1 NORTH TAHOE PUBLIC UTILITY DISTRICT JOB DESCRIPTION WATER QUALITY TECHNICIAN GENERAL PURPOSE Under general supervision perform a variety of technical and general water quality analyses involved in water quality compliance with federal, state, and regulatory agency reporting. Performs reading of District water meters including processing, interpretation, and associated reporting; performs inspections, educates customers, and responds to customer concerns; analyzes a variety of water related data; responsible for monitoring, inspecting and investigating backflow protection units on a continuing basis. Responds to sewer and water concerns. SUPERVISION RECEIVED Works under the general guidance and direction of the Utility Operations Manager. SUPERVISION EXERCISED None generally. May exercise direct supervision over other clerical and technical personnel including temporary or other staff, as assigned, and maintenance staff for the purpose of reading and repairing certain meters. DISTINGUISHING CHARACTERISTICS This is a journey level class performing a variety of tasks pertaining to the technical and general water quality analyses involved in water quality compliance, District water meter reading, processing, interpretation, and reporting. ESSENTIAL DUTIES AND RESPONSIBILITIES (Illustrative Only) Ensures safety of the water supply by obtaining and occasionally delivering samples to the laboratory; maintains schedules to meet federal, state and local requirements. Obtains water quality samples at source, and in the distribution system for all federal and state agency mandated water quality sampling. Oversees water sampling programs and monitors results to insure compliance with all applicable regulatory agencies; maintains compliance documentation. Prepares and files reports with appropriate regulatory agencies; prepares analyses report of monthly water system production, sewer flows, and water loss. Administers meter testing program.
2 Investigate water quality complaints and/or excessive water usage from the public. Responds to customer concerns regarding sewer matters. Performs monthly reading of water meters and related processing, interpretation and verification of meter read accuracy for District s billing system. Issues work orders for the repair and/or replacement of improperly registering or non-functioning water meters to include associated appurtenances. Maintains records for new meter installations and meter change-outs using computer software, written records, and card files. May remove and/or repair water meters; turn on and turn off water services. Updates backflow device accounts and maintains backflow device files; physically conduct field inspections. Advise contractors, property owners, landlords and facility supervisors of backflow installation and testing requirements. Review results of backflow prevention device tests to ensure proper testing. Write, review, analyze and prepare a variety of records, reports, correspondence and other data. Maintain records, compile data, generate reports and provide documentation to regulatory agencies as required. Perform technical research to maintain compliance with new rules, regulations, policies and procedures; keep other employees updated and informed of changes. Provide information and resolve moderately complex complaints which regularly requires the use of judgment and the interpretation and application of policies and procedures. Research, compile and summarize a variety of informational or statistical materials from multiple sources; prepares a variety of studies, reports and related information for decision-making purposes and special projects. Performs related duties as assigned. PERIPHERAL DUTIES Attend seminars and workshops related to operational and maintenance practices of water distribution systems, backflow and water quality compliance. Maintains records and notifications for department staff regarding educational opportunities and state mandated certifications. 2
3 Provides clerical support within the department or division and may assist other departments or management staff as needed; backup for answering Alarm Board and checking alarm status on SCADA. Prepares work orders for department as needed. May represent the District at various meetings and functions. Operate a vehicle to carry out assigned duties. MINIMUM QUALIFICATIONS Knowledge of: A. Techniques involved in taking water samples, testing methods and performing related tests. B. Operational and maintenance practices of water distribution systems, water treatment, and hydraulics. C. Principles of Cross-Connection Control (Backflow prevention). D. Basic mathematics to include some Algebra and Geometry. E. Basic tools, equipment, materials and procedures used in utility meter maintenance, repair and testing. F. Safe work practices. G. Pertinent federal, state, and local laws, codes and safety regulations. H. Skill in operation of tools and equipment listed below. I. Working knowledge of computers and computer software such as word processing, spreadsheets, and inter-relational databases; modern office practices and procedures. Ability to: A. Ability to analyze and interpret the results of a variety of laboratory tests of water. B. Maintain accurate records and prepare appropriate reports. C. Research and learn new rules, regulations, policies and techniques. D. Communicate clearly and concisely, both orally and in writing. E. Physically collect water samples and investigate water quality complaints in the field. F. Deal tactfully with contractors, property owners and management companies as needed. G. Work independently with little or no supervision. H. To work in inclement weather. Education and Experience: Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: 3
4 A. Graduation from a high school or GED; an Associates Degree or Water Treatment Certification or Distribution Certification is highly desirable but not required, and B. A minimum of at least two (2) to three (3) years of related experience in backflow prevention, water distribution systems, including water sampling, water treatment, backflow prevention assembly testing, or closely related area. Licenses Required: Possession of a State of California or Nevada driver s license along with a driving record acceptable to the District and the District s insurance carrier. Possession of or the ability to obtain within eighteen (18) months of hiring date, a Water Distribution Grade I Certificate. Possession of a Backflow Specialist s Certificate is optional. TOOLS/EQUIPMENT USED Personal computer, including word processing, spreadsheet, and database software, 10-key calculator, phone, cell phone, fax and copy machines, Read-One-Pro, Mobile collector, hand held chlorine analyzer, air tank, digging bar, assorted valve keys. 5 The noise level in the work environment is usually quiet, but can be moderately noisy depending on specific location. While performing the duties of this job, the employee is occasionally exposed to dust, pollens, and fumes.
