1 PacifiCorp s Planned Changes to Hoe Energy Savings Progra in Washington Proposed Effective Date of January 1, 2018 PacifiCorp (Copany) is planning to ake odifications to the Washington Hoe Energy Savings progra (Progra), adinistered under the Copany s wattsart Hoes progra which offers incentives and services for residential energy efficiency equipent and projects. The changes update unit energy savings (UES) values and equipent eligibility to align with Regional Technical Foru (RTF) inforation, incorporate progra delivery experience fro the current biennial period, add delivery flexibility, incorporate pilot offers and align new hoes offerings with regional activity. Consistent with the approved change process for the Progra, after receiving and addressing feedback fro the Copany s Washington Deand-side Manageent Advisory Group the proposed changes will be posted on the Progra website 45 days prior to becoing effective and ipleented. The changes will be effective January 1, Background The Progra, which is offered through Schedule 118, was approved by the Washington Utilities and Transportation Coission (Coission) and began operating in Septeber The Copany filed the progra for approval with the Coission on August 11, 2006, and the Progra becae effective on Septeber 14, 2006 (refer to Docket No. UE ). The change process for the Progra is described in advice letter , through which the progra was introduced. Language describing the progra change process is found on page 3 of Advice No , which is copied below. the Copany would present inforation on proposed changes to its Advisory Group and seek coents prior to aking changes. Changes in equipent specifications or incentive levels would be clearly posted on the Web site and eailed to the appropriate Coission staff person with at least 45 days advance notice. The Progra change process is also described in provision of service no. 5 in the progra tariff (Schedule 118). Provision of service no. 5 states: All changes will occur with a iniu of 45 days-notice, be proinently displayed as a change, include a iniu 45 day grace period for processing prior offers (except for anufacturer buy-down incentive delivery) and be counicated at least once to retailers who have participated within the last year. 2 Description of Planned Hoe Energy Savings Changes Planned changes are part of the adaptive anageent strategy for aligning the Hoe Energy Savings progra during the bienniu with updated planning assuptions, arket conditions and pilot expectations. ly: Update unit energy savings and equipent eligibility to align with Regional Technical Foru (RTF) inforation available as of July 31, Add id/upstrea as an available delivery ethod for applicable appliance, HVAC, weatherization, and plubing easures to enhance the Progra s ability to align with other progras. Add options for who ay receive an incentive. Provide added flexibility to allocate incentives to either the custoer or a clearly specified arket partner (e.g. dealer, anufacturer, builder, rater and/or trade ally) and react to required ipleentation changes in a tiely anner. Incentives ay be split between the custoer and a easure-specific arket partner. The su of the incentive payents per unit will clearly be displayed on the Progra website with applicable dates. The custoer portion of the incentive ay be changed by the Copany using the progra change process. Add specific offerings for anufactured hoes and ultifaily properties with housing type-specific UES values. Specific offers iprove arketing and savings reporting accuracy and will further iprove targeted delivery in the anufactured hoe sector. Align new hoe offer with the ost recent Northwest Energy Efficiency Alliance (NEEA) and Bonneville Power Adinistration offers for new construction and available savings beyond the latest version of the Washington State Energy Code. Focus the arket on whole hoe design and perforance and away fro prescriptive easures, soe of which are now required by code. Add deep energy retrofit offer to increase coprehensive residential weatherization project activity and scope of individual projects. Establish a baseline odel based on prior etered utility consuption and target iproveents of at least 40% of total usage. Add on-bill financing for incentive-eligible equipent or aterials installed in existing hoes. The offer will utilize a third party vendor (Craft3) for loan funding and servicing functions. Craft3 will work closely with the progra adinistrator to infor trade allies and custoers of the offer and provide inforation on the Progra website. Financing will be available for the net (after incentives deducted) costs of equipent eligible for incentives through the Progra. Startup and PacifiCorp internal loan servicing expenses will be included as a Progra expense and recovered through the tariff rider. Marketing and screening will be put in place to help ensure custoers eligible for low incoe weatherization services are directed to the counity action agencies instead of participating in this loan offer. These changes were provided to the Washington DSM Advisory Group for review on Noveber 3, Regional Technical Foru (RTF) review Recent RTF updates to UES easures, approved as of July 31, 2017, were reviewed and included in this set of Progra changes. Workbook references are provided where applicable. In soe cases the RTF does not develop or aintain inforation on a easure that is included in the Progra. In those cases, alternate data sources are used and noted. Inforation on this review is included in the easure-specific tables in this docuent. Cost-Effectiveness Including the progra odifications described in this docuent, the Hoe Energy Savings progra is expected to be cost-effective over the period, with a Total Resource Cost benefit-cost ratio, including the 10% conservation adder and non-energy ipacts (NEIs) of Progra-level cost-effectiveness results are provided in the table below, with detailed inputs and results provided in Exhibit 3.
