(Tetra Tech) 1.0 Introduction This technical memorandum presents an assessment of the potential for leaching of pollutants from surface soils from seepage generated from the Dry Stack Tailings Facility or Waste Rock Storage Area associated with the proposed Rosemont Copper Project (Project). It is provided in response to the Arizona Department of Environmental Quality (ADEQ) Initial Hydrology Review Letter dated October 8, 2009, which identified 13 Technical Deficiencies requiring a response necessary to complete the review of the Rosemont Aquifer Protection Permit Application (Tetra Tech, 2009a). This technical memorandum directly responds to Technical Deficiency Item 8b 1 in the letter, which is provided in Attachment 1. The data used in this analysis includes baseline chemical analyses for 27 soil samples collected from nine (9) locations, ranging in depth from the surface (0 to 6 inches) down to a depth of 60 inches. The sample locations lie within or at the boundary of the estimated footprint for the Dry Stack Tailings Facility or Waste Rock Storage Area. Additionally, three (3) soil samples were derived from the alluvium and colluvium which overlie the Gila Conglomerate. These samples were tested using the U.S. EPA Method 1312 Synthetic Precipitation Leach Procedure (SPLP) to examine the potential for pollutant release from the native site soils (USEPA, 1986). 2.0 Bulk Soil Chemical and Physical Properties The nine (9) locations from which surface and subsurface samples were collected are shown on the Project site topsoil resource inventory map (Figure 1). The soils were primarily formed in alluvium or colluvium which overlies the Gila Conglomerate. The soil samples were analyzed for bulk soil chemical and physical properties, including texture (percent sand, silt, clay), nutrient content (organic matter, nitrogen, phosphorus), cation exchange capacity (CEC), and acid-base potential (ABP). Saturation paste extracts were also evaluated for ph, electrical conductivity (EC), and sodium adsorption ratio (SAR). The analytical laboratory reports for these analyses are provided in Attachment 2. In summary, the soils are mainly coarse-textured and exhibit chemical characteristics which are predominantly acid-neutralizing, as indicated by mostly positive or only slightly negative ABP values (average ABP = 76.2 T CaCO 3 /kt). The ABP range (-1.6 to 170 T CaCO 3 /kt) indicates an absence of significant mineralization in the soils which presumably should also contain low reactive metals concentrations. The nutrient and organic matter content of the soils are typical of shallow alluvial soils formed in an arid environment, and the values for ph, EC, and SAR indicate that the soils are classified as normal with respect to their salinity status (Brady, 1990). 1 Technical Deficiency Item 8b Submit the results of studies and modeling efforts to address the following components of the hydrologic study required in rule: R18-9-A202(A)(8)(b)(viii) An assessment of potential of the discharge to cause the leaching of pollutants from surface soils or vadose materials.

2 3.0 Soil Leaching Characteristics As a component of the Rosemont baseline geochemical characterization, three (3) soil samples were extracted using the SPLP to evaluate the potential for leaching of pollutants from the soils (Figure 1). Two (2) of the samples ( and AR ) were collected from the southeast portion of the proposed Open Pit footprint and consisted of alluvium and colluvium with similar characteristics to soils found within the proposed Waste Rock Storage Area footprint. A third sample (UAGH-GILA-01) was collected from the northeast portion of the proposed Waste Rock Storage Area. The analytical laboratory reports for this analysis are provided in Attachment 3. The results of the SPLP extractions are given in Table 1. One (1) of the samples ( ) contained naturally-occurring mercury which exceeded the AWQS standard of mg/l in the SPLP extract. Two (2) samples ( and AR ) contained naturally-occurring arsenic above the proposed AWQS of 0.01 mg/l in the SPLP extract; however, one (1) sample ( ) was below and one (1) sample (AR ) was above the current AWQS standard of 0.05 mg/l. Neither mercury nor arsenic were above the AWQS standard in the SPLP extract from the third sample (UAGH-GILA-01). The SPLP ph values also exceeded the upper AWQS standard (ph = 9.0) in the two (2) samples ( and AR ) reported. The remaining extractable metals concentrations were low, with beryllium, cadmium, chromium, copper, nickel, selenium, silver, thallium, and zinc present only at or below the reported detection limit concentrations (Table 1). 3 4.0 Conclusions The SPLP is designed to simulate the release of constituents from soils when subjected to natural precipitation, and uses an acidic extraction solution composed of nitric and sulfuric acid (ph = 5.0). The SPLP solution is therefore a more potentially-aggressive extraction compared to actual tailings fluid or waste rock seepage which might interact with soils at the Project site. The Rosemont tailings and waste rock are non-acidic by nature, as previously demonstrated by the near-neutral ph conditions associated with their leaching characteristics (Tetra Tech, 2007; Tetra Tech, 2009b). Regardless, arsenic and mercury, which are naturally-occurring in the soils, are sometimes present in laboratory extractions designed to simulate natural precipitation. Soils located in the vicinity of the proposed Open Pit have the potential to release higher concentrations of certain constituents (e.g., arsenic, iron, and sulfate), when compared to soils from the proposed Dry Stack Tailings Facility and Waste Rock Storage Area, due to natural mineralization present in the pit area. However, under actual field conditions, the leachate will be subject to additional natural dilution, dispersion, and attenuation processes, and therefore, it is unlikely that seepage from the Rosemont tailings or waste rock facilities will cause additional significant release of pollutants from Project site soils.
