KEY QUALIFICATIONS Brij Kishore is a Senior Fellow at the Duke Center for International Development. He has over 35 years of national and international experience in policy, programme and project development, administration and management and worked in several important key government departments in the State Government of Uttar Pradesh and the Government of India as well as served as the United Nations/ ESCAP senior expert and regional adviser on environmental management for Asia and the Pacific for almost 15 years. He holds a Master s degree in Physics from Allahabad University, India, joined the Indian Administrative Service, took formal training in public administration and policy development and was a research associate with East West Center, Honolulu and International Development Research Centre, Canada on environmental policy in the early 1980s. Previously, he taught courses on environmental policy at New Delhi School of Planning and Architecture (India) and has held visiting faculty appointment at Department of Political Studies, University of Guelph, Canada, ( ) and School of Planning and Architecture, New Delhi to teach environmental law ( ) and environmental audit and economics (2003-8). Mr. Kishore has extensive experience in Asia providing technical assistance on general and specific environmental management and sustainable development issues and make projects/proposals for mitigating environmental problems. He has published over 50 research papers /reports/mission reports (including eight UN publications) with special emphasis on integrating environment into development, environment impact assessment, marine and coastal environment and related ecosystems, desertification, deforestation, soil erosion, energy, water resources development, environmental laws and institutions, use of economic instruments, marine pollution, environmental technology, trade and environment, and financing issues. Some of the major policy advice given included: 1. Environmental and Sustainable Development Policies and Strategies National strategies and Agenda 21 Prepared national environmental strategy for Brunei and Macao; drafted ASEAN Strategic Environmental Plan ( ) (Adopted by the Asean Environment Ministers Meeting in 1995); prepared National Agenda 21 for Myanmar which was approved by the Government in May 1997 and presented to the Special Session of the United Nations General assembly 1997; and prepared a preliminary appraisal of national environmental action plan for Sri Lanka and recommendation for such a plan for Environmental impact assessment and Evaluation (EIA) Undertook evaluation of EIA prepared by the consultants in the area of agriculture and rural development (Thailand, Cambodia and the Philippines), energy including biomass, thermal and hydroelectric projects (Mongolia, Philippines, Bhutan, Cambodia) and industrial development (India, Indonesia); drafted legislation on EIA in Mongolia (enacted by Parliament in 1998), Myanmar and Brunei Darussalam; and prepared EIA general and sectoral guidelines in Bhutan (adopted by the Government), Mongolia (adopted by the Government) and Maldives. Strategic environmental planning and management Reviewed, evaluated and reformulated strategic environmental management plans for Cambodia and Mongolia and delivered Workshops with special emphasis on the introduction of economic evaluation and instruments; and conducted workshops on environmental and natural resources sustainability and management in Cambodia, Davao, Philippines and Thailand. Environmental law Developed Framework Environmental Law for the Cook Islands (the Environment Bill 2000 enacted), Myanmar (under consideration for enactment) and Bhutan. Sustainable Energy and Environment Policies: Brij Kishore Energy and environment planning Analyzed environmental Impacts of offshore exploration and mining in the Philippines and Papua New Guinea; reviewed environmental impacts of gas pipeline in the Myanmar; elaborated environmental issued related to specific energy development projects and energy planning in the Philippines and Mongolia; revised and updated socio-environmental sustainability chapter of the the Phillippines Energy Plans , and (included in the Philippines Energy Plans); examined economic implications of adherence to environmental standards in power plants in the Philippines (report serves as a guide to the Department); and developed indicators for socioenvironmental sustainability of Energy Plans in the Philippines (some indicators adopted by the NCSD and NEDA). Clean coal technologies Evaluated and made recommendations on the ADB prepared clean coal development strategy in Indonesia; and delivered Workshops in Democratic People Republic of Korea, Indonesia, and China on clean coal technologies particularly dealing with technical and financial issues. 3. Multilateral Environmental Agreements Provided policy advice and implications on the ratification and adherence to multilateral environmental agreements (MEAs) in Cambodia (all MEAs), Maldives (CITES) and Myanmar (Vienna Convention); organized training courses on implementation of MEAs in Cambodia (UNFCCC) and Mongolia (Basel convention). 4. Poverty and environment Undertook studies on poverty-environment nexus in Myanmar and organized seminars in Philippines and Thailand; prepared strategies and action plans for containing soil erosion and land degradation and Irrigation management in the Philippines and Thailand. 5. Coastal Environmental Management Policy and Planning Nature conservation and biodiversity Undertook studies for coastal resource biodiversity conservation in Maldives (for declaration as marine park), and the Philippines. Coastal management issues Prepared Planning guidelines for coastal environmental management (published by UN) and conducted workshops for their implementation; coordinated the preparation of a comprehensive coastal environmental management plan for Macajalar Bay in the Philippines with multi-stakeholder participation based on the above Guidelines (Published by UN); examined management issues for Manila Bay, Philippines, Myanmar, Cook Islands, Maldives. Subregional cooperation Drafted a GEF project on protection of marine environment and proposal for development of joint plans for Hong Kong, Macao and Guanzhou. 6. Environmental Pollution Industrial and hazardous waste management Prepared an action plan for environmentally sound and sustainable industrial development in Indonesia (included in the industrial policy of Indonesia in 1999) and recommended measures for effective waste management and pollution control for India, Mongolia and the Philippines including use of economic instruments; reviewed the environmental management issues relating to agro chemicals management in Myanmar. Industrial pollution Reviewed the inventory and made recommendations on abatement of point and non point sources of pollution in the Philippines, Brunei and Mongolia; prepared documents on strengthening implementation of ISO series of standards in India and Indonesia (adjudged by the Division of Sustainable Development, UN as exemplifying the Box 90237, Duke University, Durham, NC Brij.Kishore@duke.edu 4
5 Brij Kishore quality of work needed to assist the developing countries in understanding ISO and its implications); and developed voluntary environment, health and safety guidelines for Industries in India. Air pollution control Prepared vehicular pollution reduction strategy into the 21 st century recommending adoption of Euro II standards (since adopted by the Government); and reviewed air quality standards for the Philippines (based on which standards were made less strict). Tourism and environment Examined environment issues of tourism development in India (waste management in the vicinity of Taj Mahal), Myanmar (action plan for ecotourism since approved by the government) and the Philippines. Trade and environment Developed proposals for mutually supporting trade and environment strategies for India and Republic of Korea. Mining Development Prepared guidelines on environmental management of one gold mining in Mongolia (recommendations already implemented). 7. Nature conservation and biodiversity Prepared draft GEF project on Biodiversity for North East Asian Subregional Program on Environmental Cooperation; reviewed implications of ratification of CITES for the Maldives; and action plan for protection of marine environment and biodiversity in the Philippines and the Maldives. 8. ODA flows and financing Environmentally Sound Development Prepared project ideas for GEF funding (Mongolia, Democratic Republic of Korea, South Asia Co-operative Environment Programme and North east Asia Subregional Environmental Programme; prepared feasibility study for a regional funding mechanism for Asia and the Pacific (published in the proceedings of third UNCSD working group on Financing issues of Agenda 21, Manila,1996); prepared two papers on financing sustainable development in Asia (served as technical papers for deliberation at the ESCAP Legislative Committee on Environment and sustainable development in 1994 and 1995 respectively). 9. Regional and Subregional Co-operation Subregional cooperation Promoted the development of a subregional programme of Environmental Co-operation in Northeast Asia over the last 7 years and drafted documents such as: - Framework for subregional cooperation in 1996 (a pioneering agreement of first of its kind among the six subregional countries) - A vision document in 2000, which were subsequently adopted by the Senior Officials Meetings at Seoul, Institutional and financial mechanisms for subregional cooperation for presentation at annual Senior Officials Meetings in 1993 (Seoul), 1994 (Beijing), 1996 (Ulaanbaatar), Moscow (1998) and Kobe (1999) - State of subregional environment in 1993, and a subregional strategy and action plan for environmental cooperation in Northeast Asia (not adopted by the Senior Officials) Regional Action Programmes Developed Regional Action Programmes for Environmentally sound and sustainable development in Asia and the Pacific for 1995 and also for 2000 and steered them for adoption by 1995 and 2000 ESCAP Ministerial Conferences on Environment and Development in Asia and the Pacific. Programme coordination and Management Undertook programme development activities and document preparation and steered them through decision-making processes including organization of senior officials and expert group meetings and servicing of annual commission sessions, legislative committee meetings, and ad hoc ministerial meetings. Some highlights include: Legislative Committee Meetings: Prepared three documents on financing sustainable development including a proposal for regional funding mechanism for promoting environmental investments in the region for presentation at legislative committee meetings and UNCSD Ad Hoc Expert Group on Financing Sustainable Development. Ad Hoc Ministerial Conferences: Drafted Regional Action Programme for Environmentally sound and sustainable development in Asia and the Pacific and got it adopted by 1995 Ministerial Conference on Environment and Development in Asia and the Pacific. A new Regional Action Programme for 2000 Ministerial Conference drafted by me was approved by the Ministers in September Senior Official Meetings: Assisted in the organization of more than 6 Senior Officials meetings on Environmental Co-operation in North East Asia, promoted subregional environmental co-operation, pioneered a Framework Cooperation document, drafted and implemented several projects, made proposals for institutional and financial arrangements and drafted and got approved a vision document for environmental cooperation for the new millennium. Government, India Programme Planning Led and coordinated the preparation, periodic monitoring and review of the Eighth Five Year Economic and Social Development Plan ( ) and corresponding Annual Plans Project Management and Evaluation Chaired a Committee to review for implementation of all development projects of the state on a quarterly basis for ensuring timely and effective implementation of projects and submit to the cabinet the status of implementation of the plan on a periodic basis. Coordinated the evaluation of over 100 projects dealing with economic and social development; and acted as a convener of Project Evaluation Board for the review, approval and evaluation of individual projects; Project Appraisal and Risk Assessment Responsible for appraising the investment and development projects from benefit cost angle and steering them through a Project Approval committee headed by the Chief Secretary. Acted as a convener of the above Committee for review and approval of projects. Reporting As a permanent invitee to Cabinet, served as an Adviser to the Cabinet/Council of Ministers on state of the economy, major investment decisions and economic and social development policies and programmes of the State. Secretary Externally Aided Project, Government of U.P. Served as Chairman of the State Committee on Externally-aided projects for recommending projects for bilateral (USAID, SIDA, NORAD, etc.) and multi-lateral (ADB, World Bank etc.) funding support. Periodically reviewed, evaluated, monitored and presented to the Minister/Cabinet on the progress of implementation of externally aided projects and follow up on the release of funds. Environmental Awareness Helped to organize an Asian and Pacific Forum of Environmental Journalists (which has now 15 chapters in different countries of the region) and catalyzed activities on environmental protection through the Forum.
