3 Presentation Description Xcel Energy s Recommissioning Program, available in Minnesota and Colorado, offers study rebates as well as implementation rebates. This presentation will provide an overview of our rebate program, the process for both customer and study provider participation and the various tools we have developed st NCBC st Conference

The DJSI tracks for investment purposes the financial performance of companies considered best in class for sustainability. Companies are selected based on their strategy, management approach and performance in managing specific economic, environmental and social opportunities and risks.

7 RCx Program Features Program available to all Xcel Energy electric and natural gas business customers in Minnesota and Colorado CO 50,000 sq. ft. minimum (no minimum in MN) Launched 2000 in MN; 2002 in CO Study funding Up to 75% of the cost of the study, not to exceed $25,000 Implementation rebates (max rebate is 60% of cost) MN: $400/kW or $0.045/kWh (whichever is higher) plus $5/Dth Rebates available for measures with paybacks 9 mos 15 years CO: $400/kW or $0.08/kwh (whichever is higher) plus $4/Dth Rebates available for measures with paybacks 1 year 15 years Program covers both re- and retro-commissioning

8 Process 1. Customer applies for study preapproval to determine funding 2. Study is completed and submitted to Xcel Energy for review 3. Study is approved 4. Study rebate is paid 5. Customer determines which measures they d like to implement (there is no requirement to implement) 6. Implementation is completed 7. Implementation rebate is paid and Xcel Energy claims the savings

9 Study Providers Customer chooses provider If customer doesn t know who to use, they can refer to our study provider list List contains providers who have completed a study through our program in the past two years Individuals need to complete an investigator application if they haven t participated in our program before and attend a training session to introduce them to our program policies We don t endorse/approve any providers

14 Recent Program Improvements Goal: Streamline savings calculations Created RCx energy savings calculator tool for use with RCx studies in our territory Contains 19 Energy Conservation Opportunities (ECOs) Helped cut down on internal review time by engineer Goal: Uncover more energy savings Implemented study provider incentive Earn $2/1,000 kwh identified Must find at least 8-10% savings (RCx measures only) Goal: Encourage more in depth reviews Created Addendum A (list of 38 RCx measures to review) RSP needs to identify up front whether or not they think the measure is applicable at preapproval stage Give explanation of why they didn t find measures during study submittal

15 Improvements, continued Goal: Reduce time to implement measures Average timeframe to implement = 22 months If MN customers implement within 9 months of study approval, they qualify for a bonus $0.03/kWh $3.00/Dth Rebate is applied to all paybacks (even low/no cost) Max bonus is $10,000 or out of pocket study cost (whichever is lower) Out of pocket study cost = study cost study rebate Available in MN only Goal: Standardize process to qualify providers Created investigator application to be reviewed by program engineer

16 2010 Program Evaluation Findings Customers and Recommissioning Service Providers (RSP) are highly satisfied with the program Measure persistence is very high Using existing building as the baseline is reasonable Calculator tool is extremely well thought out Expected measure life of 7 years is reasonable

17 Evaluation, continued Customers prefer to select their own study provider There is general awareness of RCx, but there s room to improve understanding Our process and paperwork are reasonable Provider screening and training are crucial to success Program determined to be best practice in utility industry

18 What s In The Future? Refining RCx calculator tool Add measures as needed Continue to increase participation from RSP s Technical training for RSP s Determine if it s cost effective to develop RCx lite program for small business
