6 PICA-07(Site 173) Soil Sampling Work Plan Addendum Version: Final Picatinny Arsenal Cleanup Contract, Picatinny Arsenal, New Jersey March 017 CONTRACT NO. W91ZLK-13-D-0014 Page 1 This Work Plan Addendum (Addendum) will be used in conjunction with the Final PICA-07 (PICA-07 and Site 173) Soil Sampling Work Plan (Work Plan [ECC, May 016]), and all applicable references contained therein. This Addendum was prepared to further define the horizontal and vertical extent of contaminants of concern (COCs) in subsurface soil at PICA-07 Site 173. The rationale for the additional soil sampling and proposed locations are described below. QAPP Worksheet #17 Addendum Sampling Design and Rationale On 31 March 016, ECC field personnel mobilized to Site 173 to conduct surface and subsurface soil sampling. A total of four surface and nine subsurface soil samples were collected from six locations (173-SS-04, -05, -06, -07, -09, and -10 [Figure 10-7]) and submitted to an off-site laboratory for analysis for polycyclic aromatic hydrocarbons (PAHs). Samples were collected using Direct Push Technology (DPT) drilling methods with Unexploded Ordnance (UXO) avoidance support. Per the Final Work Plan, samples were planned to be collected from 0 to 10 ft below ground surface (bgs). Due to UXO anomaly avoidance or drilling refusal, samples could only be collected to a depth of ft bgs at locations 173-SS-04, -06, -and -09, and to 4 ft bgs at locations 173-SS-05, -07, and -10. Analytical results from these samples reported PAHs in exceedance of Project Action Limits (PALs [Figure 10-7]). In addition, a layer of black paper/cardboard-like material was observed from 1 to ft bgs at all locations with the exception of 173-SS-06 and -07. This material was reported to have a naphthalene-like odor. Photoionization detector (PID) field screening results were within the 0 to 55 parts per million (ppm) range where this material was observed. Based on the results of these samples, the horizontal and vertical extent of PAH contamination at Site 173 has not been fully defined. To address these data gaps, ECC will mobilize to Site 173 and collect additional surface and subsurface soil samples. Six initial locations (173-SS-11, -1, -13, -14, -15, and -16) are shown on Figure These proposed locations are approximately 30 ft away from the 31 March sample locations. Soil borings will be advanced using DPT drilling methods with UXO avoidance support. The borings will be advanced to final depth if no refusal or anomalies are encountered. If refusal or anomalies are encountered, the boring will be abandoned, the drill rig moved approximately 5 ft outward, and another boring will be attempted. Surface soil samples will be collected from the 0-1 ft depth interval from the DPT core at each sample location. For subsurface samples, each DPT soil core will be visually inspected for signs of any potential impact (e.g., soil staining). If signs of impact are observed (visual/olfactory), a subsurface soil sample will be collected from that portion of the core. If no sign of impact is observed, then subsurface soil samples will be obtained from the following depth intervals: 1- ft bgs, -4 ft bgs (depth at which most elevated detections of PAHs were observed during previous investigations), and 9-10 ft bgs (or from just above the water table if encountered before the 9-10 ft interval). If signs of impact are observed, ECC will then attempt to advance a another boring approximately 15 feet further out from the first location. This method will be repeated until there is no observable evidence of contamination.

W91ZLK-13-D-0014 Page If no physical evidence of contamination is observed at the initial sample location, the drill rig will be moved approximately 15 ft closer (inward) toward the 31 March sample locations and another boring will be advanced and sampling will be conducted as described above. This method will be repeated until contamination is encountered and a sample from the impacted interval will be collected for PAH analysis. In addition, one boring (173-SS-15) will be advanced in the approximate center of the area of contamination. This boring will be advanced to 10 ft bgs or top of groundwater. Samples will be collected from 0-1 ft bgs (surface soil), 1- ft bgs, -4 ft bgs, and 9-10 ft bgs (or top of groundwater), as well as any interval that appears to have been impacted based on visual/olfactory observations. A summary of the proposed sample identifications, locations, and associated coordinates are listed in Table 17-.
