2 FEMA funds hazard mitigation through 3 grant programs PHMGP - - Hazard Mitigation Grant Programtion Graora Only available following Presidential Disaster Declaration Funding is only for Declared State or Tribe 15% or 20% of Total Federal Disaster Costs public infrastructure repairs, etc. PDMC - Pre-Disaster Mitigation CompetetivePrant ProAnnual funding cycle, per Federal Budget for each Fiscal Year For $250 Million up 150% from 2017 Competitive, but with State/Territorial/Tribal set-asides FMA Flood Mitigation Assistance Annual funding cycle, For $175 Million Funded by National Flood Insurance Program

3 FEMA Hazard Mitigation Assistance (HMA) Grants are Pass-Through Grants administered by State or Tribe Subapplicants apply through State or Tribe, who reviews and transmits to FEMA for review and Award FEMA review includes environmental, engineering, cost-effectiveness Eligible subapplicants: cities, counties, special districts, other state/tribal agencies, PNPs (HMGP post-disaster, only) Privately-owned buildings are eligible, but must have government agency sponsorship Cost share match is typically 75% Federal, 25% non-federal; can be up to 90/10 for small and impoverished ; can be up to 100% for FMA

8 Standard HMA project criteria Eligible project type HMA Guidance is not exhaustive Hazard Mitigation Plan compliance State, Tribe, and Community must all have FEMA-approved HM Plans Project must be in the Plan or consistent with the Plan Project must be cost-effective more on that later Project must be sound engineering & technically feasible Project must provide a long-term solution + be functionally independent can be Phase of larger project Project must comply with NEPA, NHPA, EO s etc. Projects in the floodplain community must be NFIP 8

14 Infrastructure Protection roads, bridges, utility systems HMA grants can fund projects to protect against erosion or flooding using Green Infrastructure! Roads and bridges Wastewater treatment and water treatment facilities, Pumping stations, etc. Examples: bridge upgrade and bank erosion protection pumping stations, etc. Examples: bridge upgrade and bank erosion protection

15 SEA LEVEL RISE (SLR) Since 2013, FEMA will now pay for including Sea Level Rise in the design of HMA Projects This is a result of Hurricane Sandy The extra cost to build to protect for the design life of the structure are ELIGIBLE COSTS for the HMA grant fully FEMA cost-shared The extra damages posed by Sea Level Rise are ALSO included in the Benefit Cost Analysis The Sea Level Rise Freeboard is based on: Design life of the structure Nationally or Regionally-accepted SLR projections EXAMPLES: elevating public buildings; retrofit of roads and utility systems; stormwater management. 6/5/20 Presenter s Name Page 15 June 17, 2003

16 BENEFIT-Cost Analysis (BCA) All HMA projects must be COST-EFFECTIVE!! COST-EFFECTIVE: Costs => Cumulative Annualized Benefits over the life of the project this is evaluated using FEMA-provided software Benefit Cost Ratio or BCR must be 1.0 or greater OPEN SPACE Acquisition (aka Buyouts ) have Pre-Calculated Benefits option So green projects must first be RISK REDUCTION projects Reduced damages to structures and public infrastructure From flood, earthquake, tsunami, wildfire, wind, etc. Reduced detour times, reduced emergency services costs 75% for project benefits must be risk reduction 25% and up can be from ECOSYSTEM SERVICES 16
