3 History of the Development of the Biological Monitoring Program Edwards Aquifer Optimization Program (EAOP) During the late 1990 s, a Technical Advisory Group (TAG) for the EAOP was formed consisting of resource specialists / scientists from the following entities: Edwards Aquifer Authority (Authority), San Antonio Water System (SAWS), San Antonio River Authority (SARA), U.S. Fish and Wildlife Service (USFWS), Texas Parks and Wildlife Department (TPWD), Texas Commission on Environmental Quality (TCEQ formally TNRCC), U.S. Geological Survey (USGS), Natural Resource Conservation Service (NRCS), Edwards Aquifer Research and Data Center (EARDC) Texas State University (formerly Southwest Texas State University). TAG developed the original monitoring plan during a series of workshops in 1999 and First Biological Monitoring Event under this program was Fall 2000 at <150 cfs in the Comal River.

4 History of the Development of the Biological Monitoring Program Technical review and modification over the years Annually by the USFWS in support of BIO-WEST Federal Scientific T&E Permit (2001 through present) Special Review by USFWS and EAA following 4 years of monitoring (2005) Highlighted changes: Changed from sampling every season (4) to comprehensive sampling spring and fall (2) with summer fountain darter timed dipnetting and TWR full system mapping. Change water quality longitudinal grab sampling to only during Critical Period sampling because of consistency of results Change predation study to only during Critical Period sampling because of lack of results. Other USFWS approved modifications over time Comal Springs riffle beetles lures incorporated in 2004 Fountain darter 50 site dipnet sampling incorporated in 2006

5 History of the Development of the Biological Monitoring Program Technical review and modification over the years EARIP Science subcommittee appointed to address Legislative charges (2008 through 2010) J-charge and K-charge committee reviewed the biological monitoring program for their reports No changes recommended Original EARIP Biological Monitoring Program workgroup ( ) Core program did not change Added several sampling components to evaluate the systems more holistically as well as species specific to meet HCP goals. Aquatic Vegetation full system mapping every 5 years Comprehensive and Critical Period Monitoring Fish community sampling system wide, macroinvertebrate food source sampling, Landa Lake flow partitioning, drop netting in Spring Lake Dam study reach. Added species-specific sampling to address HCP adaptive management

34 2015 Biological Monitoring Conclusions Comal System Nice recovery of habitat and most species in 2015 following the 2013 through 2014 drought. Only minor impact from the Halloween flooding. San Marcos System Was stable throughout the drought with relatively minor impacts relative to the Comal system. Memorial weekend flooding Impacts minor upstream of I35 Summer time Impacts associated with targeted recreation Magnified in designated areas as designed. Relieves pressure in key habitat areas. Halloween flooding Severe impacts to habitat and species as documented. Will be interesting to track recovery in 2016.
