2 Inverter Resource Performance Task Force was formed to address the loss of solar generation during momentary frequency and voltage excursions. Inverters have been tripping and blocking their output during sustainable ride-through conditions. During the California fires event, solar inverters erroneously sensed an instantaneous frequency drop of 57 Hz and then instantaneously tripped. Solar inverters were also blocking during a 3-cycle duration voltage dip. Manufacturers were able to remedy this by implementing changes to their inverter settings and adding a time delay. This is mostly complete in California on BES-connected solar plants MW was lost that day, but 7200 MW of nameplate solar was exposed! PRC-024 also being revisited, to make sure that the no-trip zone for ALL generation, including inverter-connected generation, is clearly articulated within the Standard. 2
3 The other eye opener in 2017 was recognizing that inverter connected wind generation is also susceptible to tripping. Several occurrences of this in ERCOT. Also was the cause of the SW Australia blackout. Multiple voltage dips within a set timeframe can cause a trip. So can loss of aux power to critical systems in wind turbines. A NERC Alert and data collection for solar generation helped correct the solar generation issues. May need a NERC Alert for wind generation issue also- so far just a Lessons Learned has been issued 3
4 Why? About 27,000 MW of wind generation exists in the Midwest: 4
5 The NERC Report on Potential Bulk Power System Impacts Due to Severe Disruptions on the Natural Gas System was also just completed in Key Findings and Recommendations include: Service disruptions to gas supply are riskier in the outskirts (New England, Southern Cal) as compared to OK, TX and LA where the pipeline network is highly interconnected. Aliso Canyon had exceptional risk, not very typical: Was not located on an interstate pipeline. Significant ramping requirements due to variable generation. There is reduced oil backup on generation due to environmental restrictions. 18 out of 24 clusters of gas-dependent generators studied (2000 MW within 200 mi radius) experience transmission challenges during an extreme event. 5
6 The NERC Report on Potential Bulk Power System Impacts Due to Severe Disruptions on the Natural Gas System was also just completed in Key Findings and Recommendations include: There is presently a decline in the number of dual fuel units- many new projects are foregoing the added cost of developing dual fuel capability lessening its use as a mitigation strategy. The Department of Energy (DOE) should have the Energy Information Administration (EIA) collect data that quantify and assess the use of dual fuel storage for natural-gas-fired generation and whether that storage has inventory. Pipeline systems should be planned with the equivalent of N-1 to assure deliverability in the event of a pipeline, LNG, or storage outage. (Presently considered an extreme event in TPL-001-4). 6
