The Mayor s vision for London s waste Andrew Richmond Policy and Strategy Manager Energy and Waste Greater London Authority
Our role Work to meet and take advantage of London s demographic challenge Create the environment for an Age of Enterprise Stimulate large infrastructure projects e.g. Northern line extension Help adapt our city to more extreme weather events Increase energy supply, not CO 2 emissions Maintain our enviable quality of life and continue to make London the World s Best Big City Two waste strategies and a spatial development strategy.
London's waste position London generated 15 million tonnes of waste in 2012 Forecast to produce 16.5 million tonnes in 2031 CDE HH 23% 46% 30% 55% How waste is managed now and our target for % 90% 80% 70% 60% 50% 40% 8% 19% 17% 20% 80% Other Landfill Thermal Recycling C&I 31% 20% 10% 0%
London s municipal waste governance arrangements 4
London s household recycling and composting services
London's municipal waste story
London's waste resource London's total waste bill estimated at 2 billion each year of which more than 720 million comes from London s councils. We estimate 200 million of savings could be achieved by London s councils. Estimate 90m saving through optimal material management Estimate 110m saving through efficiencies In addition to making significant CO 2 savings - optimising the treatment of non-recycled waste can also provide enough heat and electricity for more than 260,000 homes. Source: GLA Municipal and Business Waste Strategy 2011; GLA forecast modelling, London Councils key challenges to waste 2014
Targets 60% CO 2 savings on 1990 levels by % of London s energy to come from DE sources by % recycling municipal by 2020, 70% for C&I waste Zero municipal waste direct to landfill by 2025 Challenges London will need infrastructure to manage 16.5 million tonnes of waste per year by 2031 Increasing proportion of high density housing Focus on weight based recycling targets performance flat lining
Focus on value and carbon Material /tonne Tn CO 2 eq saved/tonne recycled News and pams Clear glass Aluminium HDPE (natural) bottles Textile banks Source: letsrecycle.com Jan 2014; WRATE
Shifting the focus the Mayor s Emissions Performance Standard Setting a lifecycle CO 2 equivalent emissions performance standard (EPS) for London s local authority waste management to work towards Focus on reusing and recycling high embodied carbon materials Low carbon efficient energy generation from waste remaining Setting a minimum CO 2 equivalent emissions performance for energy generated from waste ( carbon intensity floor ) Low carbon efficient energy generation from non-recycled waste (CHP) Providing the energy market with low carbon fuel

Indicative requirements to meet the carbon floor
Current/Potential CHP projects Veolia s SELCHP: heat network implemented 2013 serving Southwark Estates. Network expansion under development The NLWA s Edmonton EfW: heat network development business plan led by the Lee Valley Heat Network, a North London Borough initiative Grundon s Lakeside EfW: investigating heat off-take potential towards London supported by GLA Viridor s proposed Beddington EfW project: a London Borough of Sutton ESCo initiative to build and operate a Sutton-wide heat network. GLA supporting the energy master planning for the Hackbridge area and the heat network technical procurement. Cory s Riverside Resource Recycling EfW: energy master planning with the London Borough of Bexley and the GLA
Catalysing waste infrastructure London Waste and Recycling Board Legislated for in the Greater London Authority Act 2007 Established September 2008 Eight Board members - the Mayor is the Chair Required to act in accordance with the Mayor s Municipal Waste Strategy and in general conformity with the London Plan 77 million to invest in waste infrastructure (of which 58m committed) Major delivery vehicle
Decarbonising the transport network Used Cooking Oil (UCO) to Biodiesel London produces between 32 and 44 million litres of UCO each year 20 to 28 million litres is considered easily obtainable London s buses use 230 million litres of diesel each year emitting approximately 600,000 tonnes of CO 2 London produces sufficient UCO to replace 10% of the London bus fleet s fossil fuel requirement The Mayor would like to see UCO to biodiesel infrastructure built in London.
GLA Programmes Energy Master Planning - support for developing heat networks Funding Opportunities LEEF, LWARB, Green Investment Bank, European Funding Infrastructure Investment Plan 2050 Climate Change and Energy and Waste Strategies, London Plan Free CO 2 ready reckoner tool for waste activities
