4 Approaches to the question of environment & strategy in U.C. AL - FAYHAA 1993 Audit and Strategy of UCF Financed by European Commission, World Bank/ Metap in co-operation with Medcities. Description of the Project : International (Spain, France, Egypt,Turkey) and local experts met together and carried a complete audit of 7 aspects of the 3 cities of UCF, followed by a draft Environment Strategy: Water, waste water, solid waste, air, energy, land use and environment management.
5 Approaches to the question of environment & strategy in U.C.AL - FAYHAA Audit and draft strategy results: - Gave a good idea about environment problems. - Was a basis to initiate many projects in Al Fayhaa on the priorities of the draft Environment Strategy: On solid waste: Planning of treatment and disposal, improvement of collection. Financing of equipments. On patrimony and cultural heritage: Assessment,Inventory of sites. On transport: Study of an Integrated Transport Plan On environment management: Observatory of Environment and Sustainable Development. On air quality: Laboratory on Air Quality. Diagnostic. Planning Air Quality Improvement.
6 Approaches to the question of environment & strategy in U.C.AL - FAYHAA Solid Wastes: Cooperation project started in 1994 with Medcities and supported by EC, called Tripoli-Mina Déchets with Barcelone and Marseilles. In 1995 Lattiquia and Limassol joined the initiative on solid wastes and the project became Demedor Description of the project : Study on best solution for disposal and treatment of Municipal Solid Wastes. Viability study of composting and incineration. Geographical study of best solution available for a discharge Study of recycling market of selective collection and municipal needs of collection equipment and containers.
7 Approaches to the question of environment & strategy in U.C.AL - FAYHAA Solid Wastes The World Bank supported the project & financed: A provisional landfill Procurement of machinery for the dump management like bulldozer,water truck,compactor Procurement of urban equipments for collection and street sweeping like hydraulic: trucks, containers
8 Approaches to the question of environment & strategy in U.C.AL - FAYHAA Patrimony and Cultural Heritage In 1994 Member of Medrihab Network of Medurbs program with Marseilles, Lisbon, Rabat, Anderlecht, Sousse and Wahran. Description of the Project : Co-operation between members to take care of Patrimony and Historical Heritage through Projects designed according to each city s need. A good catalog of the main sites was made. It was used to obtain financial support for some rehabilitation
9 Approaches to the question of environment & strategy in U.C.AL - FAYHAA Transport In 2001, Study of Environmental friendly integrated transportation plan for Greater Tripoli by JICA Results The study formulated 3 urgent transport projects for implementation during a 5 - year short term plan. The integration of the 3 projects will lead to the optimum solution of many transport problems and to the enhancing of natural and social Environment

However their inclusion in the strategy was a push towards strengthening political will and motivation in the concerned ministries
11 Approaches to the question of environment & strategy in U.C.AL - FAYHAA Air Quality: In 1999 was created with Medcities and UNDP support a Laboratory on Air Quality and an Air Quality unit with equipment for monitoring emissions and inmissions of pollutants. From 2002,Al Fayhaa is a partner in SMAP project with Medcities (Larnaca, Limassol, Tetouan and Barcelona) with EC support to make a diagnostic and a Plan of Air Quality improvement.
12 Approaches to the question of environment & strategy in U.C.AL - FAYHAA Environment Management In 1999, within a new environmental approach : The Tripoli Environment and Development Observatory was established in Al Fayhaa to know the actual state of environment and allow a quantified dialogue with National Authorities and City stakeholders and associations.

29 Approaches to the question of environment & strategy in AL - FAYHAA However : Such audit,although a strategic tool, has been only an environmental approach and El Fayha has many strategic social and economic challenges. So, an environment strategy has not obtained full political or citizens support and the environment strategic actions implementation has been difficult because they are not a clear city strategic projects So, the durability has not been reached except in some sectors. Such environmental approach was necessary but not enough.
30 The Al Fayhaa present situation Knows the actual state of its environment through Its observatory but its utilization as participatory tool of follow-up of the Environmental strategy is not reached. Has the view and the will to draw such strategy Has a long experience in international cooperation Has and ready to provide a lot of the city strategy required data on Environment & Development.
31 What is needed today for AL FAYHAA An integrated and holistic definition of the El Fayha sustainable development strategy that include not only the environmental issues but also economic and social ones. The DURABILITY and IMPLEMENTABILITY of this strategy needs big support of citizenship to the political will, through an ownership of the El Fayhaa citizens and stakeholders of this strategy. That means a process of elaboration very participative. Help from experts in pinpointing the basic elements and draw accordingly a strategy with the modern meaning of the word
32 City Development Strategy Is Al Fayhaa ready? At the TEDO s level ( 1 ) Most themes needed in the elaboration of the City Development Strategy are followed and updated 35 different Indicators related to seven Themes are updated and followed up Large and updated Data Base for 5 consecutive years A professional,experienced & motivated team

Municipal Solid Waste detailed data 6. Integrated Transportation Plan study 7. Recent School medical survey results 8. Residential public safety survey results 9. Follow-up of Cultural heritage project financed by the World Bank (Starting shortly )

35 Conclusion Environment projects in a town with big social and economic problems can not be implemented easily because environmental priorities are in concurrence with more important strategic challenges. Therefore It is absolutely important to draw a City Development Strategy The integration of environment in the activities and projects need not only the City Development Strategy but also in many cases need joint efforts & coordination with national authorities.
