1 POLICY TITLE: JOB DESCRIPTION WASTEWATER OPERATOR SERIES Wastewater Operator-in-Training I POLICY NUMBER: 2435 Definition This job series description includes the entry level through journey level wastewater operator positions for the Mt. View Sanitary District. This series is a career advance series, allowing employees to progress from Wastewater Operator-in-Training to I upon demonstrating satisfactory performance and obtaining the required minimum experience, license and certification. Positions within this job series inspect, operate, and maintain the District's wastewater collection, wastewater treatment, and recycled water facilities including pumps, screens, wells, primary, secondary, tertiary, and solids treatment processes; assume responsibility for daily operational controls and monitoring of wastewater processes including maintaining appropriate records and logs. Distinguishing Characteristics The use of respiratory equipment (including self-contained breathing apparatus (S.C.B.A.)) may be required for this position. Therefore, the Wastewater Operator-in-Training, Wastewater Operator I, and I will be required to be free of facial hair that would interfere with the use of a respirator for annual fit tests and for any occasion which requires the use of respiratory equipment to comply with the District's respiratory program and Cal/OSHA standards. Wastewater Operator-in-Training This is the sub-entry level class in the Wastewater Operator series and is distinguished from higher level classes in that incumbents are expected to have virtually no experience or technical knowledge in the area of wastewater operations. Positions in this class are responsible for learning and performing all aspects of the operation of a wastewater treatment plant, collection system, and water reuse facilities under the immediate supervision of higher level positions in this series. This is the entry level class in the Wastewater Operator series and is distinguished from the I level by a more limited ability to perform the full range of duties as assigned. While positions in this class do have prior operator experience, they are not expected to apply the full range of specific policies and procedures unique to the District's collection system, treatment plant and water recycling/reuse operations. I This is the journey level class in the wastewater Operator series and is distinguished from the level by the ability to perform the full range of duties assigned with minimal supervision and by having a working knowledge of specific policies and procedures unique to the District's collection system wastewater treatment plant and water recycling/reuse operations. Positions in this class may supervise, assign, train and review work of subordinate Approved: June 10, 2010 Page 1 of 6

2 staff for operating and maintaining the collection system, wastewater treatment plant, water reuse facilities, and wetlands.; Supervision Received and Exercised Wastewater Operator Trainee Receive immediate supervision from the Wastewater Operations Supervisor. Technical supervision may be provided by higher level positions in the Wastewater Operator series. Receive general supervision from the Wastewater Operations Supervisor, and functional and technical supervision from higher level positions in the Wastewater Operator series. I Receive general supervision from the Wastewater Operations Supervisor. May exercise technical supervision over and provide technical training to subordinate positions in the Wastewater Operator series. Examples of Essential Duties Duties may include, but are not limited to, the following: Inspect, operate, and maintain the District's wastewater facilities including collection system piping and pumping systems, primary, secondary, tertiary, water recycling and solids treatment processes. Inspect wastewater equipment; report any failures or operating difficulties to appropriate staff; initiate work order for equipment repairs, and perform repairs as appropriate. Read meters, gauges, charts, and instruments; interpret the meaning of various indicators and make appropriate adjustments as necessary. Operate and monitor a variety of wastewater equipment, including vacuum trucks, truck mounted hydro - flush units, collection system and treatment facility pumps, screens, clarifiers, biofilter, biotower, centrifuge, gravity sludge thickener, sludge digesters, boilers, air compressors, sand filters, control systems (PLCs, SCADA systems, etc.), ultraviolet disinfection, co-generation, valves and other appurtenances, by hand or through automatic controls. Perform routine adjustments and maintenance of wastewater equipment. Handle multiple hazardous chemicals. Maintain appropriate records and logs. Perform flushing and cleaning of decks, channels, screens, wells, wet wells, weirs, and collection system pipelines and manholes. Perform operational functions, including sampling of wastewater, scum, grit, sludge and other materials at established times; standardized testing; various process changes; flow and pumping frequencies; process observations; meter, gauge and chartings; record keeping and other duties performed by operators, and report any operating difficulties or failures. Transport equipment and materials throughout the plant, operate a backhoe/loader; load and unload materials, supplies and equipment; and assist in the storage and transfer of chemicals. 3 Use common hand and power tools; drive a motor vehicle in the performance of the work. Utilize complex valving schemes and flow patterns specific to a variety of treatment processes. Respond to emergency calls for sewage stoppage and cleanup of overflows and report sanitary sewer overflows to proper authorities per District policy Perform routine and proactive maintenance all wastewater and water recycling/reuse facilities. Maintain District facilities in a neat, clean and sanitary condition by cleaning, sweeping, hosing down, and maintaining buildings and grounds, equipment, piping, valves, etc.; Use a variety of safety equipment such as: self - contained breathing apparatus, oxygen, toxic, explosive monitoring equipment meters, and equipment necessary to complete work in hazardous atmospheres and/or confined spaces. Perform related duties as required. Minimum Qualifications Wastewater Operator-in-Training Knowledge of: Basic wastewater treatment principles, methods, and practices. Safety hazards and appropriate precautions applicable to work assignments. Ability to: Intermittently sit at desk while computing results of tests and making log entries; stand while obtaining samples; walk, bend, squat, climb, and kneel while checking equipment; perform simple and power grasping, pushing and pulling, fine manipulation; routinely lift or carry weight of 25 pounds or less; and occasionally lift or carry weight of 50 pounds or less. Learn, use, and operate a variety of wastewater treatment plant and collection system equipment. Learn and perform routine wastewater sampling and control test procedures. Understand and follow oral and written instructions. Learn and observe safe work practices. Learn to safely perform stops, starts, and isolate equipment as required for repairs following District s lock out tag out procedures. Learn and observe all appropriate safety precautions as required by the District including, but not limited to, Cal/OSHA General Industry Safety Orders, the District's Respiratory Protection Program, the Personal Protective Equipment policy, and District Safety Directives. Work on-call, weekends, and holidays as assigned. Special Physical Requirements: May be required to respond in an emergency. Must be able to hear audio alarm and/or see flashing alarm lights. May be required to work in confined spaces. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. 4 Experience: No experience required. Education: Equivalent to completion of the twelfth grade. Licenses and Certificates Must possess a California Wastewater Treatment Plant Operator-in-Training Certificate or be able to obtain one within three months of appointment. Possession of a valid California Driver's License. Must be able to obtain a class B California driver s license within three months of appointment. Employees hired after June 10, 2010 must be able to obtain a Grade II Wastewater Treatment Plant Operator Certificate issued by, the State of California Water Resources Control Board s Office of Operator Certification (OOC) within three years of appointment as a condition of continued employment beyond three years. In addition to the qualifications for Wastewater Operator-in-Training: Knowledge of: Modern wastewater treatment principles, methods, and practices. Operation of biological and physical processes. Operation and maintenance procedures of wastewater controls and equipment Routine wastewater sampling and control test procedures. Basic principles of mechanics, electronics, and hydraulics Applicable state and federal regulations and requirements for wastewater treatment and collection system operation and discharge. Safe working practices pertaining to work within a treatment plant facility. Safe working practices pertaining to work within a collection system and pump station facility. Ability to: On a continuous basis analyze the performance of equipment and the chemicals used, know equipment functions, observe equipment and facilities, remember procedures, and understand the plant process and how the equipment operates. Intermittently identify what equipment is working, interpret and problem solve cause of equipment malfunctions, and explain status to employees and supervisors. Clean and provide minor maintenance and adjustment of equipment. Recognize and report unusual, inefficient, or dangerous operating situations. Learn to interpret standardized process control tests and adjust wastewater equipment accordingly. Maintain basic records of wastewater operations and prepare written and oral reports of work performed. Use computer. Approved: June 10, 2010 Page 4 of 6

5 Employees hired into the Wastewater Operator 1 position after June 10, 2010 must be able to obtain a Grade II Wastewater Treatment Plant Operator Certificate issued by, the State of California Water Resources Control Board s Office of Operator Certification (OOC) within two years of appointment as a condition of continued employment beyond two years. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: One year of experience in the operation of a wastewater treatment plant and collection system or one year of employment in a position comparable to the Wastewater Operator-in- Training class in the District. Licenses and Certificates Must possess a Grade I California Wastewater Treatment Plant Operator Certificate. I In addition to the qualifications for : Knowledge of: Safety rules, codes, and regulations pertaining to work within a treatment plant and collection system facility. Methods and precautions in storing and handling hazardous gases and chemicals such as lime, ferric chloride, chlorine, and methanol. Methods of operating centrifuge, biofilter, biotower, gravity sludge thickener, boiler, furnaces, ultra-violet disinfection, stand-by power, and gas turbine co-generation. Ability to: Operate wastewater treatment plant and collection system equipment including automatic control devices without immediate supervision. Interpret standardized process control tests and adjust wastewater equipment accordingly. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years of experience in the operation of a wastewater treatment plant or one year of employment in a position comparable to the class in the District.
