Interactions of Surface Water and Groundwater in the Danube River Basin Andreas Scheidleder 23 April, 2015
Structure of presentation GW governance within the ICPDR Importance of Groundwater in the Danube Basin Bankfiltered water Joint Danube Survey, JDS-3 WFD Aspects - Groundwater Associated Aquatic Ecosystems
Coordination Mechanisms Danube River Protection Convention Danube basin level (e.g. Danube RBM Plan) Sub-basin level (e.g. Tisza, Sava) National level Rules, procedures, templates Public participation Heads of Delegation Secretariat 8 Expert Groups Task Groups (e.g. GW) 23 Observer organisations European Union 20 legislations 16 languages 11 EU Member States 8 Non EU Countries 15 Contracting Parties Access to information
Groundwater Task Group Groundwater Task Group established in 2004, meets 2 x per year. Platform for transboundary harmonisation. Supports international co-ordination and transboundary harmonisation of Water Framework Directive implementation. Deals with GW related issues of Danube Basin-wide concern. Establishes harmonised criteria, procedures and templates which are also used in Danube Sub-basins (Tisza, Sava) Enables intensive dialog - exchange of experience, best practice, data, information. GW Guidance Document transparency of principles and decisions.
11 Groundwater bodies of basin-wide importance Criteria Transboundary Important due to: Size: GW-body > 4,000 km²; or Various criteria: e.g. socio-economic importance, uses, impacts, pressures, interaction with aquatic eco-system. Criteria need to be agreed bilaterally.
Importance of Groundwater in the Danube Basin Drinking water abstraction by source Population served by source (in Mio) 72 % 28 % 59 Mio 5 16 Surface water Groundwater unknown Data coverage: 99% of the Danube River Basin (13 countries)
Importance of Groundwater in the Danube Basin Data coverage: 99% of the Danube River Basin (13 countries)
Bank filtration abstraction
Inventory of Bank filtration abstraction Inventory of most important and largest bank filtration abstractions directly along the Danube River ( more than 40 locations in eight countries). more than 4 Mio people are actually served. About 5 Mio additional people can be supplied with drinking water from these abstractions. Inevitable to raise awareness that any pollution of surface waters can potentially affect the quality of water that many people drink.
Joint Danube Survey, JDS-3 Emerging substances in surface and groundwater Florian R. Storck, Doreen Richter, Heinz-Jürgen Brauch Samples were analysed for 49 compounds 68 sites surface water 10 sites GW / bank filtrate (public water supplies) 4 field blanks
N-Acetyl-4-aminoantipyrin (pharma metabolite) Pollution of tributaries in the lower catchment: conc. up to 960 ng/l in Iskar, Jantra, Russenski Lom, Arges Load of tributaries is small compared to the Danube AAA not detected in GW (removed by bank filtration)
Acesulfame (artificial sweeteners) High concentrations in tributaries, esp. in lower catchment Detected in several GW (bank filtration) sites
Conclusions A number of emerging substances was detected in abstraction wells at bank filtration sites (amidotrizoic acid, iopamidol, acesulfame, benzotriazole or carbamazepine which are known to be quite persistent in the aquatic environment and which are mostly not completely retained by bank filtration). Concentrations in the abstraction wells were mostly below 0.1 µg/l for most substances. An exception was the artificial sweetener acesulfame which occurred in concentrations up to 1.1 µg/l in the Danube and was detected in most bankfiltered abstraction wells with a maximum concentration of 0.45 µg/l. Any future increasing pollution of the Danube and its tributaries with compounds obtaining similar properties like acesulfame, especially when they are harmful, must be prevented.
Water Framework Directive (WFD) Definition of good groundwater chemical and quantitative status Annex V 2.3.2: The concentrations of pollutants in a GWB......are not such as would result in failure to achieve the environmental objectives specified under Article 4 for associated surface waters nor any significant diminution of the ecological or chemical quality of such bodies nor in any significant damage to terrestrial ecosystems which depend directly on the groundwater body Annex V 2.1.2: Level of GW not antropogenically altered to result in failure to achieve the environmental objectives specified under Article 4 for associated surface waters Annex II 2.2:... an inventory of associated surface systems, including terrestrial ecosystems and bodies of surface water, with which the groundwater body is dynamically linked
