1 HIGH LEVEL DELEGATION FROM THE SPANISH REGION CASTILLA Y LEON VISITING DENMARK SEPTEMBER The increasingly optimistic expectations regarding Spanish economy in the coming years, will speed up the change of paradigm, which has already commenced in the Spanish energy sector. The huge deficit of the electricity system 26 bn. EUR in 2012 together with the budgetary restrictions due to the crisis, has motivated the government to introduce dramatic cuts in the feed-in tariffs to renewable electricity. These cuts have caused a full stop for the establishment of new green power generation facilities and a serious profitability challenge to the existing ones. As a result, the whole energy sector has turned towards energy efficiency and renewable heat supply in buildings and industry. Authorities are now favouring e.g. use of biomass and other renewable fuels with District Heating as a flexible energy carrier, by promoting projects and offering attractive financing schemes. For instance, EIB has granted a 123 mn EUR fund to finance energy efficiency and renewable projects in several Spanish regions.
2 District heating today is on the rise in Spain with an increasing number of projects being realized. Today there are approximately 70 district heating installations in Spain, and although many of these are small scale, there are several large projects in the pipeline. While the new campus of Valladolid s University will comprise Spain s largest biomass-fired DH project, with 11 km of trench line, Barcelona is planning to expand the city s two DHC networks: Forum (picture) and Zona Franca. Catalonia has been the pioneer region in developing DH systems in Spain, despite its moderate weather conditions, while there are other regions with a much larger potential, which are still virgin territory for DH activities. Spain s absolute dependence on imported fossil fuels, endemic energy inefficiency, huge bioenergy potential and the mentioned change of focus towards an increased energy efficiency and heat supply, are the absolute facilitators for a high potential market. In this context, the local and regional energy-, housing- and environmental authorities are very interested in gaining better knowledge on the available technologies and know-how, and how to implement these in the future planning. Another reason to consider Spain as an interesting market is the partnering potential with major large national and international energy actors, such as ACCIONA, IBERDROLA, SACYR, SENER, GAS NATURAL, GESTAMP, DALKIA, COFELY, etc. Denmark and Danish companies, as front-runners within WtE, bioenergy and DHC-technologies, are thus facing a very interesting business opportunity in what might be the last large West European market left. DBDH has joined forces with The Danish Trade Council in Spain in order to invite key officials and decision makers from the region Castilla y Leon for a 3-day delegation visit to Denmark, headed by a regional Minister or Head of Department. It is therefore our pleasure to invite Danish companies to show their technologies and competences to the delegation. The visit will take place from the 10th of September to the 12th of September 2014.
3 Castilla y Leon, the perfect region for DHC Castilla y Leon is the largest region in Spain, and constitutes an area twice the size of Denmark. The region comprises more than municipalities and 4 cities with more than citizens. The region s capital city, Valladolid, is the largest city in the region with inhabitants, just 150 km. North from Madrid. As part of the Spanish central plateau, it has an average height of 830 m. above the sea level. Accordingly, the climate is extreme: cold winters and hot summers, which makes it an ideal place for DHC-systems. Castilla y Leon has the country s largest forestry and agriculture surface with 4.5 mn. Hectars of forestry and 5 mn. tons of straw harvested annually. The region has also a high biogas potential, due to the large animal and agrofood industry in the region. This potential is unutilized in terms of energy production: today the region produces 400 ktoe with biomass, while the full potential is estimated to be 40 times higher. The delegation visit The focus will be on the advanced technologies for bioenergy and waste utilization, the highly efficient district heating and cooling systems in Denmark, how to transfer and utilize the Danish experiences in general to Spain, and in particular to the challenges and planned projects in the region. The program has been planned to include visits to authorities, heat and CHPproduction plants, heat transmission and distribution companies, private consulting companies, R&D institutions and training institutes, and of course: technology and equipment providers. You may join this event by hosting the delegation at your premises or at a CHP-station or utility to show your technology in practice. The specific set-up will depend on the number and variety of registrations; however, following basic options for you as a potential host apply: Technology presentation during the visit of the delegation at a relevant installation (½-1 hour presentation) A half day visit, which may consist of a technology presentation in your company followed by a practical showcase.
4 The preliminary program for the visit is: Day 1, 10th September, Copenhagen/Zealand (Delegation arrival the day before) 9:00-11:30 Meetings with Danish relevant authorities and industry organizations 12:00-14:00 Visiting a DHC installation, including lunch 14:30-17:30 Half day meeting with a company, including visiting an installation 18:00-19:00 Visiting a water or WtE-installation with energy utilization Transport to Jutland by flight or bus Day 2, 11th September: Jylland 8:30-10:00 Meeting with a medium sized Danish municipality / branch organization 11:00-13:00 Visiting a bioenergy plant, incl. lunch 17:00-19:00 Visiting a biogas plant Day 3, 12th September, Jylland 9:00-11:30 Half day, visiting a company 12:00-13:30 Closing meeting Departure to Spain from Billund
