Programme description The Nepal Agricultural Market Development Programme (NAMDP) is a bilateral initiative between the Government of Switzerland, the Swiss Agency for Development and Cooperation (SDC), and the Government of Nepal. The objective of the Programme is based on a long-term vision of thriving and inclusive agricultural markets that develop the comparative advantages for import substitution and export growth and thus contribute to poverty reduction. NAMDP is expected to produce tangible, visible and measurable impact in a number of commodity markets/value chains and cross-sectors. The Programme follows Inclusive Market Development approach, also known as Making Markets Work for the Poor (M4P)/Market Systems Development (MSD) approach. The first phase of NAMDP includes 8 months' preparatory period (from March to October 2016) and about three years' implementation period (November 2016 to December 2019). The preparatory period focused on in-depth analysis of several agriculture value-chains and the final selection of three commodity markets/value chains and two cross-sectors; and the elaboration of the final programme document. Nepal became a federal state with the promulgation of the 2015 constitution. The country is going through a rapid transition. The election of the three levels of government were successfully held in It is important that governments at all levels function as envisaged in the new constitution and ensure that peoples aspirations for economic development, peace and social harmony is realised. The Swiss Cooperation Strategy for Nepal realises this and has supporting federal state building as a key objective. NAMDP will, within its overall mandate, fully support the Swiss strategy and proactively identify and support interventions in this area. The Programme, during the 1st half of Phase 1, was concentrated in two spatial clusters in Nepal: The Eastern cluster including Ramechhap, Okhaldhunga and Khotang districts, and the Western cluster including Surkhet, Jajarkot, Dailekh, Kalikot, and Achham districts. During the 2 nd half of Phase 1, the Programme has expanded to other important and promising road corridors; including parts of the Terai region. As per the Swiss Cooperation Strategy geographically the concentration of the Swiss programmes will gradually move towards the newly established State 1. NAMDP will align its geographical focus with this overall strategy. Institutional Set-Up The institutional set-up and steering mechanisms of the Programme and the terms of reference for this position, as outlined in the Programme Document, form the basis of this job description. 2

3 Function The Team Leader acts on behalf of Swisscontact towards Swiss Agency for Development and Cooperation (SDC) as well as towards outside parties. Within the framework of his/her duty, the Team Leader bears full responsibility towards Swisscontact for all actions taken. Within the limitations of authority granted to the Team Leader as well as in accordance with Swisscontact s Guiding Principles, Rules of Procedures, Programme Management Guidelines, Code of Conduct, and the Programme Manual, the Team Leader decides and takes necessary steps for optimal achievement of programme objectives. In case of fundamental matters, the Team Leader consults with the Country Director. If circumstances do not allow this consultation, the Team Leader informs Swisscontact immediately about decisions made and the steps taken. Overall Tasks and Duties The main function of the position is to guide the overall direction of programme implementation according to the Swiss Cooperation Strategy , Programme Document and Yearly Plans of Operation (YPO) approved by the donor. The Team Leader assures overall coherence of the Programme as well as programme performance in line with the guidelines and targets outlined in the Programme Document and the YPOs. The Team Leader: Leads the overall programme team. By building a strong programme team, she/he assures coherence regarding concepts and implementation throughout the Programme; Leads, guides, provides support to and counsels programme staff (resident expatriates, short-term experts, trainees, and local staff) in implementing the Programme according to the Programme Document and the YPOs; Ensures an inclusive organizational culture, promotion of diversity and inclusive workforce, equal opportunity, capacity development, management by objectives, conflict /grievance management, etc; Participates in joint assessment of NAMDP implementation within the NAGI framework; Have a proper overview of SDC programmes and seeks cooperation and collaboration with its other relevant programmes such as the Nepal Agricultural Service Development Programme and in the areas of Migration and Governance; Ensures involvement of the stakeholders and a consultative process in proposal development and implementation; Represents the Programme towards outside, specifically towards partner organizations, government institutions, private sector, national and international development agencies regarding all matters of programme and Swisscontact s interests; Maintains effective working relationship with the donor by regular and proactive exchange on all relevant programme matters according to agreed procedures; Establishes and maintains collaboration with responsible authorities in the Government of Nepal as well as other initiatives with similar overall objectives in consultation with the donor; Liaise with Federal Ministries as well as with State Offices and with Palikas; Develops and fosters contacts with public and private institutions and individuals involved in the field of private sector development with emphasis on market systems development at both national, state and local levels; Manages the Market Development Forum Nepal (MDFN); Anchors programme s strategies and interventions in the public and private institutions in Nepal; Fosters innovations utilizing grants mechanisms driven primarily by the private sector; Ensures scaling up and sustainability of successful pilot interventions; Capitalizes programme s experiences and contributes to the further learning and development of concepts within the context of the Programme Document; Manages and maintains productive relations with the consortium partner by facilitating space for its contributions, learnings and reflections on the Programme; 3

4 Participates and represents programme and Swisscontact in national and international meetings, seminars, committees, work groups, etc. which deal with the advancement of inclusive market systems development and the SME development in general and Nepal specifically; Manages programme administration according to Swisscontact and programme internal regulations and procedures; Ensures the Programme is well-prepared for all external and internal reviews; and Ensures gender, social inclusion and environment issues are well-integrated into NAMDP. Specific Tasks and Duties The Team Leader, in close cooperation with the Country Director performs the following specific tasks: Establishes and maintains structures and instruments for planning, implementation, monitoring and evaluation; Develops the YPOs; Prepares and conducts regular meetings with SDC; Establishes and maintains operational and administrative procedures to manage the Programme; and Plans and implements recruitment and development measures for programme employees. Programme Progress Reporting The Team Leader reports regularly on programme developments, results of actions, achievement of targets and prognoses for the future. The Team Leader also submits recommendations and makes suggestions. In particular, the Team Leader: Informs superior and the donor regularly; Prepares monthly progress reports; Update GoN as per the requirements such as to programme progress and budget (red book); Prepares half-yearly and yearly formal programme reports; and Develops an appropriate modus operandi of the Swisscontact internal knowledge sharing from and to NAMDP. Financial Management and Accounting Financial management and accounting follow Swisscontact internal regulations, as far as such regulations are not adjusted by decision of the Management Board. The Team Leader: Develops yearly budgets; Establishes monthly cash need planning; Assures and supervises implementation of accounting according to Swisscontact s standards; Develops and maintain operations and financial controlling instruments (Internal Control System, monitoring and reporting); Checks and signs monthly Swisscontact s programme accounting reports; and Supports external auditing according to specific instructions and assure implementation of audit recommendations. Financial Spending and Authority to Sign The Team Leader has the authority to sign financial commitments and expenses within the following limitations: Commitments and expenses are justified in the YPOs and are within the yearly budget; and Financial matters are within the framework of tasks outlined in the Programme Document. 4

5 Competencies and Experience Required Essential A Master s Degree in management, agriculture or relevant field; At least 6 years of experience in leadership/management positions for inclusive agricultural market development programmes; At least 5 years of experience in managing at least CHF 1.5 million annual budget; Proven track record of leading a large programme team in Team Leader/Programme Manager capacity and providing effective strategic leadership of complex Market Development Programmes; Ability to motivate and inspire a diverse team; excellent coaching skills to build capacity of the team; Experience of building capacity of programme staff and partners (public and private) in MSD approaches; Knowledge in implementing aid programmes using inclusive market-based approaches, such as Market Systems Development(MSD), Making Markets Work for the Poor (M4P) and value-chain approaches; Proven ability of working with and incentivizing private sector, mainly those involved in agriculture sector, for developing innovative and inclusive business models; Knowledge of monitoring and impact assessment, DCED standard of result measurement and knowledge management practices; Experience in capitalizing programme experiences and sharing those with the wider stakeholders; Experience in fostering sustained policy dialogues and interactions between the public and private sector actors; Proven ability to develop and maintain excellent relationships with host government and donor; Experience of working in fragile contexts; Demonstrated ability in addressing Gender and Social Inclusion (GESI) in programme delivery; Excellent communication and writing skills in English and Nepali; and Readiness for frequent travel to field. Desirable International experience in inclusive private sector and agriculture development; Previous experience as a Team Leader in SDC funded programmes and sound knowledge of SDC s policies and procedures; Knowledge of Swisscontact s policies and procedures; Experience of supporting public-private partnerships and working with sub-national governments; and Overall understanding of the political economy of the country and the interface between the State and private sector, being political sensitive.
