Ministry of the Sea, Transport and Infrastructure of the Republic of Croatia Maja Markovčić Kostelac, State Secretary
Environmental impact of transport Source: IPCC (2014);
Environmental impact of shipping Maritime transport responsible for about 2.5% of global greenhouse gas emissions (source: 3 rd IMO GHG study) Shipping is the world's most carbon-efficient form of transporting goods - far more efficient than road or air transport Shipping emissions are predicted to increase between 50% and 250% by 2050 (source:
International goals for sustainable maritime transport UNFCCC COP 21 Paris Agreement: to limit global temperature rise this century 2 degrees below Celsius above pre-industrial levels (shipping and aviation not included) EU has ambitious targets for reduction of shipping emissions that it promotes in IMO IMO capped sulphur content in fuels used by ships (Annex VI to MARPOL) IMO agreed on a global data collection system and approved the Roadmap for developing a comprehensive IMO Strategy on the reduction of GHG emissions from ships, which entails the adoption of an initial Strategy (April 2018) and a revised Strategy (spring 2023)
EU goals for sustainable maritime transport White Paper for Transport 2011 foresees at least 40% cut in shipping emissions by 2050 CO 2 reduction Directive (EU) 2016/802 ('Sulphur Directive ): puts cap on the maximum Sulphur content of gas oils, heavy fuel oil in land-based applications and marine fuels Regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport (MRV Regulation): requires ship owners and operators to annually monitor, report and verify CO2 emissions for vessels larger than 5,000 gross tonnage (GT) calling at any EU and EFTA (Norway and Iceland) ports
AFI Directive One of the possible solutions to achieve EU sustainable transport goals (including sustainable shipping goals) - alternative fuels
AFI Directive Credits: Crowley Maritim e/yout ube Source:
AFI Directive Dealines for minimal infrastructure for electricity, CNG and LNG: 2020: electricity and CNG infrastructure for road vehicles in urban areas; 2025: CNG along the TEN-T core network for road vehicles, side-shore electricity at TEN-T core network and other ports, LNG at maritime TEN-T core network ports, LNG for heavy-duty vehicles along the TEN-T core network and optionally hydrogen 2030: LNG at inland TEN-T core network ports
Croatian implementation of AFI Directive AFI Directive transposed into Croatian legislation through: Act on Alternative Fuels Infrastructure Deployment adopted in December 2016 (Official Gazette no. 120/16) National Policy Framework (NPF) adopted by Government Decision in April 2017 (Official Gazette no. 34/17)
Act on Alternative Fuels Infrastructure Deployment Defines responsible institutions for planning and implementation of AFI policy (Article 10) Transposes AFI Directive provisions concerning MS s obligations (common technical specifications, user information, reporting obligations...) Basis for the adoption of NPF (Article 4)
NPF Gives overview of the the current state and assessment of future development of the market Sets targets for minimum infrastructure for electricity, LNG and CNG Proposes measures for achieving minimum infrastructure targets and wider market uptake (streamling the existing measures in order to achieve maximum sinergy)
Infrastructure targets: electricity By 2020 infrastructure must exist: Road vehicles In all cities and towns with more than inhabitants On every 50 km on motorways In all seaports, inland ports and airports, as well as at all major railway stations Ships By 2025 infrastructure must exist: Seaports: Rijeka Port, inland ports: either Vukovar or Slavonski Brod
Infrastructure targets: electricity NOP, slika 1. Projekcija potrebnih utičnih mjesta i punionica u scenariju niskog udjela prijenosa energije na javnoj mreži (Scenarij L) dokumenta»modeliranje parametara infrastrukture za punjenje električnih vozila Pregled mjera poticanja prihvaćanja električnih vozila«kojeg su izradile konzultantske tvrtke Dyvolve, Urbanforesight i Zero Carbon Futures)
Infrastructure targets: CNG By 2020 infrastructure must exist: In 12 cities and towns: Pula, Rijeka, Zadar, Šibenik, Split, Dubrovnik, Karlovac, Sisak, Osijek, Varaždin, Čakovec and Zagreb By 2025 infrastructure must exist: On 11 locations (19 refuelling stations) on the motorway and main roads network (recommendation of average distance between refuelling points of 150 km respected)
Infrastructure targets: CNG CNG refuelling points Projection for 2020 (red marks) and 2025 (yellow marks)
Infrastructure targets: LNG Road heavy goods vehicles By 2025 infrastructure must exist: In Zagreb and Rijeka By 2030 infrastructure must exist: In Zadar, Split, Ploče, Slavonski Brod and Osijek Ships and inland navigation vessels By 2025 infrastructure must exist: TEN-T Core Network Sea Port: Rijeka By 2030 infrastructure must exist: 6 remaining Croatian ports of international importance By 2030 infrastructure must exist: Inland navigation ports: Vukovar and Slavonski Brod
LNG refuelling points targets Refuelling points for ships (blue marks) and heavy goods vehicles (red marks)
NPF infrastructure targets NPF targets: basis for cross-border continuity of alternative fuels infrastructure Revision of targets foreseen on a three year basis First opportunity for revision of infrastructure targets for maritime sector: coastal liner services strategy
National measures Examples of measures: Co-financing of alternativly fueld vehicles/vessels and smaller scale minimum infrastructure through national ECO fund Measures co-financing R&D and innovation
Measures co-financed through ECO Fund In relation to alternative fuels in transport, ECO Fun has co-financed projects concerning purchase of electric and hybrid vehicles, conversion of vehicles to CNG and electric, charging stations, electric bycicles Green line for the National and Nature Parks in Croatia (80% of financing): electric and hybrid vehicles and vessels also co-financed
Examples of electric vessels in Croatia Vukovar Bajadera waterbus Labud, electric vessel in Kopački rit Mljet National Park, electric catamaran
