1 VACANCY-ANNOUNCEMENT Job Announcement Number: PLEASE READ ENTIRE ANNOUNCEMENT Open date: 30 January 2019 Close date: 06 February The Incirlik Civilian Personnel Section is accepting applications from Turkish National employees for the following position: a. Title, Series and Grade: Library Technician CT (Appropriated Funds-Fulltime, Permanent) Total of 1 (one) positions b. Organizations and Locations: 39 FSS Library, Incirlik-Turkey. The qualified person will work under general supervision of the 39 FSS Commander or her/his designated authority. Responsibilities - Keeps current record of overdue materials and contacts borrowers by using overdue notices. - Explain library rules, regulations, circulation procedures, and entitlements to library users. - Answers general questions from patrons. - Resolve problems and deviations such as materials that are difficult to locate. - Maintain and compiles up-to-date library statistics on circulation, attendance, reference questions, and other requested data. - Perform a weekly check of publications that are overdue. - Inform Librarian of titles for possible purchase and inclusion in the collection. - Review records for errors and omissions in cataloging data and makes appropriate corrections. - Performs corrections to the bibliographic database. - Execute automated procedures to generate reports. - Make routine supply purchases. - Assist librarian in planning and developing programs and publicity and marketing of events. Work Schedule: Full Time Tour of Duty: Irregular Schedule including nights, weekends, and holidays Position Sensitivity: Non-Critical Sensitive Security Requirements: Not Applicable Overtime: Occasionally Physical Requirement: Requires frequent lifting, pushing, pulling, carrying, and handling of products weighing up to 40 pounds unassisted; occasionally more than 40 pounds with assistance.

2 Qualifications To qualify for this position, by the closing date of this announcement, you must possess one of the following: (a) Six Months of specialized experience equivalent to the grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the same or similar grade level or equivalent under other pay systems with United States Forces (USF) or private sector. Creditable specialized experience includes: circulation work, material care of shelves, files, cataloging and classifying library materials in Library, OR (b) Successful completion of education ABOVE High School level (2-year College or 4-year University graduates) in the field of Library Studies, Archiving/ Documentation Techniques, Public Affairs, Public Relations or related studies that may be substituted for experience directly related to the work of the position being filled. OR (c) A combination of experience and education equaling 100% of the qualifications. In addition to meeting the qualifications outlined above, you must also meet the following by the closing date of this announcement: (a) Male applicants must have completed all Turkish Military obligations. Achieve proper score on English Proficiency Test, ability use various office automation software and must be able to complete a background checks. Must be willing to provide fingerprints as necessary and prove fitness for duty through medical documentation. Education If you are relying on education to qualify, then: 1. Acceptable application package for both internal and external applicants contains a fully completed application form, resume, copy of Turkish ID (back and front), a copy of diploma and any other required documentation to support certification, licensure or education requirements as well as completed Occupational Assessment Questionnaire and referral request letter (if employed by one of the enterprises, that has a Collective Labor Agreement),. Charges out library materials and processes return of materials, keeps current record of overdue materials and contacts borrowers by using overdue notices, conducts tours and gives group orientations and represents the library at public relations meetings. 3. Explains library rules, regulations, circulation procedures, and entitlements to library users and answers general questions. 4. Resolves problems and deviations such as materials that are difficult to locate, clients who request unusual services, or unusual error messages from automated systems. 5. Reserves books and follows-up to ensure that requests are complete and maintains and compiles up-to-date library statistics on circulation, attendance, reference questions, and other requested data. 6. Routes inter-library loan materials to the proper borrower and returns borrowed items to the originating library, performs a weekly check of publications that are overdue, requests return of borrowed material, and applies to originating library for an extension of the loan. 7. Provides this service by locating bibliographic information using standard library reference tools. 8. Processes incoming books and periodicals by logging in and checking for duplicates in the library's database and reviews records for errors and omissions in cataloging data and makes appropriate corrections and additions. 9. Answers the telephone, takes messages, and refers callers or visitors to appropriate staff members and picks up, sorts, and distributes mail. 10. Processes periodicals and types material or enters it into computer databases and monitors and maintains stock levels of office and specialized library supplies, assists in the preparation of orders, and participates m inventory control of library materials. 11. Makes routine supply purchases, prepares and submits purchase requests, reports discrepancies in orders, renews subscriptions, disposes of discarded items, prepares final copies, and maintains record files.

8 12. Assists librarian in planning and developing programs and publicity and marketing of events. 13. Design of flyers, posters, displays, and preparation/submission of news releases.
