Box 945, Pryor, OK, The Solae Company, Pryor Plant, P.O. Box 248, Pryor, OK Pryor Industrial Conservation Corporation (PICC), P.O. Box 578, Pryor, OK OOWA: OOWA is a Publicly Owned Treatment Works (POTW) located in the Mid-America Industrial Park in the SE¼, Section 10, Township 20N,, Mayes Co., Oklahoma. Under the Standard Industrial Classification (SIC) Code 4952, the applicant treats industrial and sanitary wastes from industries located in the Mid-America Industrial Park. Solae: Solae produces soy protein isolates and related intermediate products from soybean flakes under Standard Industrial Classification (SIC) Code 2075, located in the Mid-America Industrial Park in the NE¼, SE¼, SE¼, Section 9, Township 20N,, Mayes Co., Oklahoma. The applicant treats process wastes from the production facility at a wastewater treatment plant located in the NE¼, SW¼ and the NW¼, SE¼, Sec tion 10, Township 20N, Range 19EIM, Mayes Co., Oklahoma. PICC: PICC operates a discharging wastewater treatment system providing supplemental treatment for process wastewater from the Georgia-Pacific and NGC Industries paper plants in the Mid- America Industrial Park, plus treated and disinfected domestic wastewater from the Georgia- Pacific plant. OOWA and Solae operate separate wastewater treatment facilities and have individual permits but both share a single outfall pipeline to the Neosho River. PICC operates another wastewater treatment facility which discharges at a point approximately one mile above the combined OOWA/Solae discharge. 1
2 The Oklahoma Department of Environmental Quality has evaluated a revised proposed waste load allocation that could be discharged by OOWA, Solae, & PICC into the Neosho River in Mayes County in the Lower Neosho watershed. The waste load allocation was determined by conducting a study to determine the maximum amount of pollutants in treated wastewater that can safely be discharged into a water body without adversely affecting its quality. The study was necessary due to a request from OOWA to increase the amount of wastewater discharged and the previous inclusion (now removed) of Neosho River on Oklahoma s impaired waters list. Currently the Neosho River is listed as a Category 2 River in the draft 2006 Integrated Report. This category means that the river is attaining some of its designated uses; no use is threatened; and insufficient or no data and information is available to determine if the remaining uses are attained or threatened. The Oklahoma Department of Environmental Quality, along with the U.S. Environmental Protection Agency (EPA), has evaluated the Neosho River study conducted by a consultant to OOWA to develop the recommended maximum amount of pollutants that may be discharged into the Neosho River and still maintain the quality of the river: OOWA Point of Discharge - Outfall 007: Latitude: 36-13'-13" N Longitude: 95-16'-01" W SE/SW/SE, Section 10, Township 20N, Design Flow: Summer Limits (Jun Oct): 4.6 million gallons per day (MGD) 697 pounds per day (lb/day) 5-day carbonaceous biochemical oxygen demand (CBOD 5 ) 2138 lb/day total suspended solids (TSS) Seasonal Limits (Nov-May): 1584 lb/day BOD 5, 2138 lb/day TSS Year round (June May): Fecal coliform: 200 organisms/100 ml monthly geometric avg and 400 organisms/100 ml daily max Solae Point of Discharge - Outfall 004: Latitude: 36-13'-25" N Longitude: 95-16'-03" W NW/SE/SE, Section 10 Township 20N, Design Flow: 3.3 MGD Summer Limits (Jun Oct): 1670 lb/day CBOD 5, Seasonal Limits (Nov-May): 3795 lb/day BOD 5, 2
