Project description narrative (limit 3 sentences) The Town of Indian River Shores requests $180,000 or 14% of $1,341,505 cost to raise Old Winter Beach Road, a.6-mile road that connects to A1A and SR 510, and the only evacuation route for 500 residents, and treat stormwater flowing from 76 acres of roadway to the IRL. During the October 2016 Hurricane Matthew evacuation order and after, the road remained flooded under inches rainfall, stranding 500 residents. Using a stormwater treatment train using exfiltration, dry retention swales and inlet baskets PAM blocks, the project is estimated to remove 77% or 5 lbs./yr. of TP and 74% or 21 lbs./yr. of TN from entering the IRL. Project Goals and Objectives Succinctly describe the Restoration Project. You MUST specify outputs (deliverables) and outcomes (with expected outcome timelines). Located on the east central coast in Indian River County, this Indian River Shores Stormwater and Flood Protection project offers both Lagoon restoration with the treatment stormwater and road changes to allow flood control benefits. It is planned to remove harmful nutrients from untreated stormwater currently flowing from 76 acres of the barrier island s roadways to the Indian River Lagoon with construction of a state-of-the-art stormwater treatment train. Further it will elevate the road, eliminating dangerous flooding waters from heavy storm to nuisance flood and roadbed damage from typical summer rainstorms. Just prior to and following the passing of Hurricane Matthew in October 2016, this roadway was submerged by inches of stormwater, stranding many residents in their homes on the road s south side. Project construction will raised Old Winter Beach Road s (OWBR) elevation to 6-10 feet above sea level, raising the roadside dry retention swales to 5.0 MSL. Construct of the stormwater treatment train that will use stateof-the-art technology including dry retention roadway swales, exfiltration, and catch basins with elevated baskets inserted with polyacrylamide (PAM) logs. This treatment train is estimated to remove 77% or 5 lbs./yr. of TP and 74% or 21 lbs./yr. of TN from stormwater flowing from a 76-acre watershed before reaching the Indian River Lagoon. The project is listed in FDEP s approved and the Town s adopted BMAP for the Central Indian River Lagoon BMAP and will remove pollutants discharging to the IRL, an impaired state water body, a DEP Aquatic Preserve and an EPA-designated Estuary of National Significance. Located two miles south of State Road 510, the.6-mile long, low-lying project site of OWBR runs east to west on the barrier island, stemming into AIA at the east and the State of Florida s Historic Jungle Trail at the west. Traversed initially by homesteaders accessing citrus groves in the 1880s, it maintains one of the earliest access points from the county s mainland to the barrier island at the Winter Beach Dock adjacent to the Jungle Trail. Land use surrounding OWBR and this southern terminus of Jungle Trail has changed considerably in the twentieth century. Today, we find citrus groves have given way to many large residential developments and condominiums, where 500+ residents along the southern side rely on OWBR 1

3 as their single access road to A1A for hurricane evacuation. Further, this project reduces Total Suspended Sediments (TSS) by 678 lbs./yr. that is visible following each storm was a plume in the water where it flows at the intersection of OWBR and Jungle Trail on the shoreline. The removal of this sediment plume alone offers a significant benefit to Lagoon, as eradicates a major threat to sea grass health, allowing the water column to remain clear following rain storms and provides a healthy sustainable habitat for biota residing in the IRL. The Town of Indian River Shores proposes to construct a treatment train that will cleanse untreated stormwater from 76 acres directly east of the Indian River Lagoon the barrier island, and raise a road 2-5 feet above MHW to eliminate road flooding during routine storms. The project proposes to: 1) reconstruct the Old Winter Beach Road (OWBR) roadbed by raising it two to five feet above mean high water; 2) construct planted grass dry retention areas along the north side and south side of OWBR so that the lowest point in the retention area is 2 feet above mean high water; 3) lay exfiltration strips along the north and south sides of the roadbed; and construct catch basins fitted with baskets and PAM logs along the roadway to treat the stormwater before diverting it to the dry retention area. Water quality monitoring is planned for the project site, as is an educational signage. This project is listed in the Indian River County Local Mitigation Strategy Project Prioritization List, as Project 16, Town of Indian River Shores, April It is referenced as project that directly supports the IRL CCMP 2008 Update, for the specific action item, page 19, Fresh & Stormwater Water Discharge Action Plan. It is listed in DEP s Central Indian River Lagoon BMAP under Town of Indian River Shores, April B. Technical Merit/Justification Clearly demonstrate the need for the project. The need for this project emerged from two major concerns: the need to treat and remove nutrients and sediments from stormwater flowing untreated to the IRL; and continual hazardous flooding of the low-lying roadway that poses a human safety concern for evacuation during major storms. Identify the project location (latitude /longitude) and why the location is appropriate to achieve success. The project is located at Latitude 27º44 2N Longitude -80º27 57W. This area is densely populated with year round and part-time seasonal residents. Treating stormwater and eradicating flooding threats to the project area will benefit human safety on land, while stormwater treatment will restore water quality health to the Lagoon for flora, fauna and humans using the water body. Does the project enhance existing or ongoing programs? This project will assist the Town in meeting the County s TMDL mandated by DEP, it will significantly improve water quality to the Lagoon, restore shoreline and near shore habitat health by reducing the heavy sediment deposits to sea grasses, and it will restore eight acres from flooding on OWBR, and ensure safe passage for homeowners and visitors during major storm events. The Town is implementing its Stormwater Master Plan, a sustainable plan to reduce flood risks and reduce nutrient loading to the lagoon while collaborating with stakeholders to implement the plan. This project will protect and improve one the NEP s targeted natural system, the IRL, which is a state Outstanding Florida Waters. It is also enhancing 2

4 estuarine life in the Indian River Aquatic Preserve (Malabar to Vero Beach) designated by DEP. The treatment area is located in a DEP-approved TMDL waterbody (March 2009) with locally adopted BMAPs in Implementation of this project will improve water quality in the IRL, as well as the seagrasses within connecting tributaries and Sebastian River, 2 miles north of the project site. The project eliminates harmful nutrients and sediments from entering the IRL, as well as habitats where several rare and imperiled species have been observed including Johnson s seagrass (Halophila johnsonii), a rare seagrass found from Sebastian Inlet south (SJRWMD, 1996). Provide basin size and quantifiable pollutant loading reduction estimates and/or acres of habitat restored. Project is estimated to remove 77% or 5 lbs./yr. of TP and 74% or 21 lbs./yr. of TN from stormwater flowing from a 76-acre roadway/highway watershed, and eight acres protected from flooding. Confirm the project will be completed within the proposed budget and timeline. The Town has in awaiting final review of the submitted changes to comments provided to the initial joint SJRMWD/ACOE ERP permit applied for in April It is anticipated the Town will have the ERP permit in hand by June With comments now incorporated, design plans stand at 95% completed. The Town will bid the project in the Fall 2017 with construction commencing in early January C. The Town will work with the City of Sebastian water quality-testing contractor to implement a water quality-monitoring program for $70,000 that includes the collection of pre- and post- water samples at outfall locations that will be tested for TN, TP and metals. A water quality monitoring report will be provided at the end of 12 months, July 2017 July Ongoing maintenance of the stormwater BMPs will be provided by the Town of Indian River Shores Public Works staff. Project deliverables include: 1) a completed design; 2) quarterly agency progress reports with invoices; 3) stormwater and flood control project completion photographs; 4) a QAPP report; 5) a water quality monitoring report; public education signage; and a final project report. 4

6 Citizen/Volunteer Engagement and Outreach Components Identify if the project includes citizen/volunteer engagement and outreach through workshops, meetings, and/or social media. Town council members and residents have shared their concerns of flooding on Old Winter Beach Rd and need for pollutant removal at the following meetings: IR Shores Council Meeting on 12/15/16, 04/24/03, 01/09/86, 11/16/16; by Indian River County Resolution stating the County would take back maintenance of OWBR should the Town desire; during a site visit County officials noted storm flooding on 07/06/16; via correspondence from residents in February, March, April and June 2016; and by citizens sending the Council storm photographs of extensive flooding on the road in October In 2002, the Town hired an engineering firm to prepare a drainage study for project. Entitled Preliminary Drainage Study for Old Winter Beach Road, it was prepared by Knight, McGuire & Associates in June Will the project promote personal behavioral changes that benefit the IRL? If yes, provide specific information regarding how you will measure outcomes. The raising of the road, elimination of standing water and treatment of stormwater, as well as disappearance of a sediment plume from the Town s outfall will all provide visible improvements and with signage help educate the residents of how the project will contribute to Lagoon health. Measurement of change in behavior will be measured by the reduction in filed complaints at the Town Hall. In addition to project signage at the project site, the Town will provide articles on the Town website and social media sites to inform residents of the benefits of treating stormwater and eradicating flooding. Experience and Past Performance Clearly outline your capability/expertise and experience to implement the project. The Town of Indian River Shores received a FY IRLNEP contract, SJRWMD #28111 (encumbrance S007564) of $72,500 to install a baffle box. The project was completed on time and within the budget. The Town received FEMA grants in 2002 and 2004 for hurricane damage repair. The funding was collected and project completed on time and within the budget. than these two grant projects, the Town has not received other grant funding from state agencies or the Legislature. For this project, the Town will continue to rely on its Town engineering contractor, Knight, McGuire & Associates, for the design, permitting, bidding, contractor selection, and CEI services to insure a competitive competent construction contractor is selected and project oversight is provided throughout construction until completion. Funding has been allocated to allow a grant management contractor and accounting firm to assist with contract management. Special Requirements TMDLs; Climate Change; Under-represented Communities. Water Quality Monitoring Deliverable: Collect, test and report summary of pre- and post- water quality testing results at the outfalls at the end of 12 months. 4. Public Education Deliverable. Educational signage at project site, informational articles and photographs on the Town s website and on social media. 5. Project Administration and Final Report. The recipient shall submit quarterly progress reports starting after the first quarter following contract execution and continuing to project completion.
