1 Engeers, Geoscientists, Technologists & Technicians (EGTT) Industry Outlook The Services Industry The Services Industry comprises establishments that are primarily engaged providg expertise formation technologies through one or more activities, such as writg, modifyg, testg and supportg software to meet the needs of a particular customer, cludg custom video design and development and Internet webpage development; planng and designg computer systems that tegrate hardware, software and communication technologies; on site management and operation of clients' computer and data processg facilities; providg advice the field of formation technologies; and other professional activities. 15 of the 31 EGTT occupations have employment forecast the Services Industry 1. Of those, all are represented the Lower Maland, only 1 is represented the North; 3 Southeastern BC; and 4 the Vancouver Island Coast region. Role of Engeers, Geoscientists, Technologists and Technicians the BC Economy Engeers, Geoscientists, Technologists and Technicians are practitioners who apply scientific theory and engeerg prciples to solve problems and execute discrete but related tasks many sectors rangg from aerospace, construction, environmental, manufacturg, and mg to formation technology and gas & petroleum. As the professionals tasked with applyg scientific knowledge, theory and novation to solve concrete dustrial problems, they are directly lked with the provce s novation, economic productivity and growth. These practitioners may be categorized to two ma occupational groups, one beg the Engeers and Geoscientists, the second Technologists and Technicians. Practitioners of these groups can be found carryg out a wide range of complex work the engeerg and applied science fields. There are however, general differences the range of roles and responsibilities for each. An Engeer s responsibilities may clude defg problems, conductg and narrowg research, analyzg criteria, fdg and analyzg solutions, and makg design decisions. They often supervise engeerg teams and manage complex engeerg projects. Technologists apply practical, applied science knowledge the management and execution of projects, the design of products and construction of buildgs and structures, and admisterg practical and operational telligence over a diverse range of dustries. They perform work areas such as design, production, marketg, testg, quality assurance, estimatg, spection, supervision, and project management. When analyzg data found the National Occupational Classification System (NOC), Engeers are typically more concentrated an occupation that correlates with their disciple. Whereas, Technologists and Technicians can be found a wider variety of occupations which affects the ability to directly compare occupational data between the two groups. For stance, while Civil Engeers (NOC 2133) show large numbers, a similar number of related Technologists and Technician positions will be spread across the Civil (NOC 2231), Architectural (NOC 2251), Draftg (NOC 2253), Construction Inspector (NOC 2264), and other diverse occupational categories. Whether an Engeer, Geoscientist, Technologist or Technician, the skills to do these jobs require extensive specialized trag. With the rapid pace of technological novation, these professionals and their highly specialized skill sets are great demand. A note on the data: Much of the data this document will be for the occupations that have employment the dustry, but not solely for the subset that are currently workg the dustry. This is due to the limitations of the Industry data available 2. We have cluded both data sets this document to create a greater parallel with the other products this project. Where the data reflect the full occupation, the section or reference will state, for the occupations that have employment the dustry. This creates a fuller picture of the dustry and provides greater depth to the overview. The 15 occupations that are part of the Services Industry represent about 11% of total EGTT employment. New supply is expected to average 98% of job opengs over the forecast, but to be ser (88%) the first 5 years. In Northern BC, supply lags job opengs at 89% for the full 10 years, which suggests creasg challenges over the 10 year forecast. In BC, the High Investment Scenario will generate a total of about 70 more job opengs than the Low the first 5 years of the forecast. In the second half of the forecast, the Low Investment Scenario generates 20 more job opengs. The net effect is for the High Investment Scenario to generate 50 more job opengs (0.35%) than the Low. Job opengs are created more by Attrition (61%) for the full 10 years of the forecast. BC Labour Market: Three Economic Scenarios The Skills Table models the labour market based on three different economic scenarios to provide a range of plausible possibilities for changes the labour market. The Low Investment, or conservative, scenario cludes projects that are underway or certa, while the Moderate Investment, or expected, scenario adds projects that are planned and likely to proceed. The High Investment, or optimistic, scenario adds projects that have been announced but with more distant start dates or more regulatory approvals needed to proceed. The analysis that fols is based on the Moderate Investment Scenario. While all three scenarios fol the same trend, the Low Investment Scenario outperforms the High most of the second half of the forecast period. Key Facts : Labour Supply The labour supply is created by the number of workers who have the skills and/or certifications to be qualified to work each occupation each year, cludg those who are newly traed, have moved from other provces or countries, or have moved from other occupations. Attrition Attrition contues to be the primary driver of job opengs, although its impact has decled from previous forecasts, particularly the Lower Maland. This decle is attributed to two thgs: more workers are remag the workforce after the age of 65; and the impact of the baby boom generation out of the workforce is lesseng as more and more have left. Stated another way, the Services Industry will lose 160 experienced workers every year to Attrition alone, with: just over 130 the Lower Maland, less than 5 Northern BC, just over 5 Southeastern BC, just under 20 the Vancouver Island Coast region, 90% of all Industrial Engeerg and Manufacturg Technologists and Technicians job opengs comg from from Attrition (77% for Draftg Technologists and Technicians), and the Vancouver Island Cost region, where positions decle, all job opengs beg created by Attrition. On average, workers the 15 occupations that have Employment the Computer Systems Design and Related Services Industry are 43 years of age. It als for an assessment, relative to the Rankg, of the extent to which conditions are tighteng or looseng the labour market. If the new supply is more than 90% of the job opengs, it is a LOW risk. If the new supply is between 80 and 90% of the job opengs, it is a MEDIUM risk. If the new supply is less than 80% of the job opengs, it is a HIGH risk. (3) Immigration Reliance: Assesses the extent to which the new supply is dependent on Immigration. Given that the levers that control immigration are not the control of employers, this measure provides sight to the potential that the new supply expectations could be affected by changes to immigration policy. If Immigration represents less than 10% of new supply, it is a LOW risk. If Immigration represents between 10 and 25% of new supply, it is a MEDIUM risk. If Immigration represents between 25 and 50% of new supply, it is a HIGH risk. If Immigration represents 50% or more of new supply, it is an EXTREME risk. (4) Mobility: Demonstrates the extent to which movement to or out of the provce affects the supply available to fill job opengs. For the regions, it measures movement to and out of the region to other regions BC as well as to other provces.
