The District s nickel variance expired at the end of June 214 and due to opposition from U.S. EPA was not extended. A single exceedence of NPDES permit limits occurred in August for nickel. Mr. Kluge continues to work with USEPA, IEPA and District consultants to resolve this issue. Activities The final Illinois Nutrient Loss Reduction Strategy was released July 21 st. Staff are reviewing the strategy and evaluating the potential impacts to the District and the effects it may have on the pending NPDES permit renewal. A copy of the strategy has been included in the board packet. We continue to coordinate operational activities to facilitate the construction of the Digester Mixing, Odor Control and Sludge Thickening projects. Work is scheduled to begin on the Diffuser Replacement project the week of September 13th. Jeremy Long, Keith Richard and I attended the IWEA Nutrient Removal workshop held in Addison, IL on September 3rd. The workshop focused on nutrient removal facilities, process optimization for capacity and performance, wet weather treatment, tertiary and advanced treatment, solids processing and disposal facilities, disinfection systems, emerging contaminant removal technology and microbial research happening in the field of enhanced biological phosphorus removal.

Jarvis SUBJECT: Laboratory and Pretreatment Activities for August 215 Laboratory Activities A total of 1,898 analyses were performed in the laboratory during the month of August. Routine: Monitoring of treatment plant, industrial users, and receiving stream samples for compliance purposes and process monitoring continued. Laboratory personnel continued to perform additional background nutrient monitoring in preparation for anticipated permit limits to assist with process design. Non-Routine: 1) A sample was collected from the wet well at the Lake Shore Drive pump house to investigate a gasoline odor in the building. Testing determined that the sample contained approximately 5 mg/l of ethanol. Follow-up targeted sampling was performed to pinpoint the source of the ethanol contamination. Two of the follow-up sampling locations each contained approximately 3 mg/l of ethanol. Further testing will be performed to determine if ethanol is regularly entering the sewer system. 2) The quarterly sampling of the influent, effluent, and sludge to Wyckles was performed. 3) The comparison study for E. coli versus fecal coliform continued and data was collected for the entire month of August. The data was very consistent with the data collected in July, again demonstrating that our current disinfection program effectively reduces E. coli levels in the final effluent to levels well below the E. coli limit proposed by the EPA. The E. coli levels remained consistently low, even on days with elevated fecal coliform levels. 4) The four-year river study with Eastern Illinois University continued in August. Water samples from all six field sites were analyzed for nickel content. The nickel levels were elevated downstream which was expected since there was little to no flow coming from Lake Decatur. 5) Lab staff participated in the RCPP partner meeting about the upcoming BMP Implementation for Nutrient and Sediment Loss Reduction in Macon County project. The SDD lab will be providing in-kind analytical support. The project s first in-field bioreactor to remove nitrate from tile drainage will be installed this fall in the Friends Creek Watershed. The SDD lab will be testing influent and effluent samples from the bioreactor for nitrate

6 levels weekly when the field tile is flowing, typically December through June. Groundwater monitoring wells will also be installed as part of the project and will require biweekly sample analysis. After the project is fully implemented with multiple bioreactors and several sets of monitoring wells, the SDD lab will be analyzing approximately 4-5 samples per year for the five year duration of the project. Pretreatment Activities Verbal Notices We issued a Verbal Notice to Archer Daniels Midland Company (ADM) on August 1, 215, because they discharged wastewater with an average nickel load in excess of their monthly average limit of pounds per day. We issued a Verbal Notice to Prairie Farms Dairy on August 27, 215 because they exceeded their daily maximum limit for total fats, oils, and grease on August 19, 215. Warning Notice We did not issue any Warning Notices during August 215. Notice of Violation We did not issue any Notice of Violations during August 215. Executive Orders We did not issue any new Executive Orders during August 215. Penalty Assessment We did not assess any industrial penalties during August 215. General Activity 1) We monitored thirteen industrial users (IU) and we performed seven industrial user inspections during August ) I continued to work on a new pretreatment ordinance for the SDD that satisfies the federal requirements to implement the Pretreatment Streamlining Rule changes. 3) We investigated a strong gasoline odor and high LEL in the Lake Shore Drive Pump Station during August and, while we were not able to identify the source of the gasoline odor, we determined that there was ethanol in and going into that pump station. 4) We received a permit application from ADM s research facility during August. The application was lacking a lot of required content so I have been preparing a letter to send back to ADM with the application. 5) We sent a permit application package to ADM Railcar Repair during August because their current permit is due to expire soon.

7 6) We received a wastewater haulers permit application from Hi-Tech Industrial Services for a permit to haul industrial wastewater to the SDD, but their application was incomplete and I told them we do not permit the hauling of industrial waste, only domestic septage and grease trap waste. 7) We sent wastewater haulers permit renewal applications to seven of our permitted wastewater haulers during August because their permits are due to expire in September. We received applications back from K & M Portable Toilets and the City of Decatur Municipal Services department.
