General Instruction 1.1 Project Brief Cheng County is located in Longnan City of the six parts in southern Gansu Province, and located in '~ ' of east longitude and 33 31'~ 34 02' of north latitude. The county is east to Hui County, west to Xihe County, southwest to Kang County with interval of Western Han River, and the southeast is adjacent to the Lueyang County of Shaanxi Province. The length of north to south is 55 km, the width of east to west is 52 km, the area is about 1701 km2, the highest elevation within the county is 2377 m, the lowest elevation is 50 m, and the county is a relatively wide graben basin in West Qinling fold belt. Cheng County mainly comprises One water and three rivers, i.e. Western Han River, Qingni River, Nan River and Luo River, the total water resources of the whole county is 1,276 billion m3, in which the self-produced water is billion m3. The total land area of the county is km2, the total population is million, of which the agricultural population is million people. The benefited area of the project comprises 3 towns and 38 administrative villages, and the total population thereof is million people. The county town of Cheng County is divided into Hedong District and Hexi District by taking the East River as the boundary. Hedong District is called as new town, Hexi District is called as old town, and the south of the Nan River is called as new Nanhe District. The population of the urban area is about 80,000. according to the Urban Master Plan of Cheng County ( ), the central city comprises Chengguan Town, Paosha Town and Chenyuan Town; to the recent 2015, the population of the central city planed is 130,000, the construction land area is 13 km2; to the forward 2025, the population is 220,000, and the construction land area is 22 km2; to the forward 2025, Chengnan water plant, Hedong water plant and Paosha water plant will be built, and the total amount of urban water supply will be reached to 65,000 m3/d. At present, Cheng County has two tap water supply units for supplying water to the urban area, namely County Tap Water Company and Gaofeng Water Supply Company; the water supply source of County Tap Water Company is the well located in West Bank of Qingni River in the Chengguan Shunjia Dam, the water of the well belongs to the quaternary gap sedimentary water and occurs in gravel layer, and the water is mainly supplied by the water of Qingni River and the atmospheric precipitation; however, the contents of lead and COD contained in the surface water of Qingni River exceed the standards of Class IV in the standard of water environmental quality, and due to the influence of Wenchuan earthquake of Sichuan, the turbidity of the well water in the water source is increased, odor and floaters are presented, and the health of urban residents is impacted seriously; the water supply source of Gaofeng Water Supply Company is Gaofeng water reservoir, and the actual daily water supply capacity of the company is 1000 m3 only as the drainage area of the water reservoir is less than 10 km2 and the spatial and temporal distribution of precipitation is uneven. According to the survey, the

8 existing water supply project of the urban area cannot meet the urban water demand. In order to solve the contradiction of urban water supply, improve water quality, reduce cost of water supply, achieve the sustainable economic and social development of Cheng County and improve the physical health of urban residents, the Water Authority of Cheng County consults with the relevant personnel of the World Bank to build a new urban water supply dam by means of the loans of the World Bank, and the loan planned is million Yuan. Cheng County Moba gorge water source project is located in the west of the Cheng County with 11 km, is apart from Paosha Town with 6 km and is located downstream the Nan River basin; the geographic location of the project is as follows: 33 45' ' of northern latitude and '55" '60" of east longitude, and the project belongs to Jialing River system upstream the Yangtze River. The content of project construction comprises project construction and management system and institutional capacity building. The project construction mainly comprises dams, water intake structures, water pipelines, and dam roads and etc. The content of management system institutional capacity building comprises water resources and comprehensive environmental management projects based on the concepts and methods of integrated river basin management. The content of institutional capacity building comprises water source engineering construction management department of Moba gorge for city water supply of Cheng County, monitoring and assessment, and management of information system; when the project is completed, the problem of difficult water supply in the urban area of Cheng County can be solved, so that the project has good social and economic benefits. The objectives of the project are as follows: comprehensively and effectively use the water resources of Cheng County, solve the problem that the domestic water of Cheng County after the disaster is difficult, and improve the water environment of Cheng County. 1.2 Objectives of Environmental Management Plan The compilation of EMP aims at developing a set of detailed, technically feasible, financially sustainable and workable environmental measures by targeting to the inevitable potential adverse impact of the project to the environment, clearing the environmental mitigation, environmental management and institution building measures to be implemented by project contractors, supervision side, operators, environment management department in the project construction and operation period, so as to eliminate or compensate the adverse environmental and social impact of the project, and reduce the adverse environmental and social impact to an acceptable level. The specific objectives are as follows: (1) Clear the environmental management obligations of the contractor and the operator The environmental protection bureau of Gansu Province, the environmental protection bureau of Longnan City, the environmental assessment unit and the design unit carry out detailed onsite check and confirmation to the environmental protection targets, and provide effective environmental mitigation measures, wherein the measures are incorporated into the project design and are taken as the contractual obligations of the contractor and the operator of the project construction. (2) Operational guidelines for environmental management The environmental monitoring plan of construction period and operation period provided in

9 the environmental management plan can ensure the effective implementation of environmental mitigation measures, and the monitoring plan will be provided to the construction supervision unit, the environmental supervision unit and other relevant units as an environmental protection file, so as to clear the responsibilities and the roles of the relevant functional departments, and provide the various communication channels and methods among the departments. (3) Ensure the cost of environmental management action In the environmental management plan, the cost of environmental management, environmental supervision and capacity building are estimated, and the capital sources are described, so as to ensure the various environmental management activities can be implemented, wherein the management cost comprises staff salaries, office costs and transportation costs. The role of environmental management plan is in avoiding and controlling the adverse environment effect in the construction and operation process of the project, so that the impact mitigation measures, monitoring measures, legal regulatory means and safeguard measures of the measures above to be implemented are provided; at the same time, the environmental management plan is a critical link in connecting the impact mitigation measures and replacement measures for the assessment and detailed description in the environmental impact and environment assessment. For each environmental management measure, the environmental management plan provides the technical content, the investment estimation, the implementation plan, the functions of government agencies, the capital sources, and the monitoring schemes of the measure. In order to achieve reduction objective, the method involved by the environmental impact assessment report and the environmental management plan must be implemented. 1.3 Compilation of Environmental Management Plan The environmental management plan of the Cheng County Moba Gorge Water Source Engineering of Gansu Province is compiled by the engineering environmental assessment unit, the environmental management plan is compiled by strictly complying with national and provincial environmental management regulations. Meanwhile, the environmental management plan particularly paid attention to the requirements of security regulations of the World Bank under the premise of meeting the requirements of China's environmental assessment, specifically refers to relevant provisions of the operation regulation The information source for the environmental management plan of the project is as follows: (1) Feasibility evaluation report of the project (2) Preliminary design of the project (3) Environmental assessment of the project (4) Soil and water conservation scheme of the project 1.4 Design of Environmental Management Plan For the detailed description of environmental management, environmental supervision and environmental monitoring and other aspects, the environmental management plan compiled is a guiding document in the implementation process of the project, and the action plan thereof mainly includes the following four parts:

10 Environmental impacts and mitigation measures: the main environmental impacts in project construction period and operation period, and project measures and management measures taken for preventing or mitigating the adverse environmental impact caused by the project. Environmental management and monitoring plan: environmental monitoring action taken for ensuring the synchronous implementation of environmental protection measures and the project construction. Environmental monitoring plan: environmental monitoring action taken for supervising whether the environment of construction period and operation period is standard and ensuring the safe operation of the project and the improvement of project condition in the project area. Capacity building plan (i.e. personnel training): knowledge and skills training of the management personnel, the environmental supervision personnel, full-time or part-time personnel in the project implementation process for ensuring the implementation of environmental management plan. 1.5 Details of Compilation Technology The environmental management plan is compiled by appropriately altering and replenishing on the basis of the Primary Design of Cheng County Moba Gorge Water Source Engineering of Gansu Province and the Environmental Impact Assessment of Cheng County Moba Gorge Water Source Engineering of Gansu Province. As an independent file, the environmental management plan comprises all the environmental management activities to be implemented in the construction period and operation period of the project; and the plan further provides action guidelines and working framework to the adverse impact mitigation measures, environmental supervision, environmental management and environmental monitoring in the construction period and the operation period.

Policy, Law and Administrative Management Framework 2.1 Environmental Policies and Regulations Document Overview Through the comprehensive analysis for the type, the size, the location, the environmental sensitivity and the characteristic and degree of potential environmental impact of the project, the main basis of the environmental assessment of the project and the revolved policies, laws and regulations and standards comprise: (1) Environmental protection laws and regulations; (2) Pollution control technology policy; (3) Socio-economic development and environmental protection plans and programs; (4) Overall urban planning; (5) Technical guidelines of environmental impact assessment; (6) Environmental quality standards; (7) Control of pollutant emission standards; (8) Safeguard policies of the World Bank. The policies, laws and regulations and standards above construct a frame for the policies, laws and regulations and standards in guiding and regulating the environmental assessment work of the project. The environmental management institution related to the project mainly comprises the Environmental Protection Bureau of Gansu Province, the Department of Water Resources of Gansu Province, the Environmental Protection Bureau of Longnan City, the Department of Water Resources of Longnan City, the Environmental Protection Bureau of Cheng County, and the Department of Water Resources of Cheng County and etc. (1) Environmental Protection Bureau of Gansu Province The environmental protection bureau of Gansu Province is responsible for the administration of the province's environmental and administrative law enforcement work, its main responsibilities include: A. Implement national environmental policies, laws, regulations, administrative rules and standards; draft environmental regulations across the region, administrative regulations, and supervise the implementation; B. Implement environmental impact assessment of province's major economic and technological policies, development programs and major economic development plans according to the commission of the Provincial People's Government.

Develop environmental protection plan, organize and compile environmental function zoning plan and area and watershed pollution prevention plan and ecological conservation plan, and supervise the implementation; D. Participate in the compilation of the policies development plans of environmental protection industry; E. Be responsible for supervision and management of environmental protection area and ecological environmental construction project supervision and management; and organize plans and supervise the implementation of pollution control plan period; F. Develop the province's total pollutant discharge control program, be responsible for discharge application registration and permit management, and organize discharge fee collection and supervision work; G. Be responsible for administrative audit of environmental supervision and environmental protection; H. Organize the activities of international environmental protection treaties in the province; I. Be responsible for the international economic and technological cooperation and exchange activities of environmental protection; J. Deal relevant foreign environmental protection affairs according to the commission of the provincial government and etc. The environmental protection bureau of Gansu Province has an environmental impact assessment division specializing in the administrative work of environmental impact assessment of each project. (2) Department of Water Resources of Gansu Province The department of water resources of Gansu Province is responsible for the administration of the province's water and administrative law enforcement work, and the main responsibilities thereof include: A. Develop the strategies of provincial irrigation, hydropower and aquatic development, the plans of middle- and long-term water development, and the plans of middle- and long-term water supply of the whole province; B. Be responsible for organizing and compiling integrated river basin plan and professional plan; C. Organize the compilation, submission and approval works of front plan of key water conservancy and hydropower project, be responsible for organizing the review of the project proposal, feasibility study report and preliminary design of the province's water projects; D. Be responsible for the supervision and inspection of the plan and capital implementation and completion conditions of the water conservancy construction project; E. Organize review, submission and approval works for the application plan of the costs of flood control and drought protection, the cost of water conservancy construction and the water charges and other capitals; F. Research the regulation advices provided in water prices, taxes, fees and credit and etc.; G. Be responsible for organizing and guiding water resources and water environment protection works, organize water quality and water quantity monitoring and analysis work and dynamic monitoring work of groundwater and etc., organize the division of water

18 function zoning and discharge control to the drinking water area and etc., view the assimilative capacity and the setting of the discharge port of the water area, provide the advice of total discharge amount, and supervise the implementation; H. Be responsible for the safety supervision and management of reservoir, hydropower and dam; I. Develop the province's soil and water conservation policies and regulations, compile soil and water conservation plan and annual implementation plan, and organize the implementation; J. Organize and guide the province's comprehensive management work of water and soil conservation, be responsible for organizing the pre-project and construction management work for the soil and water conservation of a small watershed and the comprehensive treatment of a small area; K. Organize dynamic monitoring of the province's water loss and soil erosion, and regularly publish; L. Organize he compilation, approval, test and acceptance work of the soil and water conservation program of the project; M. Be responsible for the enforcement and supervision work of relevant regulations in the "Water and Soil Conservation Law". The department of water resources of Gansu Province has a water and soil conservation bureau which is responsible for the guidance and supervision work of the province's water and soil conservation. (3) Environmental Protection Bureau of Longnan City The environmental protection bureau of Longnan City is responsible for the administrative management and administrative law enforcement work of local environment protection, and the main responsibilities thereof include: A. Implement national environmental policies, laws, regulations, administrative rules and standards; B. Draft environmental regulations and administrative regulations in the region, and supervise implementation work; implement environmental impact assessment for the major economic and technological policies, development programs and major economic development plan in the region according to the commission of the regional administrative office; C. Handel the relevant environmental protection foreign affairs according to the commission of the local administrative office and etc. The environmental protection bureau of Longnan City generally has an environmental assessment management division (or pollution control division, regulatory division, natural ecology division), which is specifically responsible for the administrative management work of the local environmental impact assessment, and the main responsibilities of the division comprises: be responsible for the implementation of the environment impact assessment in the region and the unified supervision and management of the Three Meantime" system; implement national and regional laws, regulations, rules and policies about the environmental impact assessment and the Three Meantime" system; develop and implement environmental impact assessment and Three Meantime" and other regional laws, regulations and policies; supervise the implementation work; guide and supervise the environmental impact assessment approval work of the regional construction project; be responsible for the administrative license of environmental impact assessment documents of the construction project in the range of the local environment protection bureau; and be responsible for the administrative licensing and guidance of trial production (run) of the construction project in the right of the region and the completion environmental protection acceptance of the construction project and etc. (4) Department of Water Resources of Longnan City The department of water resources of Longnan City is responsible for the city's water administration and administrative law enforcement work, and the main responsibilities thereof include: A. Be responsible for supervising the natural ecological environment protection work in the jurisdiction and the environmental protection supervision and management of the construction project; D. Organize, develop and supervise the implementation of the development plan pollution sources within the specified period; E. Develop a total pollutant discharge amount control plan of the county, be responsible for discharge application registration and license management, and organize and implement discharge fee collection and supervision work; F. Be responsible for environmental supervision and environmental protection administrative inspection and etc. (6) Department of Water Resources of Cheng County The department of water resources of Cheng County of the project is responsible for water administrative management and administrative law enforcement of the county. The department of water resources of Cheng County has a soil and water conservation agency with the main responsibilities as follows: A. Develop the soil and water conservation plan and annual implementation plan of the county, and organize the implementation work; B. Organize the comprehensive management works of the county soil and water conservation; C. Organize the dynamic monitoring of water loss and soil erosion in the county, and regularly publish; D. Organize the compilation and implementation work of the soil and water conservation scheme of the construction project; E. Guide to the soil and water conservation work of the whole county; F. Monitor water loss and soil erosion, specifically soil erosion surveys, water loss and soil erosion monitoring report, water loss and soil erosion notice data providing, integrated control of water loss and soil erosion, benefits investigation and analysis, information system construction and management of soil and water conservation; G. Propagandize and implement personnel training of soil and water conservation. Project Description 3.1 Construction Objective of the Project The construction objectives of the project are as follows: construction of a reservoir with a total capacity of 1.79 million m3 and an utilizable capacity of 1.04 million m3 in Moba gorge, wherein the maximum daily water supply of the reservoir is 47,500 m3, the average annual water supply capacity is million m3, and the average daily water supply is 45,200 m3. So that the urban water supply contradiction can be solved, the water quality can be changed, the cost of water supply can be reduced, the sustainable economic and social development of Cheng County can be achieved, and the physical health of urban residents can be improved. 3.2 Implementation Schedule of the Project The total construction period of the project is 27 months, of which the construction preparation period is 11 months, the main construction period is 11 months, and the completion period of the project is 5 months. The preparation period of 6 months of the project is not included in the total construction period (1) Construction preparation period The construction preparation period is 11 months from the January of the first year to the November, the construction content of the contractors after entering into the field comprises field engineering, onsite traffic, construction tunnel, aggregate processing system, concrete mixing system, temporary housing and construction factories, diversion tunnel and excavation of dam abutments on the two banks which are implemented for the main construction project. The control project is the diversion tunnel which has over-current conditions in the October of the first year. (2) Main construction period The main construction period is 11 months from the December of the first to the October of the next year, i.e. from closure to concrete pouring of the dam, instillation of metal structure, and impletion of curtain grouting. The construction of the dam project is the control project in the main construction period. Environmental Impact of the Project and Mitigation Measures Summary 4.1 Environmental Impact Assessment In the implementation process of environmental impact assessment, the layout of the project, the main environmental protection objectives in surrounding assessment range and the sensitive points are identified (see the Figure 4.1-1), the possible adverse environmental impacts caused by the project are as follows: Impact on the hydrology and sediment Hydrological changes Impact on regional water resource In the Cheng County Moba gorge water supply project, water is stored in a reservoir, wherein the normal water level of the reservoir is m, the total capacity is1.79 million m3, the backwater length is about 3.5 km, and the designed reference water is million m3/a. In running period, the downstream of the dam comprises a diversion effect river section of 4 km Ecological water of river and mitigation measures When the reservoir of Moba gorge is completed, the inflow of Nan River over the dam (the basin area is km2) is retained, and the mean runoff of many years is 1.22 million m3 when the reliability is 95%. The ecological water use of the river is calculated according to the Tennant method recommended by the Environmental Impact Assessment Specification of River Basin Planning, in which the ecological water use of Nan River is the minimum, namely about 10% of the annual average flow as the minimum use of ecological water, and according to the calculation of the method, the minimum ecological water use of Nan River is m3/s. Thus, the ecological water of the diversion effect river section is ensured, and the dam should be provided with permanent plug holes while construction. The plug hole should lower than the water inlet while higher than the flood discharge sand flushing port, specifically the elevation is 1024 m-1065 m, the discharge amount is m3/s, thereby ensuring the minimum ecological water use of the diversion effect river section Impact on the diversion effect river section Due to the abouchement of Nan River from the Fengquan River downstream the dam of 4 km, and the normally annual runoff of the Fengquan River is 2.06 million m3, it can be determined that the diversion effect river section is 4 km. The section comprises eight villages, i.e. Zhuanwancun, Ganlushi, Majiaya, Jianjiagou, Xiaozhuang, Zhangjiashan, Luangoumen and Niujiaya. Zhuanwancun comprises about 900 people or more, Ganlushi comprises about 1000 people or more, Majiaya comprises about 300 people or more, Jianjiagou comprises about 350 people or more, Xiaozhuang comprises about 250 people or more, Zhangjiashan comprises about 600 people or more, Luangoumen comprises

28 about 100 people or more, and Niujiaya comprises about 120 people or more. The water of the eight villages is mainly supplied from the local mountain spring and groundwater which are not the water in the river section, so that the impact of the project to the water source is controllable. The ecological water use can be ensured in case of the discharge flow ensured is m3/s.
