1 Welcome Township of Water Supply Master Plan Public Information Centre #1 April 4, 2018 The Township of is currently undertaking a Municipal Class Environmental Assessment Study for its Water Supply Master Plan. This is the first of two Public Information Centres to provide the public and interested stakeholders with an opportunity to formally participate in the process. Take a look at the information on display and complete a comment form after reviewing the boards. Our team is available to answer any questions you may have. The purpose of this Public Information Centre is to explain: s current water supply Why we need a Water Supply Master Plan How we are undertaking the Water Supply Master Plan Study How you can be involved We encourage you to ask questions and provide feedback. 2 THE MUNICIPAL CLASS EA PROCESS AND OUR CONSULTATION PLAN The Water Supply Master Plan is being developed according to the Municipal Class Environmental Assessment (EA) process. There are many opportunities for public review and agency comments through the process. REVIEW AGENCY / PUBLIC CONSULTATION PHASE 1 PURPOSE STATEMENT IDENTIFY AND DESCRIBE PROBLEM(S) / OPPORTUNITIES PHASE 2 REVIEW AGENCY / PUBLIC CONSULTATION IDENTIFY AND EVALUATE ALTERNATIVE SOLUTIONS AND ESTABLISH THE PREFERRED SOLUTION Township of Water Supply Master Plan THE MASTER PLAN WILL IDENTIFY THE NEED FOR INDIVIDUAL PROJECTS AND THE CONCEPTUAL FEASIBILITY, INCLUDING ANTICIPATED PROJECT TRIGGERS AND IMPACTS INDIVIDUAL PROJECTS WILL PROCEED IN ACCORDANCE WITH REMAINING CLASS EA REQUIREMENTS (I.E., FULFILL SCHEDULE B AND C CLASS EA PLANNING PROCESS) Remaining approvals will be completed with a focus on addressing site specific environmental impacts, and the required consultation and documentation Provide comments, stay involved, and help the Township of ensure a sustainable supply of water for our community! 2

4 CENTRE WELLINGTON S WATER SUPPLY Where Do We Get Our Water Today? has relied on groundwater to meet water demands since Our water supply comes from six production wells in Fergus and three production wells in Elora, installed in the Guelph, Goat Island and Gasport Bedrock Formations. Take a look at the cross-section below to see production wells and Bedrock Formations. Water levels for high quality wells are from recent, higher quality Source: Matrix 2017 The Water Supply Master Planning process will consider and incorporate the results of the completed Grand River source protection studies, such as Well Head Protection Areas, water quality trends, Significant Groundwater Recharge Areas, potential significant water quality threats, and source protection policies. The Water Supply Master Plan study will also be integrated with the on-going Scoped Tier Three Water Budget study through use of the groundwater modeling analysis tool. 4
5 CENTRE WELLINGTON S WATER SUPPLY How Much Water Is There? The permitted capacity of each of the Township s water supply wells is shown in the table below. Pumping at the wells is managed based on local system demand, water quality issues, and/or historical drawdown interference. Average daily system pumping has ranged from 4,742 to 5,688 m 3 /day in the period 2010 to Peak daily system pumping from 2010 to 2017 has ranged from 6,976 m 3 /day to 8,645 m 3 /day. Permit to Take Wells Water - Maximum per Day (m 3 /d) Water Quality Fergus Wells F1 1,833 F2 409 F4 1,964 F5 1,963 Well water quality meets Ontario Drinking Water Standards (ODWS) except Trichloroethylene (TCE). Well facility has an air stripper treatment to remove TCE. The well is not in use because it is Groundwater Under the Direct Influence of Surface Water (GUDI) and there is a history of impacts to domestic wells when the well is in use. Well water quality meets ODWS except for iron. Well facility has biological filtration process for removal of iron. Well water quality meets ODWS. There is an increase in turbidity and silt if the well drawdown is below certain elevation. F6 1,964 Well water quality meets ODWS. Taste and odour issues have been noted. F7 1,964 Well water quality meets ODWS. In future, treatment may be needed if iron levels increase above aesthetic objective of 0.03 mg/l. Elora Wells E1 1,741 Well water quality meets ODWS. E3 1,964 Well water quality meets ODWS. E4 1,228 Well water quality meets ODWS. Total permitted capacity = 15,031 m 3 /day The Water Supply Master Planning process will evaluate the Sustainable Capacity of the existing groundwater supply system and evaluate opportunities to optimize the existing system to meet the projected future demand. Permit to Take Water: Water takings in Ontario are governed by the Ontario Water Resources Act (OWRA) and the Water Taking Regulation (O. Reg. 387/04). The purpose of the Permit to Take Water (PTTW) program is to ensure the conservation, protection and wise use and management of the waters of the province. 5
6 HOW MUCH WATER DO WE NEED? Maximum Day Factor: The ratio of the peak day demand to the average annual day demand for a calendar year. 5,000 For planning purposes, a Maximum Day 0 Factor of 1.75 is used to forecast peak day Average Day Demand Peak Day 1.75 PTTW water demands to What we can currently pump from our wells is less than the Permit to Take Water amount due to operational limits and water quality issues. This means that under a Do Nothing scenario, we would reach our available water supply capacity prior to This is why we are developing a Water Supply Master Plan so we can continue to provide safe and reliable water until 2041 as our community grows. 6
7 PROBLEM AND OPPORTUNITY STATEMENT Why Are We Developing a Water Supply Master Plan? The Township is creating a Water Supply Master Plan to define where and how the Township will continue to get safe and reliable water for residential, industrial, commercial and institutional use over a 23-year period (i.e., from 2018 to 2041). The Township depends on groundwater for its water supply, so we know it makes sense to use our water wisely and to protect the quality and quantity of this precious resource. Draft Problem / Opportunity Statement Problem The Township is attracting many new residents and businesses, and establishing a sustainable water supply is necessary for the social, economic and environmental wellbeing of the Township. Approach The Water Supply Master Plan will estimate water demand needs based on growth projections and identify and evaluate alternatives for water supplies to supplement the existing supply to the 2041 planning horizon. Study Objective The study goal is to develop a preferred water supply solution - through public and agency consultation - and an implementation strategy consisting of a number of projects with timeline and budget estimates, so that the Township can plan for a water supply that meets the future needs of the community. 7
8 PROPOSED ALTERNATIVE SOLUTIONS Here is a snapshot of the alternatives being considered: Do Nothing: The Do Nothing alternative represents what would likely occur if none of the alternative solutions were implemented. Limit Growth: Limiting growth so that future water supply needs are reduced. Demand Management/ Conservation: This alternative will evaluate water conservation opportunities with consideration for implementation cost versus savings, means of measurement and practicality. Optimization of Existing Groundwater Sources: Each existing water supply well will be examined to maximize the Township s existing permitted capacity. Additional Groundwater Resources: Potential new groundwater resources will be identified through a review of historical information and available hydrogeological data and evaluated using the Tier Three Water Budget groundwater flow model. Local Surface Water Sources: This alternative will review the potential for local surface water sources, including the Grand River and Belwood Lake. 8
9 HOW WILL THE PROPOSED ALTERNATIVES BE EVALUATED? A detailed evaluation of each proposed water supply alternative will be completed to assess the potential impact, if any, to the following: Public Health and Safety Ability to meet provincial requirements Natural Environment Terrestrial and aquatic environment Water resources Natural heritage features Environmental management planning considerations Social and Cultural Resources Land use impacts Short-term construction Longer term operations Cultural heritage and archaeological features Indigenous communities Agricultural operations and other private land owners Economic and Financial Considerations Estimated capital costs including land acquisition requirements Estimated operations and maintenance costs Technical Considerations Ability to implement Constructability Water quality and treatment requirements Expandability Ability to respond to changes in regulations Ability to use existing infrastructure 9
