4 Laguna de de Bay Quick Facts Surface area: 900 km 2 Average depth: 2.5m Average volume: 2.25 million m 3 Shoreline length: 285 km.

5 THE LAGUNA DE BAY REGION Total Area: 3880 km 2 including the 900 km 2 lake PROVINCES Average depth = 2.5m Total no. of cities = 14 Lakeshore municipalities = 25 Non-lakeshore municipalities = 22 Total no. of barangays = 2,655 Human Population: about 6 million

6 LAGUNA LAKE DEVELOPMENT AUTHORITY RA 4850 (1966)...to promote and accelerate the development and balanced growth of the Laguna de Bay Region.with due regard for environmental management.) The only lake management authority in the Philippines PD 813 (1975) Expanded the Mandate of LLDA to address environmental protection including the power to issue permit for the use of surface waters LLDA EO 927 (1983) Classified LLDA as Class A Corporation Authorized to modify its organization Granted water rights over Laguna de Bay and other water bodies within the region Granted power to control and abate pollution within the region Authorized to collect fees for the use of lake water EO 349 (1996) Adoption and implementation of Laguna de Bay Master Plan EO 149 (1993) placed under the Dept. of Environment and Natural Resouces for administrative supervision and policy coordination

10 LLDA s Flagship Programs Environmental User Fee System Aquaculture Management Shoreland Management Program River Rehabilitation Program

11 Environmental Users Fee (EUF) implemented in the Laguna de Bay Region in 1997; a market-based instrument that applies the polluters pay principle; a fee that is paid for discharging wastewater into the environment (exclusive of penalties for violation of pollution control law); Industrial establishments in the Laguna de Bay Basin: 5,400 With wastewater discharge: 65% Without wastewater discharge: 35% serves as an economic means to force polluters to reduce/abate water pollution while instituting remedial measures within their establishment;
