Funded by: Oklahoma Water Resources Board (OWRB) Treatment Plant Regulated by: ODEQ & EPA Grove Municipal Services Authority owns and operates the City s Sequential Batch Reactor (SBR) Wastewater Treatment Plant. The Wastewater Plant is currently in the process of a $1.99 million dollar expansion project that began on September 1 st There are 3 major projects included within this project. 1. Class A Biosolids Compost Facility The Compost work area is 125 X 320 ; the compost method that is being implemented will be the windrow method to produce a Class A finish product. Composting is a microbiological aerobic process that consists of a 1:1 ratio mixture of Biosolids and woodchips as a carbon source medium. The static windrow will produce an internal thermophilic temperature high enough to cause the destruction of pathogens that are potentially harmful to human populations. Temperatures within the static windrow will be maintained at 55 degrees C (131 degrees F) for 3 days. There will be a minimum of five turnings of the windrow during the process while the minimum temperatures are maintained after each turn. An additional turn or two is recommended to provide insurance in meeting the minimum requirements and provide for a better product.
13 To put the size of a windrow in perspective, a typical windrow dimensions will be 5 feet in height, a base of 10 feet in width and a length of 100 feet long. To achieve Class A Compost from Biosolids, there are stringent guidelines for process control parameters, record keeping and reporting to the proper agencies. The Class A product can be utilized by GMSA, or the City of Grove on right of way repairs, as a soil amendment, Park areas, Golf Courses etc A Class A compost can be utilized without the need to document where the finished compost will be used. We currently have a local farmer that wants all of our compost produced for the next 3 4 years. The compost will be used as a soil amendment for his farm land. However, we will keep 10% of the product that we produce for public education on the benefits of compost use and to be given away to the public for general compost use. Weather permitting, comprehensive compost training for our staff is tentatively scheduled to begin November 30 th, The addition of a third Sequential Batch Reactor The third SBR will be identical in size and operating equipment as the existing SBR s that are currently operating at the wastewater plant. The addition of the third SBR will increase the treatment capacity of the treatment plant by 33%, and depending on plant flow rates, it could also increase the production of waste activated sludge by the same margin. The addition of the third SBR will be beneficial to efficient plant operations as we will soon have the ability to take an individual SBR offline for yearly inspection and maintenance. Due to programming restraints in the SCADA system, we currently do not have that ability. 3. The addition of 2 Belt Filter Presses A 2.0 meter Komline-Sanderson belt filter press was included as part of the original construction of the wastewater treatment plant. However, due to budget restraints in the original Phase I project, the K-S belt filter press was cut and a 30 cubic yard capacity sludge dewatering box was put into operation in its place.
14 We will be installing 2 -Aeromod 1.2 meter BFP s. It was determined by the City staff and Engineer that the placement of 2 smaller belt filter presses would be more beneficial and cost efficient to our operation than just one large belt filter press. This gives us the flexibility to operate one press at a time and if production calls for it, we can put both BFP s online simultaneously. One other benefit of having 2 BFP s operational is; during equipment maintenance or during the possible breakdown of a unit, we will still have the ability to be operational with a backup BFP. It will be standard operational practice to alternate each BFP as they are used. In addition to the Belt Filter Presses, we will also be installing a Serpintix conveyor belt system to deliver the pressed sludge from inside the sludge processing building to a dump truck outside the building.
