Pirkl Gas proposes to add four 45,000-gallon propane storage tanks (180,000 gallons total) to its existing propane storage facility in Owatonna, Minnesota. The existing facility has four 30,000 gallon propane storage tanks. b. Give a complete description of the proposed project and related new construction, including infrastructure needs. If the project is an expansion include a description of the existing facility. Emphasize: 1) construction, operation methods and features that will cause physical manipulation of the environment or will produce wastes, 2) modifications to existing equipment or industrial processes, 3) significant demolition, removal or remodeling of existing structures, and 4) timing and duration of construction activities. Pirkl Gas proposes to install four 45,000-gallon propane storage tanks at its existing bulk storage facility in Owatonna, Minnesota. Currently there are four 30,000 gallons propane tanks located at the facility. The existing facility also has a warehouse, office and garage, all located within a fenced area. All propane received by the facility will be offloaded from trucks for storage prior to delivery to commercial and residential users in the area. The facility has been in operation at this site since The new tanks will be constructed immediately north of the existing tanks. Construction disturbances will be limited to small excavations necessary to install eight concrete footings on which the new tanks will rest. The concrete footings are planned to be installed in 2014, and duration of construction is expected to be less than one week. No other construction disturbances are anticipated, no demolition activities are necessary, and no other modifications to existing facilities or processes are associated with the proposed project. No increases in wastes are anticipated to be generated during either construction or operation of the facility. a. The purpose of the project is to increase local storage of propane to be able to supply businesses, agricultural producers and residents with propane gas when propane gas is otherwise in short supply (such as it was late last winter when at times no propane was available). c. Two 45,000 gallon tanks were permitted to be constructed immediately. The other two tanks were permitted only with the completion of necessary environmental review by the MPCA. The approval of building permits needed for the project has not yet been granted by the city. Cumulative potential effects may be considered and addressed in response to individual EAW Item Nos. 9-18, or the RGU can address all cumulative potential effects in response to EAW Item No. 19. If addressing cumulative effect under individual items, make sure to include information requested in EAW Item No Land use: a. Describe: i. Existing land use of the site as well as areas adjacent to and near the site, including parks, trails, prime or unique farmlands. The facility is located in an industrial area in the city of Owatonna. A propane storage facility has been at this location since The parcel is generally bounded by Maple Creek located approximately 325 feet to the north, general commercial property to the east, a railroad line to the south, and an auction house to the west. The closest residential development is approximately 250 feet to the south and approximately 500 feet to the east. The facility is on a parcel zoned as Light Industry, a zoning designation that generally continues to the west along the railroad tracks. The land adjacent to the east is zoned Community Business, the land to the north across Maple Creek is a cemetery, and parcels immediately to the south are also zoned Community Business. Land use outside the zoning areas listed above is zoned as various types of residential use. The nearest park land is Dartt s Park, which is located approximately 1/4 mile to the east (upstream along Maple Creek). Dartt s Park is an 18 acre park which includes a picnic shelter, tennis courts, basketball court, ball fields, and playground. Buxton Trail runs along the south side of Maple Creek through Dartt s Park and continues along Maple Creek north of the facility property. There are no prime, unique or other farmlands within approximately one mile of the facility. The city has granted a Conditional Use Permit for the proposed project. 6 ii. Plans. Describe planned land use as identified in comprehensive plan (if available) and any other applicable plan for land use, water, or resources management by a local, regional, state, or federal agency. Planned land use for the property identified in the November 2006 City Comprehensive Plan is continued industrial land use (Figure 4). iii. Zoning, including special districts or overlays such as shoreland, floodplain, wild and scenic rivers, critical area, agricultural preserves, etc. Much of the northern 2/3 of the facility parcel is within the FEMA 100-year floodplain, and the northern 20 percent of the parcel is within the floodway (see Figures 5A, 5B and 5C). Development within the floodway is not allowed nor is it proposed. Zoning is discussed in 9.a.i above, and no other special districts or overlays exist for the facility parcel. b. Discuss the project s compatibility with nearby land uses, zoning, and plans listed in Item 9a above, concentrating on implications for environmental effects. The city of Owatonna and Owatonna City Fire Marshall have previously approved the current zoning for the area in which the facility is located, and there are no identified incompatibilities between the proposed project and city land use or zoning. Placement of the storage tanks within the 100-year floodplain is discussed below. c. Identify measures incorporated into the proposed project to mitigate any potential incompatibility as discussed in Item 9b above. The Conditional Use Permit allows two tanks to be constructed immediately and the final two tanks to be constructed after the environmental review is completed by the Minnesota Pollution Control Agency (MPCA). Written approval must be granted by the city prior to connecting the piping for the two additional tanks. The elevation at the proposed site is between and feet (North American Vertical Datum (NAVD)). As part of the city Conditional Use permit, the base elevation of the proposed storage tanks will be designed to be one foot above the base flood (100-year flood) elevation. The actual base elevation of the proposed tanks will be determined through the required FEMA Elevation Certification Process. 10. Geology, soils and topography/land forms: a. Geology - Describe the geology underlying the project area and identify and map any susceptible geologic features such as sinkholes, shallow limestone formations, unconfined/shallow aquifers, or karst conditions. Discuss any limitations of these features for the project and any effects the project could have on these features. Identify any project designs or mitigation measures to address effects to geologic features. From data taken generally near the site from water well construction information, the depth to bedrock varies from approximately 25 to 60 feet, and unconsolidated sediments overlying the bedrock are listed as fill, sand and gravel, and clay. 7 artesian condition. No karst conditions are known to occur at the site, and the Owatonna area is generally mapped as transitional to active karst lands by Alexander and Goa, As no water wells or deep excavations are anticipated to be constructed as part of the proposed project, no mitigation measures are planned or believed necessary. b. Soils and topography - Describe the soils on the site, giving NRCS (SCS) classifications and descriptions, including limitations of soils. Describe topography, any special site conditions relating to erosion potential, soil stability or other soils limitations, such as steep slopes, highly permeable soils. Provide estimated volume and acreage of soil excavation and/or grading. Discuss impacts from project activities (distinguish between construction and operational activities) related to soils and topography. Identify measures during and after project construction to address soil limitations including stabilization, soil corrections or other measures. Erosion/sedimentation control related to stormwater runoff should be addressed in response to Item 11.b.ii. Soil types mapped by Natural Resources Conservation Service (NRCS) at the site (see Figure 6) include Estherville Sandy loam and Spillville alluvium. Estherville Sandy loam series consists of very deep, somewhat excessively drained soils that formed in 25 to 50 centimeters of loamy sediments over sandy and gravelly outwash. These soils are on outwash plains, stream terraces, valley trains, and kames on moraines. Slope ranges from 0 to 70 percent, and saturated hydraulic conductivity range from 1.00 to micrometers per second in the loamy sediments and to micrometers per second in the outwash. Spillville series consists of very deep, moderately well drained or somewhat poorly drained soils formed in dark colored, medium-textured alluvium. Spillville soils are on nearly level flood plains and gently sloping footslopes on uplands. Slope ranges from 0 to 5 percent and hydraulic conductivity is moderately high when saturated. Shallow excavations of 5.5 feet below grade will be dug for the foundation footings for the tanks in the Spillville soils, which are essentially flat-lying at the site. No impacts from project activities (either during construction or operational activities) related to soils and topography are anticipated, and no soil corrections are planned or believed necessary. 11. Water resources: a. Describe surface water and groundwater features on or near the site in a.i. and a.ii. below. i. Surface water - lakes, streams, wetlands, intermittent channels, and county/judicial ditches. Include any special designations such as public waters, trout stream/lake, wildlife lakes, migratory waterfowl feeding/resting lake, and outstanding resource value water. Include water quality impairments or special designations listed on the current MPCA 303d Impaired Waters List that are within 1 mile of the project. Include DNR Public Waters Inventory number(s), if any. There are no surface waters within the site boundaries, and the nearest surface water is Maple Creek which is approximately 325 feet north of the site. Maple Creek is listed as impaired and has an approved Total Maximum Daily Load for fecal coliform. 8 identified in the Minnesota Department of Natural Resources (MDNR) Public Waters Inventory. The area floods infrequently. The elevation at the proposed site is between and feet NAVD. According to the city Conditional Use permit, the base elevation of the proposed storage tanks will be designed to be one foot above the base flood (100-year flood) elevation ( feet NAVD). The actual base elevation of the proposed tanks will be determined through the required FEMA Elevation Certification Process. ii. Groundwater aquifers, springs, seeps. Include: 1) depth to groundwater; 2) if project is within a MDH wellhead protection area; 3) identification of any onsite and/or nearby wells, including unique numbers and well logs if available. If there are no wells known on site or nearby, explain the methodology used to determine this. No wells, springs or seeps exist at the proposed project site, and nearby wells (see Figure 7) list depths to groundwater as 0 to 120 feet depending on the well construction and aquifer used. Given the relative proximity of the site to the Maple Creek, and that the site is topographically situated within the valley of Maple Creek near its confluence with the Straight River, groundwater is anticipated to be approximately feet below ground level. The site is not identified as within or near a wellhead protection area in the Minnesota Department of Health CWI database. b. Describe effects from project activities on water resources and measures to minimize or mitigate the effects in Item b.i. through Item b.iv. below. i. Wastewater - For each of the following, describe the sources, quantities and composition of all sanitary, municipal/domestic and industrial wastewater produced or treated at the site. 1) If the wastewater discharge is to a publicly owned treatment facility, identify any pretreatment measures and the ability of the facility to handle the added water and waste loadings, including any effects on, or required expansion of, municipal wastewater infrastructure. The only wastewaters generated at the facility are sanitary flows from office activities that are discharged to a connection with the city of Owatonna sanitary sewer system. As the flows are all sanitary flows, no pretreatment is required by the city. 2) If the wastewater discharge is to a subsurface sewage treatment systems (SSTS), describe the system used, the design flow, and suitability of site conditions for such a system. Generated wastewater from the facility is not discharged to an Subsurface Sewage Treatment System. 3) If the wastewater discharge is to surface water, identify the wastewater treatment methods and identify discharge points and proposed effluent limitations to mitigate impacts. 9 Generated wastewater form the facility is not discharged to surface water. ii. Stormwater - Describe the quantity and quality of stormwater runoff at the site prior to and post construction. Include the routes and receiving water bodies for runoff from the site (major downstream water bodies as well as the immediate receiving waters). Discuss any environmental effects from stormwater discharges. Describe stormwater pollution prevention plans including temporary and permanent runoff controls and potential BMP site locations to manage or treat stormwater runoff. Identify specific erosion control, sedimentation control or stabilization measures to address soil limitations during and after project construction. Based upon the topography of the site, stormwater generally travels north and discharges to Maple Creek. The anticipated volume and quantity of stormwater after project completion is anticipated to be unchanged from that of pre-construction. There are no engineered city stormwater systems conveying stormwater from the site to Maple Creek. iii. Water appropriation - Describe if the project proposes to appropriate surface or groundwater (including dewatering). Describe the source, quantity, duration, use and purpose of the water use and if a DNR water appropriation permit is required. Describe any well abandonment. If connecting to an existing municipal water supply, identify the wells to be used as a water source and any effects on, or required expansion of, municipal water infrastructure. Discuss environmental effects from water appropriation, including an assessment of the water resources available for appropriation. Identify any measures to avoid, minimize, or mitigate environmental effects from the water appropriation. No appropriation of surface or groundwater is planned as a result of the proposed project. iv. Surface Waters a) Wetlands - Describe any anticipated physical effects or alterations to wetland features such as draining, filling, permanent inundation, dredging and vegetative removal. Discuss direct and indirect environmental effects from physical modification of wetlands, including the anticipated effects that any proposed wetland alterations may have to the host watershed. Identify measures to avoid (e.g., available alternatives that were considered), minimize, or mitigate environmental effects to wetlands. Discuss whether any required compensatory wetland mitigation for unavoidable wetland impacts will occur in the same minor or major watershed, and identify those probable locations. No wetlands will be impacted by the proposed project. b) Other surface waters- Describe any anticipated physical effects or alterations to surface water features (lakes, streams, ponds, intermittent channels, county/judicial ditches) such as draining, filling, permanent inundation, dredging, diking, stream diversion, impoundment, aquatic plant removal and riparian alteration. 10 modification of water features. Identify measures to avoid, minimize, or mitigate environmental effects to surface water features, including in-water Best Management Practices that are proposed to avoid or minimize turbidity/sedimentation while physically altering the water features. Discuss how the project will change the number or type of watercraft on any water body, including current and projected watercraft usage. No surface waters will be directly impacted by the proposed project, and the proposed project will not affect watercraft usage. 12. Contamination/Hazardous Materials/Wastes: a. Pre-project site conditions - Describe existing contamination or potential environmental hazards on or in close proximity to the project site such as soil or ground water contamination, abandoned dumps, closed landfills, existing or abandoned storage tanks, and hazardous liquid or gas pipelines. Discuss any potential environmental effects from preproject site conditions that would be caused or exacerbated by project construction and operation. Identify measures to avoid, minimize or mitigate adverse effects from existing contamination or potential environmental hazards. Include development of a Contingency Plan or Response Action Plan. A petroleum release was discovered at the property during the closure of a former bulk fuel tank facility in 2006 (MPCA Site ID LEAK ). Investigation and cleanup activities were completed and an MPCA File Closure letter was issued by MPCA in June, 2007 (Attachment 3). No other surface or subsurface contamination hazards are known to exist at the property. The project will include the excavation of a small area for tank footings. This area is a significant distance from the area of the former bulk tanks; therefore, no mitigation measures are planned or believed to be required. b. Project related generation/storage of solid wastes - Describe solid wastes generated/stored during construction and/or operation of the project. Indicate method of disposal. Discuss potential environmental effects from solid waste handling, storage and disposal. Identify measures to avoid, minimize or mitigate adverse effects from the generation/storage of solid waste including source reduction and recycling. No significant amounts of solid wastes are anticipated from construction or operation of the proposed project. c. Project related use/storage of hazardous materials - Describe chemicals/hazardous materials used/stored during construction and/or operation of the project including method of storage. Indicate the number, location and size of any above or below ground tanks to store petroleum or other materials. Discuss potential environmental effects from accidental spill or release of hazardous materials. Identify measures to avoid, minimize or mitigate adverse effects from the use/storage of chemicals/hazardous materials including source reduction and recycling. Include development of a spill prevention plan. Currently existing at the proposed project site are four 30,000-gallon propane storage tanks (Figure 3) and approximately thirty new 120- to 1000-gallon propane tanks that are filled and Propane Storage Expansion Project Environmental Assessment City of Owatonna, Steele County, Minnesota 9 Worksheet

11 transported to residential or commercial properties for propane use. The proposed action would add four 45,000-gallon propane storage tanks at the site. As with all propane storage facilities, potential environmental effects from a release of propane include the threat of fire or explosion and/or a release of propane to the atmosphere. Other than potential disaster impacts from railroad operations or the Kwik Trip parcel approximately 300 feet to the east, there are no other significant nearby facilities that store large volumes of flammable or explosive materials that could impact the proposed facilities. City of Owatonna firefighters are aware of the facility and proposed project and periodically conduct training specifically on fighting propane tank fires. Tanks will be constructed at or above industry standards and subject to Fire Marshall and National Fire Protection Association requirements. A copy of the Fire Safety Analysis Report for the project is included as Attachment 4. d. Project related generation/storage of hazardous wastes - Describe hazardous wastes generated/stored during construction and/or operation of the project. Indicate method of disposal. Discuss potential environmental effects from hazardous waste handling, storage, and disposal. Identify measures to avoid, minimize or mitigate adverse effects from the generation/storage of hazardous waste including source reduction and recycling. No hazardous wastes are anticipated to be generated from construction or operation the proposed project. 13. Fish, wildlife, plant communities, and sensitive ecological resources (rare features): a. Describe fish and wildlife resources as well as habitats and vegetation on or in near the site. The area where the proposed tanks will be installed is a large, gravel-surfaced area with no vegetation or trees to support any fish, wildlife or plant communities, with the northern portion of the site being turfgrass with no trees. To the north of the site is Maple Creek that likely forms an urban wildlife corridor but which will not be affected by any direct disturbances during construction of operation of the proposed facility. b. Describe rare features such as state-listed (endangered, threatened or special concern) species, native plant communities, Minnesota County Biological Survey Sites of Biodiversity Significance, and other sensitive ecological resources on or within close proximity to the site. Provide the correspondence number (ERDB ) from which the data were obtained and attach the Natural Heritage letter from the DNR. Indicate if any additional habitat or species survey work has been conducted within the site and describe the results. Attachment 1 is a letter responding to the query of the MDNR Natural Heritage Information System dated June 3, c. Discuss how the identified fish, wildlife, plant communities, rare features and ecosystems may be affected by the project. Include a discussion on introduction and spread of invasive species from the project construction and operation. Separately discuss effects to known threatened and endangered species. No issues. 12 d. Identify measures that will be taken to avoid, minimize, or mitigate adverse effects to fish, wildlife, plant communities, and sensitive ecological resources. Mitigative measures will be the placement of the tanks one-foot above flood stage water levels. The actual base elevation of the proposed tanks will be determined through the required FEMA Elevation Certification Process. 14. Historic properties: Describe any historic structures, archeological sites, and/or traditional cultural properties on or in close proximity to the site. Include: 1) historic designations, 2) known artifact areas, and 3) architectural features. Attach letter received from the State Historic Preservation Office (SHPO). Discuss any anticipated effects to historic properties during project construction and operation. Identify measures that will be taken to avoid, minimize, or mitigate adverse effects to historic properties. The Minnesota State Historic Preservation Office was consulted (Attachment 2) and their files show only one archaeological site (Whistle Stop) that is not at the project location. Many historic structures are listed in the History/Architecture Inventory, none of which are at the project location or will be directly impacted by the proposed project. Therefore, no mitigation measures for impacts to archaeological or historic sites are planned or believed necessary. 15. Visual: Describe any scenic views or vistas on or near the project site. Describe any project related visual effects such as vapor plumes or glare from intense lights. Discuss the potential visual effects from the project. Identify any measures to avoid, minimize, or mitigate visual effects. The project site does not contain and is not within the viewshed of scenic views or vistas, and no vapor plumes, additional bright lighting, or other visual impacts are planned or anticipated. The net visual change after implementation of the proposed project will be four additional propane storage tanks in a propane storage facility in an industrial park. No visual mitigation measures are planned or believed necessary. 16. Air: a. Stationary source emissions - Describe the type, sources, quantities and compositions of any emissions from stationary sources such as boilers or exhaust stacks. Include any hazardous air pollutants, criteria pollutants, and any greenhouse gases. Discuss effects to air quality including any sensitive receptors, human health or applicable regulatory criteria. Include a discussion of any methods used assess the project s effect on air quality and the results of that assessment. Identify pollution control equipment and other measures that will be taken to avoid, minimize, or mitigate adverse effects from stationary source emissions. The tanks are filled through valved hoses attached between the propane tanker trucks and the receiving storage tank. When the offloading is complete, the valves are closed and propane emissions are limited to very small puffs when the hoses are disconnected. There are no stationary source emissions anticipated from construction or operation of the proposed project. There will be no truck-to-truck transfers, offloading from railroad cars, expansion/contraction tanks or flares to create stationary source emissions. 13 potential stationary source air emissions expected nearby would be fugitive petroleum emissions from the nearby Kwik Trip convenience store. b. Vehicle emissions - Describe the effect of the project s traffic generation on air emissions. Discuss the project s vehicle-related emissions effect on air quality. Identify measures (e.g. traffic operational improvements, diesel idling minimization plan) that will be taken to minimize or mitigate vehicle-related emissions. As described below in Question 18, there is no anticipated increase in annual vehicle traffic due to the proposed project on an annual basis. Therefore, there is no anticipated impact on air quality and no mitigation measures are planned or believed necessary. c. Dust and odors - Describe sources, characteristics, duration, quantities, and intensity of dust and odors generated during project construction and operation. (Fugitive dust may be discussed under item 16a). Discuss the effect of dust and odors in the vicinity of the project including nearby sensitive receptors and quality of life. Identify measures that will be taken to minimize or mitigate the effects of dust and odors. Minor increases in dust generation may occur due to traffic related to the proposed project during construction or operation. The city of Owatonna has received no complaints regarding dust, odors or noise regarding the facility; however, if necessary water would be used for dust control. 17. Noise Describe sources, characteristics, duration, quantities, and intensity of noise generated during project construction and operation. Discuss the effect of noise in the vicinity of the project including 1) existing noise levels/sources in the area, 2) nearby sensitive receptors, 3) conformance to state noise standards, and 4) quality of life. Identify measures that will be taken to minimize or mitigate the effects of noise. Noise generated from the proposed project will be very similar to existing noise generated by existing propane storage operations and is generally from truck traffic related to deliveries of propane. Parcels abutting the proposed project site are commercial properties and truck traffic will be restricted to normal working hours. The nearest sensitive receptors are residential neighborhoods, the nearest of which is approximately 250 feet and across the railroad tracks from the proposed tank locations. No noise mitigation measures are planned or believed necessary. 18. Transportation a. Describe traffic-related aspects of project construction and operation. Include: 1) existing and proposed additional parking spaces, 2) estimated total average daily traffic generated, 3) estimated maximum peak hour traffic generated and time of occurrence, 4) indicate source of trip generation rates used in the estimates, and 5) availability of transit and/or other alternative transportation modes. No additional parking places will be designated as part of the proposed project and no increased traffic is anticipated on an annual basis. Inbound and outbound traffic counts will be slightly higher during the period September through March and proportionately lower the remaining months of the year. 14 b. Discuss the effect on traffic congestion on affected roads and describe any traffic improvements necessary. The analysis must discuss the project s impact on the regional transportation system. Annual traffic loads are not expected to increase significantly as a result of the project. c. If the peak hour traffic generated exceeds 250 vehicles or the total daily trips exceeds 2,500, a traffic impact study must be prepared as part of the EAW. Use the format and procedures described in the Minnesota Department of Transportation s Access Management Manual, Chapter 5 (available at: or a similar local guidance. Vehicle traffic carrying product off the site is related to demand by area users; therefore, this traffic will increase gradually over time as propane consumption by users grows. Given a significant annual increase in traffic loads that will not be generated by the proposed project, no traffic congestion or traffic improvements are planned or believed to be necessary. d. Identify measures that will be taken to minimize or mitigate project related transportation effects. No traffic mitigation measures are planned or believed to be necessary. 19. Cumulative potential effects: (Preparers can leave this item blank if cumulative potential effects are addressed under the applicable EAW Items) a. Describe the geographic scales and timeframes of the project related environmental effects that could combine with other environmental effects resulting in cumulative potential effects. No significant cumulative environmental effects have been identified to exist in the project area nor is expected that the project will result in significant impacts that could combine with other environmental effects to result in cumulative potential effects. b. Describe any reasonably foreseeable future projects (for which a basis of expectation has been laid) that may interact with environmental effects of the proposed project within the geographic scales and timeframes identified above. No future projects are known to exist in the project area that could combine with the proposed project to result in cumulative effects. c. Discuss the nature of the cumulative potential effects and summarize any other available information relevant to determining whether there is potential for significant environmental effects due to these cumulative effects. No cumulative potential environmental effects are known or anticipated as a result of the proposed project. Based on this query, the rare species in the vicinity of the proposed project are all associated with the Straight River. Provided the proposed project will not negatively impact the water quality of the nearby waterways, I do not believe the project will affect any known occurrences of rare features. The Natural Heritage Information System (NHIS), a collection of databases that contains information about Minnesota s rare natural features, is maintained by the Division of Ecological and Water Resources, Department of Natural Resources. The NHIS is continually updated as new information becomes available, and is the most complete source of data on Minnesota's rare or otherwise significant species, native plant communities, and other natural features. However, the NHIS is not an exhaustive inventory and thus does not represent all of the occurrences of rare features within the state. Therefore, ecologically significant features for which we have no records may exist within the project area. For environmental review purposes, the results of this Natural Heritage Review are valid for one year; the results are only valid for the project location (noted above) and project description provided on the NHIS Data Request Form. Please contact me if project details change or if an updated review is needed. Furthermore, the Natural Heritage Review does not constitute review or approval by the Department of Natural Resources as a whole. Instead, it identifies issues regarding known occurrences of rare features and potential effects to these rare features.
