5 Regulatory Requirements Recent and Upcoming EPA NPDES Phase II MS4 General Permit Remand (Final Rule to be implemented in November 2016) Impact: Revisions to the NPDES Phase II MS4 permits potentially requiring additional permitting review of an MS4s BMPs to demonstrate BMP effectiveness. Dissolved Oxygen Criteria (DEP-SAS-001/13 March 2013) Need to measure % saturation. Based on statewide analysis, DO criteria for Florida s Class I and III freshwaters are expressed as: No more than 10% of the daily average percent DO saturation values shall be below 38% in the Peninsula bioregion Impact: Modified SOP Freshwater Ammonia Criteria (Proposed) Proposed criteria for TAN rather than only un-ionized ammonia nitrogen (Florida s current criterion) Impact: Modified ammonia analyte. Proposed criteria would be more stringent than un-ionized ammonia criterion at ph below 7 and 7.5 Bacteriological Criteria (Proposed) Revise fecal coliform criteria to E. coli in freshwater and Enterococci in marine waters Impact: Modification of analytes in required sampling

7 Best Practices: Quality Assurance Project Plan The most important document in any monitoring project Acts as the official sampling program approved by the City and/or grantor agency Provides an opportunity to adapt cookie cutter monitoring requirements in a grant into reasonable sampling goals, means, and methods Allows for agency buy-in of novel approaches (equipment, sampling, etc ) for unique sampling circumstances Don t simply use the last QAPP that was developed from another project Lab Quality Manual review

8 Best Practices Field Checklists Ensure rain gauge is level and funnel is not clogged Calibrate Flow meters, level, and auto-sampler sample volumes Ensure modules are plugged into the correct port Ensure pump tubing is not cracked Conduct equipment blank when tubing is replaced Ensure suction line is at the lowest point of collection Flow meter is affected by turbulence, place flow meter in area of low turbulence to the extent practical Position sample jars correctly inside auto-sampler Ensure battery is properly connected and being charged from power source Complete maintenance logs for all maintenance activity

27 Conclusions A thorough and detailed QAPP helped facilitate FDEP approval of non-sop standards for analytes: Example: Oil & Grease allowed to be collected in the auto-sampler, which is not generally permitted per FDEP SOP Accounting for sediment accumulation in the design phase is critical to maintaining free-flowing conditions during operation Pass-through BMPs MUST have a well-designed emergency / bypass overflow, should the BMP become clogged Having a high-resolution hydraulic and hydrologic (H&H) model helps predict stormwater flows that can be used to program auto-samplers to collect flow-weighted samples across the storm event Using innovative triggering mechanisms can help simultaneous (or specific timedelayed) triggering and collection of flow weighted samples Understanding the impacts of high tailwater on flow meters Qualifying rain events tend to occur at 1:00 AM
