May 11, 2012 White Plains City School District Facilities Building 580 North Street White Plains, NY Attn: Frank Stefanelli, Director of Facilities and Operations RE: Q Industrial Hygiene Sampling - Retest for PNAHs & Radon Testing at the Eastview Middle School Dear Frank: Attached please find the analytical results for the environmental air sampling performed by Quality Environmental Solutions & Technologies Inc. for Polynuclear Aromatic Hydrocarbons (PNAHs) and Radon Testing of the Eastview Middle School. Three environmental air samples were collected and submitted for analysis of PNAHs from the following locations: Room 100 Room 104 Ambient Environmental Six radon canisters were deployed, collected and submitted for analysis from the following locations: Room 100 Room 100 (Duplicate QA/QC) Room 108 Room 113 Room 128 Weight Room Data Collection: At the request of the District, static environmental air samples were collected from the aforementioned locations due to concerns regarding the indoor environmental quality of the building; specifically, related to the potential impact of PNAHs [in Room 100] due to the presence of Coal Tar and Radon. Polynuclear Aromatic Hydrocarbons PNAH profile samples were collected, in accordance with NIOSH Method 5506, using a sampling pump with a XAD sorbent tube and a 37 mm, 2 um PTFE sampling cassette in sequence. The sampling pumps were calibrated to a uniform flow of 2 liters per minute utilizing a field rotometer and were run for a period of 480 minutes to attain a total sample volume of 960 liters. Three static environmental air samples for the presence of PNAHs were collected from the previously specified locations. A field blank sample and a batch blank sample were also included for QA/QC purposes. Upon completion of the sample collection, the media was forwarded to Galson Laboratories of East Syracuse, NY for analysis for PNAHs. 2 White Plains CSD Q Eastview Middle School Radon Monitoring for radon was conducted at 5 locations using charcoal sampling canisters deployed on May 2, The canisters were deployed for a period of approximately 55 hours. At the completion of the monitoring period the canisters were retrieved, sealed and forwarded to Eastern Analytical Services Inc. of Elmsford, NY, a NYS approved laboratory, Lab # 10851, for analysis. The analysis was completed in accordance with EPA method 500/ All results are recorded in Pico-curies/Liter (pci/l). The laboratory results for the air samples are contained in the Appendix of this report. Data Analysis: Polynuclear Aromatic Hydrocarbons Polyaromatic hydrocarbons (PAHs), also known as polycyclic aromatic hydrocarbons or polynuclear aromatic hydrocarbons, consist of fused aromatic rings. Polycyclic aromatic hydrocarbons, or polynuclear aromatic hydrocarbons, are a family of hydrocarbons containing two or more closed aromatic ring structures, each based on the structure of benzene. Some of the better known polycyclic aromatic compounds in environmental chemistry include anthracene, benzopyrene, benzofluoranthene, benzanthracene, dibenzanthracene, phenanthrene and pyrene; some of which are also identified by Occupational Safety and Health Administration (OSHA) as coal tar pitch volatiles. Coal tar pitch volatiles are composed of various chemical vapors that become airborne during the heating of coal tar pitch. Coal tar pitch is a black or dark-brown amorphous residue produced by the distillation or heat treatment of coal tar. It is a solid at room temperature and exhibits a broad softening range instead of a defined melting temperature. No other PNAHs were detected at a level above the detectable limit for the analytical method. The OSHA Permissible Exposure Level (PEL) for Naphthalene is 10 ppm. It should be noted that the laboratory results contained a footnote indicating that the Naphthalene detection may be biased low due to possible breakthrough. Radon The results of the monitoring for radon showed levels that were below detectable limits (BDL), <0.9 pci/l, for the analytical method at the locations monitored. The New York State Department of Health (NYSDOH) and the U.S. Environmental Protection Agency (USEPA) use a radon level of 4 pci/l as a recommended action level. At levels above 4 pci/l, the recommendation is that additional testing be performed to confirm the results of the preliminary testing, and if elevated levels of radon are detected, corrective actions may be recommended. According to the USEPA, lowering radon levels below 2.0 pci/l is difficult. The testing indicated that the locations tested had levels of radon below the USEPA recommended action level.
