3 INTRODUCTION Western Macedonia Region 2% of the Greek energy consumption Similar to Epirus region and Ionian islands region GWhel, GWhel and GWhel, for 2012, 2011, 2010 respectively. The public buildings in the Grevena prefecture Energy class below Ε. The 26 schools consume kwh for heat annually (class Β buildings consume kwh): Decrease potential up to 350 %. 3

4 Similar activities in surrounding municipalities: Greece-FYROM IPA Cross Border program 1. Technical support: Funded the issuance of Energy Efficiency Certificate (EEC) and the energy studies of 25 public buildings. 1. Funded the energy upgrade of TWO of these buildings (schools) 4

5 Similar activities by the TEIWM in surrounding municipalities: Greece-FYROM IPA Cross Border program 1. Technical support: Funded the final study for the biomass unit for the district heating needs of the Amyntaio region (it covers thermal needs of people). It will lead to the substitution of the thermal energy that is now supplied by the Public Power Corporation lignite unit of Amyntaion/Filota with the thermal energy by the biomass unit (up to 40 ΜWth). Construction cost appr EUR to be funded by the Green Fund ( and loans 1. Funded the pilot biomass district heating unit of two schools in Lechovo. 2. Funded the preliminary studies for the energy upgrade of 15 schools and the preliminary-feasibility studies for the biomass district heating of 22 villages. 5

9 Aim - The public buildings of the Grevena prefecture (Grevena and Deskati cities) should reach the required energy class that is defined by the National Legislation. - The proposed energy refurbishment interventions should be optimal in terms of cost-benefit analysis. 9

10 In the framework of the synergies: Integration of green criteria in the final building energy studies, according also to EU and National Legislation: EU green public procurement criteria (Environmental Management System EMAS) National Law 4342 / 2015 and 4412 / 2016 of the General Secretariat of Public Procurements of the Ministry of Development ( also partners of the project ) Promitheus.gov.gr

11 Step by step Procedure for: 18 schools in Grevena town, 8 schools in Deskati town Building licenses investigation (completed) Digital architectural plans (completed) Energy audit with measurements (thermal conductance coefficient in-situ measurements according to ISO9869, exhaust-gas digital analyzer, etc) (completed). EEC issuance and proposed interventions according to the guidelines by the ROP Western Macedonia and the financial limit of EUR available for energy refurbishment by the ROP WM Issuance of the final studies with green e-procurement criteria.

16 Further social benefits Refurbishment of 50-years old buildings that are of social importance, since 70% of the students are hosted there. Significant decrease of the operational costs of the municipalities. The refurbished buildings will act as pilots that will motivate the new generation on more green activities On-line monitoring of the energy consumption of the buildings.

17 EEA Grants ( ): Integrated Renewable Energy Sources Interventions for the Grevena development Partial Energy Refurbishment of 6 big public buildings: - PV facilities, - Heat pumps (airwater, ground-source), - Solar systems, - Electrical bicyclescharging stations, - LED lights, -Monitoring systems Budget: ,57 EUR 85 % by EEA grants (European Economic Area (EEA) Financial Mechanism : Specification of Renewable Energy s Area)

18 Another tool that is utilized for the technical support of energy refurbishment of public buildings is the Greece-Albania IPA Cross-Border program The municipality of Deskati submitted a proposal together with TEIWM for: The funding of the feasibility study of the biomass-based district heating of the Deskati town. The funding of a pilot, biomass-based district heating network at the Karpero village and the energy studies of the public buildings. In search of FIs for the construction of the district heating system.

19 Greece-Albania IPA Cross-Border program The National Ski Center of Vasilitsa also submitted a proposal together with TEIWM for: The funding of the strategic plan (All-year operation, Alpine train, new salet, etc). Environmental impact evaluation study, since it is a Natura2000 site. The funding of the final study and construction of a bike park. The funding of the energy studies of all buildings and the energy refurbishment of two of them. In search of FIs for the realization of the strategic plan.
