13 Monte Trigo micro-grid: electricity consumers Electricity meters / dispensers Make a certain quantity of energy available per day based on the consumer s tariff category; Oscillations in charge are accentuated and predictable; Better rationing of available energy. Signals indicating energy surplus and limitations are received through a communication line; Shows amount of consumption at any time, in real time; Issues informational signals on the state of the system (excess or scarcity of energy). 14 Monte Trigo micro-grid: electricity consumers Types of Tariffs There are 4 tariff types or scales in this micro-grid, differentiated by the fixed quantities of potential (W) and energy (kwh) made available every day. Tariff Potential (kw) DEA* (Wh/dia) # contracts T T T T T TOTAL 75 So far, only the technical part of the scale has been applied. Consumers are not yet paying the adjusted value for the services provided. There is a need for a specific tariff for micro-grids in Cabo Verde. * DEA Daily Energy Allowance Simpósio - Praia,: 09 de Maio de
15 Monte Trigo micro-grid: electricity consumers Energy contracting model The energy contracting model is based on a pre-payment system. The consumer, using a machine-read card, activates his or her contract in accordance with the respective tariff category, paying a set amount. Following activation, the consumer will have an amount of electricity that corresponds to the contracted tariff category made available each day. If this quantity is not used up, the dispenser stores up to 5 times the Daily Energy Allowance. This model is aimed essentially at protecting the Plant from consumption spikes, preventing deep discharging of batteries. It is also a way of rationalizing electrical energy. As long as the energy availability at the power plant so allows, it is always possible to alter and increase tariff levels in cases in which the original tariff category becomes insufficient. 16 Monte Trigo micro-grid: electricity consumers Energy contracting model The meter / dispenser is designed to manage consumption, measure energy consumed and limit the maximum available potential; The card records information relating to the contracted tariff (amount of energy contracted per time unit), the energy available to be consumed and total energy consumed; With this information, it is possible to know if the consumer has enough energy available, has a surplus of energy or has less than necessary. 17 Monte Trigo micro-grid: electricity consumers Home electrical installations, in accordance with norms, include ground protection in all homes. Lighting: light bulbs replaced by energyefficient bulbs. Electricity dispenser: available for each consumer Consumers receive indications regarding the state of the system. Green signal: indicates that there is an energy surplus Red signal: warns that consumption should be moderated. Simpósio - Praia, 09 de Maio de
18 Monte Trigo micro-grid: electricity consumers One year after the Monte Trigo PV Plant began operating, an ice production unit (Casa do Gelo) was installed to take advantage of the plant s surplus energy. With an installed capacity of 500 kg/day, the unit only produces, on average, for 7-9 hours a day, since consumers electricity needs must be satisfied first and foremost. 21 Monte Trigo micro-grid: Main challenges faced Energy contracting model Non-application of an adjusted value to be paid by consumers for the round-the-clock electricity supply service provided. Need for a national tariff for micro-grids in the country; Systematic increase in demand for electricity, which will imply more investment to increase production capacity; Need to produce a greater quantity of ice in order to increase economic growth opportunities in the village. 22 Difference made by Monte Trigo photovoltaic plant Before round-the-clock energy access After round-the-clock energy access Limited access to food products for lack of the energy resources necessary to conserve them. Post-catch losses caused by isolation (lack of communication with S. Vicente market and lack of access to ice). Lower level of safety of fishing activities due to lack of lighting on beach. Low degree of attractiveness of village for trekking / rural tourism circuit. Extremely difficult everyday living conditions, especially for women, in household organization (food, education of children) More food security Better programming and predictability of fishing activities ( Reduction in losses, greater proximity to S. Vicente market, and ice factory) More access to telecommunications services Greater variety of educational and leisure activities More business opprtunities related to rural tourism and trekking Greater stability and lower stress levels for women in household organization Less vulnerable in emergency and calamity situations Simpósio - Praia, 09 Maio
