11 WUMP includes... Inventory of available water resources, their current use, condition/status and analysis the best potential use for future. Inventory of existing water schemes (water supply, irrigation, micro hydro etc.) and their functional status and service level; Socio-economic baseline information (disaggregated by gender, caste or other relevant group criteria) to provide information for projected water needs and conflicts (if any); A balanced water resources development plan with due consideration of sanitation, hygiene and water rights and social, environmental and economic sustainability criteria; sector/activities priority.
12 WUMP includes... Gender sensitive, inclusive, pro-poor and socially accepted water development priorities of the communities; Analysis the best technological option (Gravity, RWH, lifting, PSI, Canal, MIT, HR, P/MH, Livelihood...) for the communities Analysis the up stream-down stream relation of available water resources. Preliminary design and costing of potential investments and other support activities such as capacity building; Assignment of responsibilities for the implementation of the plan.

Well inventory of water sources, implementation based upon community priority, no pressure from any party to select water scheme: build up ownership & community harmony; Effective for resolving water conflicts and ensuring HR2WS; Holistic planning of water resources; livelihood improvement; including multiple use for Disadvantaged group participate on equal term in planning and management of water resources Increased equality in access to water services; Contribution to sanitation/hygiene social movement ODF campaign;
38 Learnings More Resources Mobilization in VDCs Effectively. VDCs adjoining to the WUMP VDC has been found highly impressed with WUMP; request for WUMP is increasing. Inclusion of CCA and DRR perspective in planning, implementation for sustainable use of water resources; WUMP can be prepared by local capacities. WUMP is a living document for water sector planning and implementation for rural communities. 38
39 Conclusion: WUMP is A tool for planning and management of water resources: Specify total availability and requirement of water within a VDC and assess best potential uses and conservation/protection. A process that emphasizes the participation, inclusion and shared the responsibility of all stakeholders in planning, negotiation and decision making: Increase good governance. A tool that helps evaluating competitive demands and manage any potential source dispute/conflict. A tool that helps local bodies for annual planning and project prioritization
40 Recommendation Mobilization of WUMP should be strengthened: Capacity build up to local authority (VDC/VWASHCC/DDC/DIDC) for outsourcing the resources; Institutional knowledge management of district level stakeholders (DDC/VDC) need to improve/strengthen for updating the WUMP; Before implementation of any water related activities; need to prepare WUMP of VDC/watershed boundary. Need of national WUMP guideline is realized for replicating the concept to all VDC (RVWRMP/helvetas is working on it).
