2 InnServices Utilities Inc. Innisfil Lake Simcoe Drinking Water System Introduction Effective January 1, 2016, the Town of Innisfil transferred ownership of its municipal drinking water systems to InnServices Utilities Inc. (InnServices). InnServices is a municipal service corporation, wholly-owned by the Town of Innisfil, charged with the responsibility to operate, maintain and expand the municipal drinking water systems that service the Town of Innisfil. InnServices has prepared this Summary Report for the operations conducted during the 2016 calendar year. This Summary Report has been prepared to meet the following commitments: To provide InnServices Utilities Inc. Board of Directors, as Owners of the drinking water system, a summary of the operations and maintenance of the Innisfil Lake Simcoe Drinking Water System that took place during the reporting period of January 1, 2016 to December 31, 2016; To provide a status update of the systems capabilities and capacities as of December 31, 2016, and; To satisfy the requirements of Schedule 22 of the Ontario Ministry of the Environment and Climate Change s (MOECC), Regulation 170/03. An Annual Report was prepared and submitted to the Ministry of the Environment and Climate Change (MOECC) for the Innisfil Lake Simcoe Drinking Water System in order to fulfill the requirements of Section 11 of Ontario Regulation 170/03. The Annual Report identifies specific details regarding the overall quality of the Town s drinking water and is available on the Town s website and/or at the Innisfil Lake Simcoe Water Treatment Plant. The Annual Report has also been attached as Appendix A to this Report. This Summary Report, coupled with the Annual Report, provides information to the InnServices Board of Directors and Town of Innisfil Mayor and Council related to the operations, maintenance, drinking water quality, and system capacities of the Innisfil Lake Simcoe Drinking Water System, which aids decision making related to system expansion needs, and assists Board and Council in meeting their Statutory Standard of Care requirements. 2

3 Ministry of the Environment and Climate Change Approvals The Innisfil Lake Simcoe Drinking Water System is classified as a Large Municipal Residential drinking water system, as defined within Ontario Regulation 170/03. The Safe Drinking Water Act, 2002 requires that the Owner of a municipal drinking water system have MOECC approvals in the form of a Drinking Water Works Permit (DWWP) and a Municipal Drinking Water Licence (MDWL). The DWWP provides a description of the overall system and provides the authority to establish or alter the drinking water system. The MDWL provides the authority to use or operate the system. To accommodate the change in drinking water system owner application was made to amend the DWWP and MDWL in January Another amendment was sought in December 2016 to reflect the connection of the historical well supply system known as Goldcrest DWS to the Innisfil Lake Simcoe Drinking Water System. The DWWP and MDWL in effect at the end of the reporting period covered in this report are as follows: DWWP # , Issue #4 (Issued December 1, 2016) MDWL # , Issue #4 (Issued December 1, 2016) For the reporting period covered in this report, InnServices Utilities Inc. was defined as the Operating Authority of the Innisfil Lake Simcoe Drinking Water System. InnServices Utilities Inc. has established and maintains accreditation to the Drinking Water Quality Management Standard (DWQMS) under Certificate of Accreditation # , issued September 23 rd, 2014 by SAI Global. The Certificate of Accreditation expires September 22 nd, A new Certificate of Accreditation will be issued in 2017 following a successful on-site re-accreditation audit. Analytical Laboratory Water Quality Monitoring Chemical Analysis Chemical analysis of this water supply is conducted as required by Ontario Regulation 170/03. Caduceon Environmental Laboratories, Ottawa Ontario, conducted the required chemical analyzes for the drinking water system during the reporting period. This lab as well as any laboratories to which they sub-contract certain types of analyses are licensed by the MOECC and accredited by the Canadian Association for Laboratory Accreditation (CALA) and/or Standard Council Canada (SCC). Chemical analysis for the parameters required under Schedule 23 and Schedule 24 of Ontario Regulation 170/03 was conducted in Zero (0) incidents of non-compliance with Ontario Drinking Water Standards related to chemical analysis were reported during A summary of all analytical results for testing completed during the reporting period is included in the 2016 Annual Report attached. Bacteriological Analysis Bacteriological testing is completed to verify that no microbiological contamination of the treated drinking water can be detected. Raw water is also analyzed to inform 3

4 operations of the level of microbiological contamination the drinking water system is contending with. Bacteriological monitoring for the reporting period was conducted as required by Ontario Regulation 170/03. SGS Environmental Services, Lakefield, Ontario, conducted the bacteriological analysis of the drinking water. Zero (0) items of non-compliance with the Ontario Drinking Water Standards related to bacteriological analyses occurred during the reporting period. A summary of all bacteriological results for testing completed during the reporting period is included in the 2016 Annual Report attached. Continuous Water Quality Monitoring Filter Effluent Turbidity The Innisfil Lake Simcoe Water Filtration Plant is considered a Chemically-assisted Conventional Filtration Plant. The Procedure for Disinfection of Drinking Water in Ontario, through reference in Ontario Regulation 170/03, lays out the legislated criterion that must be met for drinking water to be considered properly disinfected. The requirements of O.Reg. 170/03 and the Procedure for Disinfection of Drinking Water in Ontario are that the filter effluent water be below 1.0 NTU at all times, and that 95% of the monthly readings are below 0.3 NTU. During the reporting period covered by this report, one incident of non-compliance with these requirements was reported. On February 2, 2016 an adverse drinking water quality incident was reported the MOECC s Spills Action Centre relating to filter effluent turbidity spikes over a period 15 minutes. All corrective actions necessary were taken to address the concern. A summary of filter effluent turbidity results is included in the 2016 Annual Report, attached. Free Chlorine Residual Primary Disinfection The Innisfil Lake Simcoe Water Filtration Plant utilizes NSF certified chlorine gas to meet primary disinfection requirements and provide an adequate chlorine residual for secondary disinfection requirements. A requirement of O.Reg. 170/03 and the Procedure for Disinfection of Drinking Water in Ontario is that chlorine residual must be recorded at the point directly after primary disinfection is achieved, at a frequency of every 5 minutes. During the reporting period covered by this report, one incident of non-compliance with these requirements was reported. On September 15, 2016 an adverse drinking water quality incident was reported the MOECC s Spills Action Centre relating to a PLC failure that resulted in a loss of operational data for a period of 3.5 hours on September 12, when water was being directed to users. All corrective actions necessary were taken to address the concern. 4

5 A summary of the chlorination monitoring that took place directly after primary disinfection is achieved is included in the 2016 Annual Report attached. Secondary Disinfection Within the distribution system NSF certified 12% sodium hypochlorite can be added to the water at the Alcona or Lefroy Reservoirs to ensure adequate levels of chlorine are available to protect the water from microbiological contamination as it moves through the distribution system and is delivered to homes and businesses. Chlorine residual is continuously monitored in numerous locations throughout the distribution system. Additionally, grab samples are taken and analyzed for free chlorine residual when microbiological samples are taken throughout the distribution system. Ontario Regulation 170/03 requires that sufficient residual be available in the water to achieve a residual of greater than 0.05 mg/l at all points in the distribution system. During the reporting period covered by this report, one incident of non-compliance with these requirements was reported. On April 12, 2016 an adverse drinking water quality incident was reported the MOECC s Spills Action Centre relating to a free chlorine residual of <0.05mg/L within the distribution system It is important to note that the sample was obtained from a section of pipe that, at that time had no service connections. All corrective actions necessary were taken to address the concern. Plant Flow Monitoring Raw Water Takings The Innisfil Lake Simcoe Water Filtration Plant utilizes Lake Simcoe as its raw water source. The raw water takings from Lake Simcoe are authorized by the MOECC through a Permit to Take Water (PTTW). From January 1, 2016 to January 26 th, 2016, the plant took water from Lake Simcoe under PTTW# 8873-A4JJN8. As a result of the change of ownership to InnServices Utilities Inc., an application was submitted and approved by the MOECC to amend the name of the permit holder. From January 27, 2016 to December 31, 2016, the plant took water from Lake Simcoe under PTTW# 3220-A6HJR4. Table 1 below provides a summary of the Innisfil Lake Simcoe Water Filtration Plant s raw water takings from Lake Simcoe in 2016 under the 2 permits that authorized the takings during the reporting period. A breakdown of daily raw water takings is attached as Appendix B to this report. 5

Table 2 below provides a summary of the Innisfil Lake Simcoe Water Filtration Plant s treated water production in A breakdown of daily treated water production is attached as Appendix C to this report. Based on total annual raw water takings and treated water production values, the Innisfil Lake Simcoe Water Filtration Plant operated at an efficiency of 92.1 %. 6

7 Distribution Flow Monitoring The Innisfil Lake Simcoe Water Filtration Plant produces water for distribution to homes and businesses within the Town of Innisfil (TOI) and also transmits water to the Town of Bradford West Gwillimbury (BWG) to help meet the drinking water needs of their residents. 8 Historical treated water production data indicates an increase in water production in this system as demonstrated in Graph 2. This increase in water demand is attributed to commercial and residential development within the service area. As well, the Town has been connecting former well supply systems to the lake-based supply. 8

9 MOECC Annual Inspection An Announced Focused inspection was conducted on May 25th, 2016 by the Ministry of the Environment and Climate Change. The inspection covered the period of June 11 th 2014 July 9 th, 2015 May 25 th, Items of Non-compliance Zero (0) items of non-compliance were identified within the report. Provincial Officer s Orders No Provincial Officer s Orders were issued in the Report as a result of the 2016 inspection. Inspection Risk Rating This year the Innisfil Lake Simcoe system received an Inspection Risk Rating of 0.00%, resulting in a Compliance Rating of 100%. 9
