5 TH Pacific water conference Sanitation & wastewater a pacific Solution Auckland, New Zealand Thursday 1 st November 2012 Presented by Billy Imar, Chief Executive Officer of EDA RANU, PAPUA NEW GUINEA
PAPER SESSION SEVEN: NON REVENUE WATER TOPIC: CHALLENGES OF WATER VENDING IN PERI-URBAN AREAS AND TRADITIONAL VILLAGES IN THE NATIONAL CAPITAL DISTRICT AND CENTRAL PROVINCE: (HANUABADA, POREBADA VILLAGES AND MOITAKA RIDGE SETTLEMENT (CASE STUDY)
MAP OF PORT MORESBY:
VISION AND MISSION STATEMENT: VISION: To improve quality of life and enhance socio-economic development in the National Capital District by providing adequate potable water and environmentally safe sewerage services. MISSION: To be the benchmark utility company in PNG using best practices in our business to meet customers expectation, improve shareholder s equity and preserve environment.
INTRODUCTION: Eda Ranu, meaning our water in the local Motu language, is a State Owned Enterprise (SOE). Legally responsible to deliver water and sewerage services in Port Moresby alone, Capital City of Papua New Guinea. Established through an Act of Parliament on 1 st November Eda Ranu formally took control of running the water and sewerage services of Port Moresby from National Capital District Commission. Today marks Eda Ranu s 16 th Anniversary.
Introduction Cont d...: While water is essential to human life, its availability, supply and implications on the lives of people vary significantly. It is no different in Port Moresby. This presentation is on Eda Ranu s Non-Revenue Water situation and will concentrate on a squatter settlement and two local villages, Hanuabada and Porebada, situated on the fringe of Port Moresby city.
WATER SUPPLY COVERAGE: Eda Ranu has capacity to produce 184 million litres daily (MLD). Current production stands between 150 and 165 MLD. The total length of our pipe network is about 400km. Total population of Port Moresby is about 320,000 according 2011 Census figures. Our service serves an estimated 400,000 people.
WATER SUPPLY COVERAGE Cont d...: Our coverage is estimated at 90%, however it is believed 100% of our supply is being consumed given the high NRW situation. Tables below show the estimated percentage of coverage of water and sewerage between 1996 and 2011 at a population growth rate of 2.3% per annum. Year % of Water Coverage 64% 65% 67% 69% 70% 72% 73% 75% 77% % of Sewerage Coverage 35% 36% 37% 37% 38% 39% 40% 41% 42% Year % of Water Coverage 79% 80% 82% 84% 86% 88% 90% % of Sewerage Coverage 43% 44% 45% 46% 47% 48% 49%
EDA RANU SCENARIO: Water supply consumption in peri-urban areas is done through Water Committees. About 103 bulk and small meters monitored by Eda Ranu. Of this, only 3 squatter settlements (Fayantina in Gerehu, Oro/ATS in 8 Mile & Faole in Eriama) and 3 villages (Porebada, Kouderika & Roku outside Port Moresby) pay their bills via their respective Water Committees.
EDA RANU SCENARIO Cont d...: Pipe works vary within the peri-urban areas. For instance, from individual service connections into each household as in Hanuabada village to no house connections meaning people have to cart water from a communal outlet or through illegal connections. In the settlements, which are unplanned communities lacking proper sanitation and overcrowded have risen along Eda Ranu pipe network making it difficult to deliver our services.
EDA RANU SCENARIO Cont d...: Water vending seen as the way forward to addressing non revenue water (NRW), which is MLD or 54.69% in some squatter settlements. There are various methods like from wholesalers to distributors, direct vendors to auxiliary business, etc. Eda Ranu will work on identifying and implementing the best alternative method to improving its NRW situation.
CASE STUDIES: CASE 1: POREBADA VILLAGE Located outside Port Moresby. 6,000 people. Has a population of about Service line covers about 21 km long via gravity feed sourced from one of our Reservoirs using 150mm pipe. Stored in two tanks then supplied through the village using 80mm pipe to 12 communal points comprising tanks and control taps. Operated by Porebada Water Committee who bill and collect payments. Pilot project involving 18 household individually piped at K10.00/month/30 kilo litre. Project launched in January An example of water vending.
POREBADA VILLAGE:
CASE STUDIES Cont d...: CASE 2: HANUABADA VILLAGE Located within city limits and has a population of about 15,000 people. Oldest known Motuan village. Houses built on either side along walkways over the sea. Main water supply is through 50mm upvc which are connected to 150mm main which connects 200mm trunk main. NRW at this village is 100%. Recent arrangement with local government called Motu Koitabu Assembly. Project involved 35 households launched in May Bills are outstanding since May 2012.
HANUABADA VILLAGE:
CASE STUDIES Cont d...: CASE 3: MOITAKA RIDGE SETTLEMENT PART A Survey components Results 1 Total Properties/Household surveyed Total Population Total people employed in Private/Government Total people employed in Informal sector Percentage of household responded to being aware of water vending concept Percentage of household responded to being aware of EDA RANU plans to impose fees on water use. 57% percentage of household proposes to pay K5 and below per fortnight. While 43% or 198 house were not interviewed and left blank/unknown for not being present at the time of survey. 100% 100% 57% 8 Percent of household prefer to pay for a litre or bucket. 100%
