In July 2007, European Union published Green Paper radaptation Commission, April 2009, released correspondg White Paper, which lays foundations for Community policy on this matter. 5 REFERENCE FRAMEWORK, FOCUS AND LINES OF ACTION CONTEXT In recent years, climate adaptation has taken on greater importance ternationally, as highlighted by many organizations a large number national ternational studies, adaptation itiatives be necessary have complement mitigation measures. This is emphasized by: - The Fourth Assessment Report (AR4) Intergovernmental Panel on Climate Change (IPCC)-2007, which states that climate has already had an fluence on many physical biological systems, that risks anticipated are considerable that y are set crease. - Various reports by European Environment Agency. - United Nations ternational conferences on urism, health, etc. - The negotiation process for United Nations Framework Convention on Climate Change (UNFCCC), which establishes adaptation as one basic pillars post-2012 context. In a European context, White Paper on Adaptg Climate Change lays foundations for Community policy on this matter. 6 GOALS AND LINES OF ACTION While implementation PNACC s First Work Programme progresses, Second Programme, which has been given a 4-year horizon, represents a qualitative advance terms its systematic approach adaptation Spa. 8 S STATUS TUS OF THE FIRST ACTIVITIES The PNACC was developed mastream climate adaptation planng various secrs /or systems.to achieve this, PNACC s First Work Programme established four les action: i. 23 SECOND S LINE OF ACTION: A : MAINSTREAMING OF CLIMATE CHANGE ADAPTATION APTAT TION INTO LEGISLATION The goal this strategic le action is mastream climate adaptation explicitly secral regulations. This represents an essential element brgg about one PNACC s ultimate objectives, which is mastream climate adaptation planng various secrs /or systems. True anticipary or proactive adaptation takes place when, from itial stages planng process, climate impacts vulnerability are considered alternatives that mimize imize se impacts reduce vulnerability are identified. This can be ensured if secral legislation or cross-cuttg planng struments, such as spatial planng, make this requirement mary. Two legislative levels are proposed for this le action state level, which be co-ordated by OECC, regional level, which be implemented by regional government. INFORMATION, COMMUNICATION AND AWARENESS-RAISING AR ING In compliance with requirements PNACC as regards formation, communication awareness-raisg, sg, Second Work Programme plans create measures, activities ities products appropriate for each secr..the type specific product developed for each secr take account followg: o Resultss conclusions assessments. o Communication with stakeholders, which provide a focus for actions products identify most appropriate priate communication channels. As mentioned above, this process be carried out alongside secral assessment ent activities established first le action.
