2 It Takes a Village to raise a CTP! We ve all heard of the phrase, It takes a village to raise a child. That can also be said about emerging CTPs! There needs to be a community of support to grow a CTP Objective of the Presentation: 1. Show how two CTPs working together can save time and money through collaboration 2. 5 CMSWS Facts A CTP for Mecklenburg County, administers flood damage prevention ordinances & floodplain management for 8 communities, including the City of Charlotte 1 st FEMA Cooperating Technical Partner east of Mississippi (1999) 1 st local partner to process Letters of Map Change (LOMC) (2004) Engineering Innovations in future conditions and community floodways Historical Flood Events 1916: Great Flood - 13 lives lost 1936: Bridges collapsed - creeks dredged 1958: Localized Floods 1973: 50-year flood 1975: $12M in losses, three floods 1976: 25-year flood 1989: Hugo wind damages, limited flooding 1995: Jerry- $16M losses 1997: Danny- $60M losses - 3 deaths 2003: $5M losses 2004: Frances- $1.5M losses - along Catawba River 2008: 300 buildings flooded, 150 avoided 2011: 160 impacted, 100 avoided, 2 deaths

13 Previous Collaborations 2004 A countywide restudy was issued: Entire study was paid for by CMSWS, with FEMA RIV funding CMSWS shared modeling & mapping with NCFMP for streams that crossed into neighboring counties 2009 A countywide redelineated based in 2004 engineering was issued: Entire study was paid for by NCFMP, with FEMA RIV funding New Lidar was used Pulled the countywide data into the statewide FIRM paneling schema for seamless mapping across county boundaries CMSWS & NCFMP performed outreach meetings together Assessed appeals/comments together

24 CMSWS in FRIS NCFMP s Flood Risk Information System (FRIS) is: An integrated, and responsive digital display database and web-based system for storing and displaying flood hazard risks The website offers the following innovations: Point & Click flood elevations determinations Print on the fly FIS tables & report Print on the fly Effective FIRM panels Flood Loss & Risk Communication Data Downloads Versioning for LOMRs and previous effective data and current preliminary data

25 PMR3 Cost Saving Example PMR 3 has 36 FIRM panels that will be issued preliminary in August/September 2016 FEMA Blue Book NCFMP Digital Display Draft FIRM Database $4,500/study $4,500/study no change Prelim FIRM Production $1,300/panel $0/panel no review of pregenerated products is needed QA/QC Prelim FIRM Production $190/panel $95/panel cost is half since panels are auto-generated, the DB is the only product reviewed Post-Prelim Production $1,700/panel $570/panel cost is reduced by a third since panels are autogenerated Estimated TOTALS for PMR3 = $112,500 $38,520 costs just 38% of a traditional study!

26 Benefits Recognized Since products were developed with both CTPs in mind both the state and CMSWS can easily apply the results to mitigation activities for individual properties, community or regional initiatives Specialized products that are part of the NCFMP s program are also generated and integrated into both CTP s website, for products like: Flood Damages Calculated at the Building Level 10, 25, 50, 100 and 500 year floods Flood Probabilities Communicated

27 Other Benefits Recognized! Collaboration for CTPs improves data: Consistency of flood hazard information, outreach, modeling across community/county boundaries While still allowing each program to keep specific elements of the program that are important to them Outreach efforts are coordinated and consistent across the county, neighboring counties and communities This cost savings allows for FEMA funds to be used for other purposes, such as more detailed engineering, collection of base data, or more streams to be studied!
