Experience and Lessons Learned in Developing Training Course for Stakeholders (INDONESIA) Technical Meeting on Cooperation for Human Resource Development among Embarking and Experienced Countries 4 ~ 6 June 2013 IAEA Headquarter Vienna, Austria

Background Indonesia has been planning to introduce the operation of NPP in accordance to support the national electricity production in the period of 2015 ~ 2019 (stated in the National Act No. 17 / 2007) Indonesia has done extensive preparatory work on most infrastructure issues that would allow the country to make decision to start the nuclear power project. (IAEA INIR mission on November 2009) 2

Background No decision has been taken by the government on what organization will be responsible for owning and operating the nuclear power plants. HRD is an important component of nuclear infrastructure and needs a long term commitment from the stake holder. The national team of HRD for NPP has been established, consists of some members from various institutes. 3

Background Specific organization as a nuclear training center for NPP is not established yet and still being managed by the Center for Education and Training BATAN. Development of training program Preparing the instructors Preparation of facilities (laboratories) Implementation of training program 4

Nuclear HRD Research and Development on nuclear energy shall be conducted in order to master nuclear science and technology for the purpose of safety, security, peace and the welfare of the people every personnel who works in nuclear research, development, and application should be provided adequate training in a certain level of competence 5

Nuclear HRD - BAPETEN - Independent body Center for Education and Training - BATAN (incorporated) 6

Conclusion Human resource development is an important component of nuclear infrastructure and needs a long term commitment from the stakeholder. The HRD program for NPP is essential to be developed and implemented to develop adequate number of qualified human resource timely. Considerable effort has to be devoted to design and develop training materials, and to prepare instructors as well as training facilities. 23

Conclusion The Reactor Engineering and Safety training course should be maintained and promoted more widely to potential stakeholders, and start to develop the next component and system TC. International cooperation with vendor or experienced countries is very beneficial in order to develop and implement the training courses for NPP personnel. 24
