1 WATER SAFETY PLANS IN COMMUNITY MANAGED WATER SUPPLIES IN NIGERIA RURAL WATER SUPPLY AND SANITATION PROGRAMME Presenter: Engr. Bishnu Timilsina, WASH Specialist, UNICEF, Abuja IWA Water Safety Conference National Water and Sewerage Corporation International Resource Centre (NWSC-IREC), Kampala, Uganda, November 2012 unite for children UNICEF SUPPORT TO WASH PROGRAM IN NIGERIA JMP: With well over 151M inhabitants, Nigeria is the most populous nation in Africa. Of these, an estimated 103M Nigerian still lack basic sanitation facilities and 63M do not have access to an improved source UNICEF of water. INTRODUCTION WSP concept is a new proactive approach that strives to consistently safeguard the quality of drinking water from the source to the consumer It is a documented plan that identifies the risks from catchment to the consumer, prioritizes the risks mitigation through control measures that are put in place and implemented through an up-graded plan. The WSP is reviewed periodically especially after an incidence. Key components of the WSP are system assessment, operational monitoring and management plan The WSP approach to drinking water quality is recommended by WHO and is a requirement under the Nigeria Standard for Drinking Water Quality (NSDWQ-2007). Moves towards WSP: FMWR-EU-UNICEF-WSSSRP May 2011: Strategy for WSP Implementation and action plans drafted focusing six EU/UNICEF supported States under WSSSRP. One day WSP Orientation workshop for Federal and State Line Ministries followed by two days ToT conducted. The Strategy for introduction of WSP includes: National Action points Draft State Action Plans Selection of Pilot LGAs/communities for WSP Recommendations for support by sector support agencies 4 PILOTING WSP IN NIGERIA In consideration of the importance of WSP as a strategic component of drinking water quality, UNICEF Nigeria supported to select states to pilot WSP in Nigeria. Supported the Federal Ministry of Water Resources to conduct a National Workshop on WSPs for all stakeholders. NATIONAL WORKSHOP ON WSPs The National Sensitization Workshop was held in Abuja in 2011 and line ministries Federal Ministry of Health, Federal Ministry of Environment, Federal Ministry of Water Resources (FMWR), FMWR Reference laboratories, National Water Resource Institute (NWRI) as well as WHO and other State agencies (States RUWASSAs, States Water Boards, University lecturers) were present. 5 1
2 State level Sensitization The state level step down Sensitization and Training Workshops were held in each EU supported state (Anambra, Cross River, Jigawa, Yobe and Osun). OSUN STATE WSP STEP DOWN WORKSHOP AT ADA Following Key Stakeholders were present: State Ministries (Health, Environment, Water Resources, Education) State Planning Commissions Rural Water Supply and Sanitation Agency (RUWASSA) WASH Departments of select Local Government Agencies (LGAs) House of Assembly Committee members on Water Resources and Environment Universities (Departments of Micro Biology) NGOs/ CBOs and Private Sectors LGA LEVEL WSP WORKSHOPS The LGA level sensitization and training workshop held for following stakeholders: LGA Council Members WASH Department Health Department Education Department Local NGOs and Local Water Vendors WASHCOM Members and leaders from Pilot Communities CAPACITY BUILDING National level workshop to sensitize stakeholders and buy in the Line Ministries targeting decision makers. Step down ToT workshops for state, LGA and NGOs/CBOs. A total of 244 were trained from 5 states (38 females and 206 males) LGA/Ward sensitization meetings where 3 WASHCOM members from each participating community attended and received training (75 WASHCOM members). Capacity Building. LGA/Ward sensitization meeting: 3 persons per community attended the meeting where they were briefed on WSPs. Attendees received tutorials and practical training on bacteriological testing of water using hydrogen sulfide (H2S) Vail, Sanitary inspections, WSPs and HWTS. A schedule of visit to communities is developed and shared to all. On return, community/washcom members were sensitized and WSP team formed. A TYPICAL ACTION PLAN Workshop participants prepare an Action Plan Shares it with LGA & RUWASSA staff Briefs the community chief, elders and WASHCOM members on arrival from workshop Briefs the entire community and completes the selection of WSP Team. 2

The upgraded plan has VLOM as a component that ensures the access to water source as designed. MONITORING AND FOLLOW-UP VISITS LGA and RUWASSA officials visit communities to monitor and follow up. DANBARAGE WSP TEAM AT WORK LGA staff pay more visits: weekly for the first two weeks and periodically 5 visits in two months period. The WSP Monitoring template is completed to ensure diligent monitoring including the implementation of up-graded plans Sanitary inspections are usually done every month or as stipulated in the WSP WSP team also fill the reporting format for Community Based Water Quality Monitoring & Surveillance (CBWQMS). 4 HUMAN STORY Communities carry out routine sanitary inspection and water quality monitoring Surveillance on their water facilities. Mallam Said Liman a member of the WSP team of Danbarage community of Babura LGA, Jigawa state had this to say on WSPs: The WSP concept is a call for us to return to the good old days where we had to keep our environment including the water points clean. Failure to do this resulted in incurring the wrath of the sanitary inspectors. The good thing about the WSP is that we are the inspectors. CHALLENGES Lack of Political Willingness (More focus on Quantity of water rather than Quality) WSP not well captured in the State WASH Policy Capacity gaps at MDA level Inadequate support from LGAs and RUWASSAs to communities in terms of Community WSP Implementation CHALLENGES Poor funding for LGA WASH Departments Inability of communities to raise funds to effect systems upgrade. Poor monitoring of Community Activities from the State line agencies. Gaps in understanding the WSP as holistic approach WAY FORWARD Set up relevant institutional structures for WSP at state and LGA levels RUWASSAs to allocate more funds for Water Quality activities. LGAs to allocate more funds for WASH Departments to support implementation of WSP at community level WAY FORWARD Communities to raise O & M fund in a regular basis to enable WAHSCOMs to repair and upgrade the facilities. Develop strategies to scale up the pilots Maintain a learning alliance through inter community/lga/state visits. Review State WASH policies and incorporate WSP as a component of Water Quality management. WAY FORWARD Support National Water Resource Institute to develop competences in WSPs for large works Networking with all line agencies and Academia PPP for WSP development and implementation (Source out the testing of water samples) 4
