1 West Virginia Division of Air Quality MARAMA Agency Roundtable Annual Monitoring Committee Training Workshop April 12-13, 2011 Ozone season updates exceedences, issues, monitor updates (location changes and additions), other activities o Eighteen exceedances of.075ppm during o year average: all sites below.075ppm and attaining current standard. See attached data tables. o No changes in ozone monitoring network. PM 2.5 season updates exceedances, issues, monitor updates (location changes and additions), other activities o Based on data all sites currently meet both the 24 hour and annual standard. See attached data tables. o WV certified the 2010 PM2.5 data on January 31, o No sites were required to conduct daily sampling in o Continue to replace several old and broken PM2.5 monitors with new units. o Average state wide PM2.5 data recovery rates for 2010: 96%. o No changes to PM2.5 monitor locations. Speciation monitoring plans, activities, issues, monitoring updates (location changes and additions), other activities o Moved SASS speciation monitor from Moundsville to Wheeling (both sites in same MSA) in order to accommodate site upgrade at Moundsville. Plan to return speciation monitor to MV site during CY NCore Level 2 Sites If you are establishing an NCore Level 2 site, provide status and information on the site. o Have identified NCore site location and we are currently working on acquiring approval from the landowner to pursue a lease at the Guthrie Agricultural Center near where the current STN site is located. Very difficult, demanding and extended process using existing air monitoring staff and resources. Toxics monitoring issues, monitoring updates (locations changes and additions), other activities o Continue to conduct toxics monitoring at 3 state sites. o Have experienced ongoing problems with Atec 2200 toxics sampler. o Operated three School Air Toxics monitoring sites: Cabell County: PM10 metals Wood County: PM10 metals Brooke County: PM10 metals, VOC, PAH Based on EPA findings, two of these sites (Wood County and Brooke County) may collect additional samples during Air Toxics Grants - If you received an Air Toxics Grant, please provide an overview and status of your project. 1

2 o WVDEO-DAQ receives a NATTS grant to assist in support of the operation and maintenance of the ICP-MS metals program. We do not have a community scale air toxics grant. Network design issues and any comments received on Annual Networks Plans o Have not received any public comments on Annual Network Plan or the 5 year plan. Annual monitoring reports what s the latest year you ve published? How is your agency s information disseminated to the public (web, paper, sky writing, etc.)? o 2009 Annual Report published last summer. Have begun work on 2010 report. o Reports are available in hard copy and on the web at Monitoring labs updates on challenges and accomplishments o ICP-MS Thanks to a NATTS Grant from USEPA Region 3, WV is in the process of purchasing a replacement ICP-MS for toxics metals analysis. It is anticipated that we will also be able to run NAAQS Pb samples based on Region 9 ICP-MS recent Pb equivalency approval. o PM2.5 Weigh Lab No issues. Staffing levels- updates and issues. Attach latest organizational charts o See attached organization chart. Other issues o Very concerned about having adequate resources (personnel, equipment and O&M) to undertake additional monitoring beyond what we are currently performing. The resources demanded by NCore alone may require that we work with EPA to identify expendable NAAQS sites currently operating in the Charleston RO. The SO2 NAAQs require an additional SO2 only monitoring site for the Charleston RO; no additional resources have been identified to install/operate this site. The majority of the DAQ s SO2 monitors are ~ 25 years old. Failure rates are increasing and parts are difficult to locate. The revised SO2 NAAQS has elevated the importance of SO2 monitoring. In order to maintain monitors as long as possible at our controlling DV sites, we may be required to terminate less important sites (that exceed the standard) so as to move any functioning monitors and resources to those sites that may have higher value. o Using a muti-year purchasing/replacement plan, we are incrementally upgrading our data loggers from the 8800 s to the 8832 units in order to accommodate the AirVision software upgrade. The limited funds in the 105 grant for equipment replacement allows for only a few units of equipment to be replaced each grant year. o Concerned about the PM2.5 grant rolling into the 105 grant program the possible impact of that affecting the ability to continue to maintain all aspects of the PM2.5 program at the current level. 2
