13 Glossary I Greenhouse gas emissions (according to the Kyoto Protocol) The gases controlled by the Kyoto Protocol are: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs / HFCs), perfluorocarbons (PFCs), sulfur hexafluoride (SF6). 14 Glossary II Emissions Trading (ET) / Emissions Trading System (ETS) An instrument of EU climate policy with the aim of reducing greenhouse gas emissions with the lowest possible economic costs. Market Stability Reserve (MSR) Tax on electricity Primary energy (primary energy consumption: PEV) Instrument of European emissions trading. The market stability reserve envisages an adjustment of the supply of allowances on the basis of the annual surplus situation in the emissions trading market.
