A copy of the inspection report is enclosed for your records. Please refer to the attached inspection report to note the specific allegations. A written response for the noted allegations, describing the corrective action taken or to be taken, must be submitted to my attention at the address listed below within thirty (30) days from the date hereof. Failure to submit the written response shall be construed as an admission of any allegations. Any items noted that are neglected and/or persistent may warrant formal enforcement action. Contents of the reports shall at a minimum include the: (1) Source, volume or weight, and class of solid waste received at the facility; (2) The volume or weight and type of recyclables recovered, if any; and (3) The volume or weight of solid waste r emoved from the fac ility and the dispos al location. All permit plans and specifications, and narratives shall be maintained and bee available for eference and inspection at the facility and shall be updated and re- approved by the Department as necessary to reflect present operations. Comment: Noted facility was not following the operating plan (Document #64750) approved by the Department. The operating plan states that the transfer station will be used for non-putrescible waste only, however; no non-putrescible waste is currently handled at the transfer station. The only waste observed at the time of the inspection and included in the June waste receipt records was putrescible waste which is not an approved waste listed in the operating plan. p Correspondence (see Document #65584) has been submitted to change the operating plan but has not yet been approved by the Department. See photos 1-2. Reg ( j)- Operational Requirements - Control of Litter, Insects, Odors, and Vectors - The operation of the transfer station and the storage and handlin g of all solid w aste shall be practiced so as to prevent t he attraction, harborage or bre eding of in sects, rodents a nd other vectors and to eliminatee conditions whichh cause or may potentially cause: (1) Harm to the public health and the environment; (2) Safety hazards to individuals and surrounding property; and (3) Excessive odor problems, unsightliness and other nuisances. In addition, the transfer station shalll be maintained in a neat and orderly appearancee at all times through the control of blowi ng litter, proper storage of o s olid waste and recyclables and through other measures as may be necessary. Comment: Noted flies and mosquitos were over abundant at the facility. They were such a nuisance during my inspection that Tim Knight and I could not stay inside the transfer station. See photos 3-4.
