2 Green Jobs Survey Workforce Region 20 Purpose The Green Jobs Survey for Workforce Region 20 (Indian River, Martin, Okeechobee, and St. Lucie counties) was conducted in. The survey was conducted by the in partnership with Workforce Florida, Inc., and was funded by a competitive grant awarded by the U.S. Department of Labor, Employment and Training Administration. The regional data provided are designed to inform local workforce, education, and economic development partners of the dynamics of the green economy in the workforce region. The survey aims to help providers tailor training for green occupations most in demand. Green Jobs The survey results indicated an estimated 856 green jobs in Workforce Region 20 in. This represented 0.5 percent of total employment. Survey results indicated that 1.5 percent of businesses in the region employed workers who produced green products or provided green services. Employers expected to add 58 jobs by 2011, representing growth of 6.8 percent. Including employers who did not have green jobs currently but planned to add new green jobs and/or convert non-green to green jobs within the next year, green job growth in the region was expected to reach percent (1,673 jobs) for a total of 2,529 green jobs in Green jobs in the region were a mix of construction trades workers, construction supervisors, technical and professional workers, and some lower skilled jobs. The largest green job was solar photovoltaic installers with an estimated 141 jobs. Methodology The survey was organized into several sections. One section covered Green Activities at the establishment level and survey respondents were asked to provide information on their type of green activity broken into f ve types: produce renewable energy (PRE); increase energy efficiency (IEE); conserve natural resources (CNR); prevent, reduce and clean up pollution (PRC); and produce clean transportation and fuels (PCT). These abbreviations will be used to reference activity groups in the following narrative. These f ve activity groups were further broken down into sub-activities. Respondents were asked to provide a one-year estimate of possible changes in their green jobs count by one of the f ve green activity groups. The second part of the survey asked respondents about their green occupations, if they had any green vacancies, what additional training was needed related to green knowledge, skills, and abilities (KSAs), what green KSAs were needed in the future and the linkage between green occupations and the f ve green activity types listed above (PRE, IEE, CNR, PRC, PCT or other). The survey sample of 2,165 had 1,297 reporters with useable responses. Excluding out of business and unreachable establishments, the f nal response rate was 82.2 percent. 2

Prevent, reduce, and clean up pollution was the largest green activity group in Region 20 with 371 jobs. Following close behind in number of jobs was conserve natural resources with 366 jobs. Increase energy efficiency was the third largest green activity group with an estimated 305 green jobs in. The one-year estimated growth rate was highest for the smaller activity group, produce renewable energy, (44.3 percent), followed by conserve natural resources (9.3 percent). The majority of green jobs were in retail trade (297 jobs), followed by construction (280 jobs) and arts, entertainment, and recreation (67 jobs). Arts, entertainment, and recreation had a high number of green jobs due to park services employees. The highest expected growth rates were in administrative/support and waste management/remediation services (48.5 percent) and health care and social assistance (20.3 percent). 1 Establishments could select more than one green activity. Counts by green activity contain duplicates and are not mutually exclusive. 3

The industry with the greatest share of green jobs was construction at 2.3 percent, followed by arts, entertainment, and recreation (1.2 percent). Retail trade had the largest number of green jobs (297), representing 1.1 percent of industry employment. Establishments self-identifying as green were cross tabulated by major industry group. Construction had the largest number of green establishments (89), followed by retail trade (80 establishments) and public administration (24 establishments). The public administration industry (government) had the largest share of establishments calling themselves green (11.2 percent), followed by utilities (7.9 percent), and arts, entertainment, and recreation (7.0 percent). The percent share of establishments engaged in green activities (1.5 percent) was greater than the percent of green jobs (0.5 percent) in Region 20 (Tables 3 and 4). 4

5 Green Sub-Activities Table 5 - Top Establishments that Conserve Natural Resources Respondents were asked to list sub-activities under the f ve major green activity groups 2. These were converted into establishment counts across the various sub-activities. Conserve natural resources (368 establishments) was the top activity, in which the most green establishments were engaged as at least one of the establishment s activities. Prevent, reduce and clean up pollution was the next largest green activity based on establishment count with 279, followed by increase energy efficiency (71 establishments). For IEE, green construction (47 establishments), building retrof tting (16 establishments) and weatherization (3 establishments) were the top sub-activities. The top three sub-activities under prevent, reduce, and clean up pollution were: hazardous waste cleanup with 77 establishments engaged in the sub-activity, followed by education and training (55 establishments), and carbon emissions monitoring/trading (53 establishments). 2 Establishments could select more than one green activity. 6 Green Occupations The top green job in Region 20 was solar photovoltaic installers with an estimated 141 jobs, followed by production workers (92 jobs). Recycling workers accounted for most jobs classif ed under production workers, all other. The top 25 occupational list for the region was dominated by construction-related green jobs. Among these were construction laborers (83 jobs), plumbers, pipef tters, and steamf tters (71 jobs), construction supervisors (48 jobs) and insulation workers (17 jobs). The highest paid green job among the top 25 was construction managers at $52.45 per hour and the lowest paid green job was maids and housekeeping cleaners at $9.74 per hour. The greenest job in Region 20 was photovoltaic installers who were 100 percent green (all solar photovoltaic installers were estimated to perform a green job), followed by environmental engineers with 74.2 percent green jobs compared to total employment for this occupation. Production workers were third (69.8 percent), followed by conservation scientists (49.4 percent). Source:,, Florida Green Jobs Survey,. Green Occupations by Green Activity Table 10 - Top Occupations Engaged in Increase Energy Efficiency Green occupations were analyzed by their association with the previously mentioned green activity groups. The green activity group with the greatest occupational employment in green jobs for Region 20 was increase energy efficiency with 376 jobs. Construction laborers (83 jobs) and plumbers, pipef tters, and steamf tters (71 jobs) were the top two occupations for IEE in Region 20. Third in IEE was solar photovoltaic installers with 70 jobs. Green Jobs The second major green activity was conserve natural resources, with 353 jobs in this activity. The top two CNR jobs were construction related: plumbers and pipef tters (71 jobs) and solar photovoltaic installers (58 jobs). The third major green activity was prevent, reduce, and clean up pollution which contained production workers (92 jobs), automotive service technicians (35 jobs), and millwrights (35 jobs). Two of the occupations in this activity group were professional occupations that dealt directly with pollution mitigation: environmental scientists (28 jobs) and environmental engineers (17 jobs). Green Vacancies A total of 23 green vacancies were estimated in Region 20 during the survey period. All of the vacancies were in retail trade. By occupational title, all of the vacancies were in sales representatives, wholesale and manufacturing, except technical and scientif c products. Post Secondary Adult V ocational certif cate ranked highest with 29.9 percent of estimated jobs requiring this level of education. Of the total, 21.8 percent needed either a Bachelor s or Associate s degree and 6.2 percent required only a high school diploma. Training requirements for green jobs varied widely. Training requirements were collected for each occupation identi f ed by the survey respondents as green. Many jobs only required short on-the-job training (OJT) while many required advanced degrees and certif cates. Due to the high frequency of green construction occupations in Region 20, construction-related requirements were prominent in the reported data on certif cations. Leadership in Energy and Environmental Design (LEED) certif cation and training was mentioned for several construction occupations. Solar photovoltaic training and certif cation was another frequently mentioned hiring requirement for solar photovoltaic installers. Green Training Needs and Skills Gaps Skills gaps were identif ed mostly for government workers in parks and natural resources preservation. Employees needed to possess the skills to apply green technology to the preservation and restoration of land and water natural resources. The park- and environment-related green government jobs reported specif c training needs in grey water usage, alternative energy use, green cleaning products, and better use of park natural resources. A training need in Leadership in Energy and Environmental Design (LEED) was identif ed for some construction occupations. Knowledge, skills, and abilities gaps were indicated for knowledge in the application of green technologies to preserve our water and land resources. This knowledge gap was identif ed for environmental engineers, environmental scientists, biological scientists, protective service workers, conservation scientists, and zoologists and wildlife biologists.
