1 CIAL SOLID WASTE COLLECTION SERVICE MANAGEMENT PLAN 1 PURPOSE This management plan outlines the operation of CIAL s solid waste collection service, both for landfill waste and recyclable materials on the Christchurch International Airport Limited (CIAL) Site. 2 SCOPE Intended for use by Staff, every contractor, consultant and sub-contractor (including employees of every contractor, consultant and sub-contractor) who carry out work on the CIAL Site. 3 CONTINUOUS IMPROVEMENT It is the policy of to continually improve (for example as needs or technology changes). This then creates an ongoing need to make alterations to this document. The reader must ensure that the current version is being used. The Maintenance Service Division of CIAL provides a solid waste collection service to all CIAL divisions and to some of the organisations c:\documents and settings\jxr\docushare\work\mon\cial solid waste collection service management plan.doc Page 1 of 5

2 located on its land, with all waste going to the regional landfill. A number of tenants use other waste collection companies and a small number of tenants have recycling arrangements with these or other companies. CIAL utilise an 8 m3 compacting rear end truck to collect the waste. The average monthly pick up of solid waste for 2005 was 51.7 tonnes with a delivery to the transfer station seven days a week. In 2002 a review of the types of materials being collected by CIAL and disposed of to landfill found that up to 70% of the materials (by volume) were recyclable. As a result of this, a recycling system was introduced to allow CIAL s operating areas and CIAL tenants to recycle their nonconfidential paper, cardboard and mixed recyclable wastes (Type 1 and 2 plastic, glass bottles/jars and cans). 8 COLLECTION OF LANDFILL WASTE CIAL collects waste from CIAL operating areas and certain tenants up to seven days a week. A copy of the current waste collection schedule is presented in Appendix A. Once the collection run is complete the waste is taken to the local transfer station. In general, the collection run takes between 4 to 5 hours per week day and around 2 hours each for Saturday and Sunday. There have been no proposed changes to the collection schedule as a result of the waste review project. However, once the recycling system has been in place for while, some sites may not need to be visited as frequently. It is recommended that the collection schedule be reviewed after the recycling scheme has been in place for a minimum of 6 months. 9 COLLECTION OF RECYCLABLE MATERIALS Stage One of the waste review project found that up to 70% of the materials (by volume) being disposed of to landfill are recyclable. The main materials that could be easily separated for recycling were found to be: Paper includes office paper, magazines, newspapers, and any other paper that is not wax coated, laminated, tissues or contaminated with food. Cardboard. Plastic includes Type 1 and 2 plastic (milk bottles, juice and soft drink bottles). It should be noted that Type 1 and 2 plastic bottles that have previously contained a chemical cannot be recycled due to health and safety reasons. Glass bottles/jars includes all coloured bottles and jars. Metal - includes ferrous and non-ferrous. 9.1 SEPARATION OF MATERIALS FOR RECYCLING The recyclable materials will need to be separated for recycling at their source and it will be the responsibility of the individual sites to undertake this. Advice will be provided to each site on how best they can separate their materials for recycling. 3 Paper from office areas Paper recycling trays, provided for free from the Christchurch City Council, will be available for the collection of paper at each workstation, photocopier and printer. These can then be emptied into either a paper recycling wheelie bin stored within the office area, or for smaller sites a plastic crate, which is then emptied into a paper recycling bin by either a staff member, or the cleaning staff. The exact arrangement for each office space will be discussed with the site. For the terminal building, paper recycling wheelie bins will be stored in the domestic basement area. In some instances sites may choose to store a wheelie bin in their work space. If this is the case it will be their responsibility to return the wheelie bin to the basement area when it is full. For sites not located in the terminal building, paper wheelie bins will be located at the individual site. Cardboard from terminal areas A cardboard cage mounted on a trailer will be located in the domestic basement area for everyone to use. Cardboard should be flattened and taken to the collection cage by either a site staff member of the cleaning staff. HMS Host will store flattened cardboard in their ground floor storage area. Cardboard from other areas A cardboard cage will be located at CIAL s maintenance yard. Other sites can drop cardboard off at the maintenance yard if they do not wish to have their own cardboard cage. Mixed recyclables from tea-rooms/kitchen areas in the terminal building Either a wheelie bin will be located in the tea room (large sites), or a plastic crate (small tearooms) for the collection of mixed recyclable materials (Type 1 and 2 plastic, glass and cans). The plastic crate would then be emptied into a mixed recyclable wheelie bin located in the domestic basement storage area. Mixed recyclable wheelie bins would be located in the following areas: Alpine Room (1 wheelie bin) Air New Zealand International Lounge (1 wheelie bin) Domestic basement area (main storage area for bins from all terminal areas except for HMS Host) HMS Host (1 wheelie bin in the main kitchen, 1 in the upstairs bar and around 2 bins in their ground floor storage area) Mixed recyclables from other buildings Sites that are located on a Christchurch City Council (CCC) road will be advised on how to obtain the free green recycling crates from the CCC. These will be collected for free as part of the CCC kerbside recycling system on Friday mornings. 4 CIAL maintenance yard and CIAL social club, Airways Corporation, Antarctic New Zealand, Antarctic Attraction, Air BP 9.2 COLLECTION OF RECYCLABLE MATERIAL The majority of the recycling wheelie bins and a cardboard cage mounted on a trailer will be stored in the domestic basement area in the terminal building. In order to provide a flexible service to the sites, CIAL will collect the wheelie bins from the domestic basement area using a pick up truck with a lifting platform and take them to CIAL s maintenance yard. The recycling firms will then collect the wheelie bins from the maintenance yard. This avoids the recycling firms having to go on the airside area, which has proven to be awkward in the past. This system will also allow the wheelie bins to be collected from each site as required. HMS Host will store their wheelie bins and cardboard in their own ground floor storage area. The recycling firms will collect these materials directly from this are, as it is accessible from the landside area. The paper recycling wheelie bins stored at non-terminal sites, such as Air New Zealand Cargo and the CEC Engine Centre will be collected by the recycling firm CIAL on the same day they collect the bins from the maintenance yard. The paper recycling wheelie bin stored at New Zealand Customs will be collected by CIAL on request, as it only needs to be emptied every few months. 10 EDUCATION AND TRAINING Sites will be provided an information sheet explaining how the recycling system will work for their area and who to contact if any issues arise. Each site representative will be asked to explain how the recycling system will work to their staff and seek feed back on the system. Recycling information posters supplied by the CCC will be issued to each site. These should be located in staff areas, such as tea-rooms or open plan areas. These posters will outline the materials that can be recycled and how to recycle them. It is also recommended that the representatives from each site are contacted to hear how the recycling system is going and to address any issues that may have arisen. This should take place once the system has been running for at least a month. Ideally contact should be made with each representative at three month intervals for the first year and thereafter as required. 11 MONITORING REQUIREMENTS 11.1 ANNUAL COST REVIEW Each August the collection costs should be reviewed. This is timed to coincide with the annual increase in CCC transfer station costs, and should include changes in labour and vehicle costs and any changes in the volume of waste being produced by each site. To determine the changes in the volume of waste from each site an audit should be undertaken over a seven day period (preferably from Monday to Sunday). 5 Site name Arrival and departure time Amount of landfill waste collected, either the number of wheelie bins or the equivalent volume of wheelie bins (240 L) for loose bags, Number of mixed recyclable wheelie bins (Air New Zealand Airport Service, QSE, HMS Host only). This information can be entered into the costings spreadsheet to determine the new annual charge for each paying tenant. Some tenants pay for their waste collection in their lease, therefore, any increases in costs should be given to the property division so that the lease agreements can be altered as required (?). A waste review record sheet is presented in Appendix B REVIEW OF RECYCLING SYSTEM After the recycling system has been running for approximately six months, it is recommended that those using the recycling system are contacted to discuss how the recycling system is going. This is an opportunity to hear both positive feed back and any issues that may have arisen. The locations of the wheelie bins and cardboard crates along with the number of bins should be reviewed and any appropriate changes made as required DATA COLLECTION In order to provide positive feed back to those using the recycling system, records should be kept either by the recycler or CIAL as to how many wheelie bins or cardboard cages of recyclable materials are being diverted for recycling. Sites using the CCC kerbside collection service should be contacted to find out on average how many recycling crates they put out for recycling each week. This information, along with any changes in the weight of waste being disposed of at the transfer station, should be reviewed and presented to the sites using CIAL s collection service. c:\documents and settings\jxr\docushare\work\mon\cial solid waste collection service management plan.doc Page 5 of 5
