something completely new for our countries and for many decades not known and implemented. It is characteristic that the necessary investments to improve the energy performance of the national building stock including both public and private buildings is estimated close to 150 billions of Euros. In parallel, if existing buildings are rehabilitated to zero energy buildings an additional budget of 70 billions is necessary until 2050.
25 It is very important to be understood that opening of such a big and not explored market presenting such a huge economic potential, contributes highly to improve economy, offer new development opportunities and create new employment. In parallel, it contributes highly to improve the quality of life of citizens and in particular of low income citizens
