2 Green Jobs Survey Workforce Region 4 Purpose The Green Jobs Survey for Workforce Region 4 (Bay, Franklin, and Gulf counties) was conducted in. The survey was conducted by the in partnership with Workforce Florida, Inc., and was funded by a competitive grant awarded by the U.S. Department of Labor, Employment and Training Administration. The regional data provided are designed to inform local workforce, education, and economic development partners of the dynamics of the green economy in the workforce region. The survey aims to help providers tailor training for green occupations most in demand. Green Jobs The survey results indicated an estimated 1,199 green jobs in Workforce Region 4 in. This represented 1.6 percent of total employment. Region 4 had the highest concentration of green jobs among Florida s 24 workforce regions. Survey results indicate that 2.8 percent of businesses in the region employ workers who produce green products or provide green services. Employers expected to add 50 jobs by 2011, representing growth of 4.1 percent. Including employers who did not have green jobs currently but planned to add new green jobs and/or to convert non-green to green jobs within the next year, job growth in the region was expected to reach 4.6 percent (55 jobs) for a total of 1,254 green jobs in Most green jobs in the region were non-professional, such as hazardous materials removal workers and laborers and freight, stock, and material movers, hand. Solar panel installers and protective service workers had the highest share of green jobs compared to total jobs in the occupation. Methodology The survey was organized into several sections. One section covered Green Activities at the establishment level and survey respondents were asked to provide information on their type of green activity broken into f ve types: produce renewable energy (PRE); increase energy efficiency (IEE); conserve natural resources (CNR); prevent, reduce and clean up pollution (PRC); and produce clean transportation and fuels (PCT). These abbreviations will be used to reference activity groups in the following narrative. These f ve activity groups were further broken down into sub-activities. Respondents were asked to provide a one-year estimate of possible changes in their green jobs count by one of the f ve green activity groups. The second part of the survey asked respondents about their green occupations, if they had any green vacancies, what additional training was needed related to green knowledge, skills, and abilities (KSAs), what green KSAs were needed in the future and the linkage between green occupations and the f ve green activity types listed above (PRE, IEE, CNR, PRC, PCT or other). The survey sample of 1,704 represented employment in the region at the time the sample was selected. Of the total, 1,168 reporters had useable responses. Excluding out of business and unreachable establishments, the f nal response rate was 87.0 percent. 2

Prevent, reduce, clean up pollution was the largest green activity group with an estimated 860 current green jobs. Many of the establishments in this activity were involved in manufacturing or construction. The second largest activity was increase energy efficiency (298 jobs). Wholesale trade and construction establishments played a large role in this green activity group. Conserve natural resources was the third largest green activity group (as gauged by employment of 230), followed by produce renewable energy (165 jobs) and produce clean transportation and fuels (46 jobs). The one-year estimated growth rate was highest for increase energy efficiency(16.6 percent), followed by conserve natural resources (10.1 percent). No job growth was expected in produce clean transportation and fuels. The majority of green jobs were in administrative/support and waste management/remediation services (654 jobs), followed by construction (241 jobs); wholesale trade (102 jobs); arts, entertainment and recreation (40 jobs); and public administration (35 jobs). Arts, entertainment, and recreation had a high number of green jobs due to park services employees. The highest expected growth rates were in wholesale trade (22.7 percent), retail trade (22.4 percent), and professional, scientif c, and technical services (13.4 percent). 1 Establishments could select more than one green activity. Counts by green activity contain duplicates and are not mutually exclusive. 3

The industry with the greatest share of green jobs was mining at 79.6 percent, followed by Administrative/support and waste management/remediation services at 16.1 percent. Administrative/support and waste management/remediation services had the largest number of green jobs (654), representing 16.1 percent of industry employment. Establishments self-identifying as green were cross tabulated by industry sector. Construction had the largest number of establishments engaged in green activities of all industries (85 establishments), followed by arts, entertainment, and recreation (16 establishments), and professional, scientif c, and technical services (16 establishments). Mining had the largest share of establishments calling themselves green (47.8 percent), followed by arts, entertainment, and recreation (13.1 percent) and construction (9.1 percent). Park services employees constituted most of the green jobs in arts, entertainment, and recreation. The share of establishments engaging in green activities (2.8 percent) was greater than the share of green jobs (1.6 percent) in Region 4 (Tables 3 and 4). 4

5 Green Sub-Activities Respondents were asked to list sub-activities under the f ve major green activity groups 2. These were converted into establishment counts across the various sub-activities. Conserve natural resources and prevent, reduce, or clean up pollution are the top two activities in which the most green establishments are engaged in as at least one of the establishment s activities. There were 329 estimated establishments in conserve natural resources and eight of its sub-activities. Sustainability planning was the highest reported sub-activity under CNR with 72 establishments reporting engagement in the activity, followed by land reclamation (62 establishments) and wetlands restoration (56 establishments). Ranking second in the estimate of establishments engaging in green activities was prevent, reduce, and clean up pollution. A total of 137 establishments in Region 4 were estimated in this activity and nine of the sub-activities. Of the sub-activities, education and training (32 establishments) was the most frequently reported sub-activity by green establishment count, followed by carbon emissions monitoring/trading (23 establishments) and hazardous waste clean up (21 establishments). Of the sub-activities, building retrof tting was the most frequently practiced one (22 establishments), followed by education and training (21 establishments) and manufacturing energy eff cient products (20 establishments). 6 Green Occupations Region 4 has a large share of total employment in the administrative/support and waste managment/remediation services sector. The top green job in Region 4 was hazardous materials removal workers (590 jobs), followed by laborers and freight, stock, and material movers (52 jobs) and furnace, kiln, oven, drier, and kettle operators and tenders (51 jobs). The highest paid green job among the top 25 occupations was engineers, all other ($41.22 hourly) and the lowest paid green job was laborers and material movers ($10.52 hourly). Occupations were compared based upon green jobs as a percent of total jobs as measured by occupational estimates. The greenest job was photovoltaic installers who were 100 percent green (all solar photovoltaic installers were estimated to perform a green job), followed by protective service workers, all other with 31.3 percent green jobs of the total employment in this occupation. Crushing, grinding, and polishing machine setters, operators, and tenders was third at 25.6 percent, followed by construction and related workers all other at 24.5 percent. Green Occupations by Green Activity Another type of information collected for green occupations was their association to the previously def ned f ve green activity groups. In Region 4, most jobs were engaged in prevent, reduce and clean up pollution (765 jobs) and increase energy efficiency (293 jobs). The top jobs in prevent, reduce and clean up pollution were: hazardous materials removal workers (590 jobs), furnace, kiln, oven, drier, and kettle operators and tenders (51 jobs), and protective service workers, all other (23 jobs). 8 The top two jobs engaged in activities related to increase energy efficiency were engineers, all other (42 jobs) and plumbers, pipef tters, and steamf tters (38 jobs). Third in IEE was chemical equipment operators and tenders (30 jobs), followed by sales representatives, wholesale and manufacturing, except technical and scientif c products (21 jobs). Administrative and support and waste management and remediation services was the industry with the highest number of green vacancies. Hazardous materials removal workers was the occupation with the highest number of green vacancies. 8

Post Secondary Adult Vocational certif cate ranked next with 16.4 percent of estimated jobs over the next year. Training requirements for green jobs varied widely. Training requirements were collected for each occupation identif ed by the survey respondents as green. Many jobs only required short on-the-job training (OJT) while many required advanced degrees and certif cates. Note: Excludes reports with no education level specif ed. Shares will not add to 100 percent. Source:,, Florida Green Jobs Survey, Several jobs required training on how to conserve, prevent, reduce, and clean up natural resources without causing harm to the ecosystem. Leadership in Energy and Environmental Design (LEED) certif cation and training was mentioned as required for civil engineers. The top green occupation for the region (hazardous materials removal workers) required respirator training and a 40 hour training in Hazardous Waste Operations and Emergency Response Standard as specif ed by the U.S. Department of Labor s Occupational Safety and Health Administration. Certif cation in hybrid cars was required for automotive technicians. Green Training Needs and Skills Gaps Knowledge of green cleaning products and use of gray water in irrigation was mentioned as needed for park services employees. Another skills gap identif ed by government employers was in knowledge, skills, and abilities associated with applying green technology to water and land resources. Specialized knowledge and training in water reuse installation and ozone generator installation was identif ed by employers as a training need for industrial machinery mechanics. Knowledge of products used to clean up chemicals and dispose of them was noted as a needed green skill by production workers. These workers also needed training in handling MSDS (Material Safety Data Sheet) problems and chemicals and safety training.
