3 1.0 INTRODUCTION This report presents the results of a Phase II Environmental Site Assessment (ESA) conducted by Fisher Associates, P.E., L.S., P.C. (Fisher Associates) for the University at Buffalo Foundation Services, Inc. (UBFS) and the State University Construction Fund (SUCF). It is our understanding that UBFS and SUCF are proposing to purchase the parcel located at the southwest corner of Washington Street and High Street (#960 Washington Street) in the City of Buffalo. The subject site is located in the City of Buffalo, New York, as shown on Figure No. 1 Project Location Map. 1.1 Site Background The existing assessed parcel is located at the southwest quadrant of the intersection of Washington Street and High Street, in the City of Buffalo, New York. The assessed property is an irregularlyshaped property containing less than one (1) acre (approximately 121 x 116 ) and has been referred to as both 960 Washington Street and 23 High Street. The property was originally developed in 1849 when Philip Scheu began construction of a building that opened as a brewery. Additions were made to the brewery between 1859 and 1884 after being sold to Joseph Haberstroh, and a new brewhouse was added in In 1894 Haberstroh constructed a new brewery on the same spot as the original, and it was completed in The brewery eventually closed in 1934 after apparently not being able to recover from financial losses incurred during Prohibition. The structure was converted into apartments after the brewery was closed, containing at one point as many as 81 apartments. Several of the buildings were demolished over the years and, in 1955 the four-story structure at the corner of Main Street and High Street ( Main Street) was demolished and a bank was built. The building associated with the assessed property remained apartments until 2005 when the building was demolished and the property became vacant. 1.2 Purpose and Scope The purpose of the Phase II ESA was to determine the potential for encountering contaminated soils, contaminated groundwater within the site, to characterize subsurface conditions, and to determine the limits of the historic brewhouse foundation. The Phase II ESA involved performing four (4) test pits, eight (8) soil borings, three (3) monitoring well installations, and analytical laboratory testing. 2.0 FIELD INVESTIGATIONS 2.1 Test Pits The purpose of the subsurface investigation was to evaluate the subsurface conditions in a broader perspective than the limited view allowed by the samples recovered by the soil borings, and to determine the potential for encountering the former foundation(s) of former buildings at the site.
4 960 Washington Avenue September 5, 2012 Buffalo, Erie County, New York Page 2 On July 11, 2012 Fisher Associates excavated test pits around the parcel to investigate the subsurface conditions. Nature s Way Environmental Consultants & Contractors, Inc. (Nature s Way) provided a rubber-tired backhoe. The test pits were excavated in locations where it was anticipated there would be former foundation or construction and demolition materials as shown on Figure 2 in Appendix A. The test pits ranged in depth from 7.25-feet to 16.5-feet. The apparent foundation walls and footings were encountered in each of the test pits along with building materials that had been buried within the foundation. During the test pits, the soils were observed for evidence of contamination (i.e., staining, odors, sheen, etc.) and the soils were scanned for the presence of organic compounds using a RAE Systems MiniRAE 2000 photoionization detector (PID). The test pits did not reveal any evidence of contamination. However, foundation walls, floors, and interior walls of the building were encountered. The exterior walls were constructed of either brick or cut stone and ranged in thickness from two (2) feet to four (4) feet. Representative photographs of the conditions encountered during the test pit excavations are located in Appendix E. 2.2 Soil Borings Between June 12 and July 02, 2012 representatives of Fisher Associates and Nature s Way Environmental Consultants & Contractors, Inc. (Nature s Way), advanced eight (8) soil borings, using hollow-stemmed augers driven by a truck-mounted rotary drill rig at eight (8) locations within the property boundary as shown on Figure 2 Soil Exploration Plan contained in Appendix A. The borings were advanced to depths ranging from 59.5 to 64.6 feet below ground surface, where subsurface conditions allowed. During drilling, the borings were monitored at 2.0 foot (ft.) to 4.0 (ft.) intervals using a RAE Systems MiniRAE 2000 photoionization detector (PID). The soil samples were scanned for the presence of organic compounds and the subsurface conditions were documented during the investigation. Copies of the soil boring logs prepared by Fisher Associates are contained in Appendix B. Representative soil samples were taken from the borings which had the highest PID reading above background (i.e., 5 ppm), at a depth where the highest PID reading was obtained during monitoring. Samples were taken from borings at the following locations: B-1(30 ft.), B-2 (18 ft.), B-2 (55 ft.), B-3a (55 ft.), B-4 (22-24 ft.), B-5 (55 ft.), B-6 (59-61 ft.), B-7 (12-14 ft.), B-7 (16-18 ft.), B-8 (22-24 ft.), and B-8 (44-46 ft.). The soil samples were placed in laboratory grade glass jars and then submitted under standard chain-of-custody protocol to Paradigm Environmental Services (Paradigm), a New York State Department of Health (NYSDOH) approved laboratory for analysis. The samples were analyzed for volatile organic compounds (VOCs) via United States Environmental Protection Agency (USEPA) Method 8260B Target Compound List (TCL) and NYSDEC STARS Compounds. The samples were also analyzed for semi-volatile organic compounds (SVOCs) via USEPA Method 8270C.
5 960 Washington Avenue September 5, 2012 Buffalo, Erie County, New York Page 3 The results of the sample headspace scanning are shown on the soil boring logs contained in Appendix B. 2.3 Monitoring Well Installation Three (3) soil boring locations were converted into permanent monitoring wells covered by steel framed road-boxes. B-1a was converted to MW-1a by grouting the bottom portion of the soil boring to a depth of 34 feet, installing slotted PVC well casing with a sand pack, adding 1.5-feet of bentonite plug, and finishing with concrete/bentonite grout and the road box. Groundwater was determined to be approximately 23.9 feet below the north rim of the PVC riser. B-2 was converted to MW-2 in similar fashion, installing well casing to 35.5-feet and having groundwater determined to be at approximately 20.6-feet below the north rim of the PVC riser. In addition, B-8 was converted to MW-8with well casing to 35.0 feet and groundwater determined to be at approximately 21.3 feet below the north rim of the PVC riser. The wells were then developed to verify connectivity with groundwater, then allowed to stand for 48-hours. All three (3) wells were then purged and allowed at least 24 hours after purging to recover before sampling. 3.0 INVESTIGATION AND ANALYTICAL TEST RESULTS 3.1 Test Pits Test pit surveys indicate that construction and demolition debris/fill material appears to be present across the property. TP-1, TP-2, TP-3, TP-4 uncovered building materials including brick, metal, Styrofoam, glass, piping, carpet fibers, and wood within the upper 10 feet. Apparent edge of historic foundation was uncovered in TP-1 and TP-3, an assumed concrete floor or footing was found in TP-4, and interior brick walls were found inside TP-2. Additional information about the test pits and other features identified during the test pits is shown on the test pit logs attached in Appendix C. Test pit locations can be found on Figure 3 Soil Exploration Plan contained in Appendix A, and representative photographs are located in Appendix E. 3.2 Soil Borings The soil samples collected at borings B-1a, B-2, B-3a, B-4, B-5, B-6, B-7, and B-8 were analyzed by Paradigm for VOCs via USEPA method 8260B TCL plus STARS, SVOCs via USEPA Method 8270C, RCRA Metals via USEPA Methods 3050/6010/7471, and PCBs via USEPA The analytical laboratory results and chain-of-custody forms are contained in Appendix D. The NYSDEC Department of Environmental Remediation (DER) publication DER-10 contains cleanup guidelines for various types of existing or proposed land use. The DER 10, Section 1.12 Use of Site guidelines for the property indicate that commercial use includes health care facilities, including hospitals.
6 960 Washington Avenue September 5, 2012 Buffalo, Erie County, New York Page 4 Therefore, the laboratory analysis results were compared to the NYSDEC Part Remedial Program Soil Cleanup Levels ( Restricted Commercial Use). As shown in Table 1 in Appendix D, VOCs were detected at levels above the laboratory method detection limit (MDL) in samples collected from soil borings B-2, B-3a, B-4, B-7, and B-8. Napthalene was detected at 87.5 ppm in B-2. Acetone was detected in B-3a, B-4, B-7, and B-8. These compounds were detected at levels that did not exceed the NYSDEC Cleanup Guidance Levels listed in Part (Unrestricted Use). It is unclear if acetone is detected as a result of common laboratory sample preparation procedures. Samples collected from soil boring B-2 also contained SVOCs at levels of compounds that were above the laboratory method detection levels (MDLs). Acenaphylene, Anthracene, Benzo (a) anthracene, Benzo (a) pyrene, Benzo (b) flouranthene, Benzo (g,h,i) perylene, Benzo (k) floranthene, Chrysene, Flouranthene, Florene, Indeno (1,2,3-cd) pyrene, Phenanthrene, Pyrene were detected at levels exceeding the Restricted Commercial Use as shown on Table 2 in Appendix D. Based on the results of the laboratory testing and the requirements of the NYSDEC regulations, it was recommended that the NYSDEC be contacted and a Spill report be filed for the property. At the request of SUCF, Fisher Associates contacted the NYSDEC, and the NYSDEC subsequently assigned the Spill Number to the property. In addition to analyzing the soil samples collected from the soil borings for petroleum compounds, the samples were analyzed for concentrations of heavy metals and PCBs. The samples were analyzed for the eight (8) RCRA metals and PCBs to determine soil management/disposal procedures during construction. As shown in Table 3 in Appendix D, several RCRA metals were detected above the laboratory MDL in each sample collected. Chromium was detected in all eight (8) soil borings sampled. In addition, Lead and Mercury were detected in boring B-2. The metals detected in these samples were exceeding Unrestricted Use Guidance. No PCBs were detected in soil borings B-1a B-8 as shown on Table 4 in Appendix D. 3.3 Monitoring Wells Water samples taken from MW-1a, MW-2, and MW-8 were analyzed for VOCs, SVOCs, RCRA metals, and PCBs using USEPA methods 8260B TCL plus STARS (VOCs), 8270C STARS (SVOCs), 3050/6010/7471 (RCRA metals), and 8082 (PCBs). Acetone was detected in two (2) of the monitoring wells, MW-1a and MW-8. Levels of acetone in MW-8 exceeded action levels described in NYSDEC guidance as shown on Table 5 of Appendix D. It is unclear if acetone is detected as a result of common laboratory sample preparation procedures. The SVOC Bis (2 ethylhexyl) phthalate was also detected in MW-2 at 11.9 ppm. However, there is no guidance provided for this compound with NYSDEC Part as shown on Table 6.
7 960 Washington Avenue September 5, 2012 Buffalo, Erie County, New York Page 5 Two (2) RCRA metals were detected at levels above the MDL in MW-1a and MW-8, Barium and Chromium, but do not exceed action guidance levels. No RCRA metals were detected in MW-2 as shown on Table 7 of Appendix D. No PCBs were detected in any of the three (3) monitoring wells as shown on Table 4 in Appendix D. 4.0 CONCLUSIONS AND RECOMMENDATIONS 4.1 Test Pits The purpose of the shallow subsurface investigation was to determine the potential for encountering petroleum contaminated soils or historic building foundations. To accomplish this, four (4) test pits were completed using a rubber-tire backhoe. Based on the results of the test pits, it is unlikely that USTs are present on the property. However large amounts of building material/debris remain below the surface and may pose an issue during design and construction at this property. 4.2 Subsurface Soils The purpose of the deep subsurface investigation was to determine the potential for encountering petroleum contaminated soils and/or groundwater within the property limits from on-site or offsite sources. To accomplish this, eight (8) soil borings were advanced. The soils recovered were monitored for the presence of VOCs on site, sampled, and analyzed by Paradigm for VOCs, SVOCs, RCRA metals, and PCBs. The analytical laboratory results and chain-of-custody forms are contained in Appendix D. Soils found in B-2 contained detectable levels of Naphthalene, a heavy VOC/ light SVOC, and high levels of SVOC compounds. Spill reports provided by Toxics Targeting indicate groundwater flow direction is generally from south to north and northeast. The database indicates that the site located at 979 Main Street has had an application submitted for consideration as a property for the Brownfield Cleanup Program (BCP). Information submitted with the BCP application indicates that groundwater flow at the 979 Main Street property is generally flowing toward the northeast. Historic SPILLS data indicates that petroleum contamination had been encountered in all directions from the property. Other boring locations at the property indicate acetone (VOC), and Chromium (RCRA metal) as common contaminants. In most samples, these levels exceed guidance values. No PCBs were found in soil samples taken at any of the eight (8) boring locations. Therefore, based on the laboratory data, PID data, and field observations, it is anticipated that special excavation methods may be required during construction excavation, and excavated materials may require landfill characterization before disposal. In addition, it is recommended that a soil management plan (SMP) be put in place during excavations or other intrusive work. Soils to
8 960 Washington Avenue September 5, 2012 Buffalo, Erie County, New York Page 6 be left in place should be evaluated to determine the need for a sub-slab vapor extraction system. 4.3 Groundwater Water samples taken from MW-1a, MW-2, and MW-8 were analyzed for VOCs, SVOCs, RCRA metals, and PCBs. Acetone was found at detectable levels at both MW-1a and MW-8. Contamination of MW-2 with detectable SVOCs levels exceeding cleanup criteria further suggests that contaminates have traveled onto the site with the south to north general groundwater flow. Quarterly monitoring well sampling/analysis is scheduled for the next 12-months to further understand the extent and potential source(s) of groundwater contamination located on the property, and the potential impact to the site. In addition to the above recommendations, because subsurface contamination was encountered at several of the sites with previous open and closed spill reports, Fisher Associates recommends that a copy of this report be forwarded to the NYSDEC Region 9 Spills Unit for their records.
