10 Hill of Ochiltree wind farm development We are investigating the possibility of building a wind farm on land near Loch Ochiltree, west of the A714 and Bargrennan. The scheme is at the development stage and many aspects are still being investigated and so could change. These display boards provide an overview of the project, and we will be happy to answer any questions that you may have. 11 Why Hill of Ochiltree? The Hill of Ochiltree proposal was identified as a potential wind farm site following an extensive review of possible locations throughout the south west of Scotland. The site itself has good wind speeds and initial studies have found that there are no statutory designated or protected areas within the wind farm boundary that would prohibit development. Feasibility studies and consultation started at the beginning of 2006 and further survey work is ongoing at the proposed site. If built, the Hill of Ochiltree wind farm could provide enough electricity to meet the annual power needs of around 12,800 homes*. It would save over 25,500 tonnes of carbon dioxide emissions each year +. Developing a wind farm on this land would contribute to meeting the challenging renewable energy targets set by the Scottish Government and help tackle climate change. * Annual homes equivalent based on average domestic household consumption of 4.7 MWh (DTI report on domestic energy consumption 2004) + This figure is based on the Government s long term marginal plant figure of 430g CO 2 /kwh. Although it is very difficult to predict the exact benefit of a wind farm development, we can be certain that over the course of its lifetime, green electricity from a wind turbine will offset large amounts of CO 2 that would have otherwise been produced if that electricity had been generated using fossil fuels such as coal and gas.
12 Where would the wind farm be? The proposed site for the Hill of Ochiltree wind farm lies to the west of the A714 close to Loch Ochiltree. It is north west of the town of Newton Stewart and south west of the villages of Bargrennan and Glen Trool. Only a small percentage of the land would be occupied by the wind turbines and access tracks. The remaining land would be unaffected and could continue to be actively farmed. The location of the site is shown on the map. How many turbines would there be? Based on the current design, the proposed wind farm would consist of ten, three bladed, horizontal axis type turbines, each with an energy output of between 2MW and 2.5MW. The wind turbine tower could be around 75m tall and the rotor diameter around 80m. This would mean that the turbines could be up to 115m tall from the ground to blade tip. As this project is still at the development stage, the design and turbine specifications are only indicative. The final choice of turbine will be down to a competitive tendering process and the final design will depend on the results of the feasibility studies and further environmental assessments throughout the development process.
13 The planning process The planning process for a wind farm is long and rigorous. We work closely with all stakeholders with the aim of ensuring everyone benefits from a carefully planned wind farm. Current status Ecological and ornithological studies have been ongoing over the last fourteen months. These surveys have included breeding bird and bird flight line observations, bat surveys and mammal surveys. Landscape assessment work has been carried out to identify viewpoint locations and initial photomontages are presented here. Access to the site for construction traffic has been studied and work is ongoing. Archaeological features have been identified on the site and the layout has been designed to account for these. Hydrological surveys have also been undertaken and work is ongoing. An anemometry mast has been installed on the site for the measurement of speed and direction of the wind. Further detailed work is underway and will be presented in an Environmental Statement which will accompany the planning application. This information will be available to the public. 17 Environmental impact assessment We are working hard to understand the existing environment at Hill of Ochiltree. Independent consultants help us to ensure that we comply with EU and UK law by carrying out a number of comprehensive studies to guide the wind farm design. We will use information from the studies to create an Environmental Statement which will allow planning decision makers and authorities to understand the environmental impact of our proposal. The report, and a non-technical summary, will be available to the public. The team supporting the environmental process includes scientists, landscape architects, hydrologists, geographers, ecologists, ornithologists and engineers. We understand the environmental importance of the area and are committed to minimising the impact of our proposal whilst striving to create benefits for local communities and the environment.
